Wednesday afternoon, March 18. 1953 at 1:00 o'clock P. M. Present were Mayor Secor. Commissioner Lowe. Commissioner Erwin. City Manager Henderson and the Acting Clerk when the follow- ing proceedings were had: I Minutes of the last regular session were read. and it was moved by Commissioner Erwin. seconded by Commissioner Lowe. that the minutes be approved as read. and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No, none. Survey South 8th Improvements A copy of a poll or survey made of owners of property along South Eighth Avenue. to determine their reaction toward removing the center parking strip and re-paving this street. was presented. This poll had been made by Don Nash. attorney for the Story Motor Supply Company or his representa- tives. as had been agreed upon at the meeting of the City Commission on February 11. 1953. The poll showed that. of the 44 owners who are shown as having signed it. 39 were against such removal of the center parking and re-paving this street. Furchase of Water Meters W. R. Border. Superintendent of the Water Department. has recommended the purchase of twenty five (25) water meters at an estimated cost of $22.36 each or a total of $559.00. It was moved by Commissioner Erwin, seconded by Commissioner Lowe. that the City Manager be and is hereby authorized to purchase water meters in accordance with the recommendation and the motion was carried by the 1 following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none. V. F. W. Foppy Day May 16th A letter was presented from Post No. 903. V. F. W.. requesting that Saturday May 16. 1953 be designated as Poppy Day on which their organization will be authorized to sell poppies on the streets of Bozeman. It was moved by Commissioner Lowe. seoonded by Commissioner Erwin. that this request be approved and granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe, Commissioner Erwin; those voting No. none. Purchase of Truck for Park De~artment Park Superintendent Cloninger has brought up the need for an additional pick-up truck for the Park Department and re~orts that. after a survey he has made of used trucks for sale. a 1947 Studebaker truck offered for sale at $600.00 by Willis Springer appears to be the best buy to fit present needs. It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the City Manager be and is hereby authorized to purchase th1.s truck. to be paid for out of Park FUnds. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none. I Reports Reports of the Director of Finance for February. 1963. and of the Recreation Director for October. 1962 through February. 1953 were presented. It was moved by Commissioner Erwin. seconded by Commissioner Lowe. that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none. Fetition for S. I. D. -- Curb. Storm Sewer. and Paving South 3rd A petition from owners of property in the area to be affected was presented requesting that a 'J19 I~ . 220 Special Improvement District be created to provide the funds for and to install storm sewers. concrete ourb. and gutters, and asphaltic pavement on a gravel base, to meet reoommendations and specifications of the City of Bozeman. on Third Avenue South from Garfield Street to Lincoln Street. In discussion of this proposed project it was pointed out that Third Avenue. being the connection for a main county road. carries much heavy traffic and should be paved to not less than 36 feet in width and should have a heavier pavement base than on the ordinary residential street. It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the City Engineer be instructed to prepare an estimate of cost and other required preliminary data and that. based on these data. the City Attorney be instructed to prepare a resolution of intention to create this proposed district and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none. Band Proposals Ed Sedivy and George Sime. representing the Bozeman Municipal Band. appeared before the Commis- sion to discuss band needs and to present a proposed band budget for 1963-64. They were informed that the Commission will look with favor on making the same tax levy for the Band Fund in 1953 as in 1962 and. if that is done. the budget as proposed by the Band can be adopted. Contract and Bond S. 1. D. 367 -- Paul R. Lee The contract and bond of Paul R. Lee for installation of water mains in S. I. D. No. 367 were presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that upon approval by the City Attorney. this contract and bond be accepted and the Mayor and Clerk be authorized to sign for the City, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe, Commissioner Erwin; those voting No, none. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe. seconded by Commissioner Erwin, that the meeting adjourn. and the motion was carried by the following Aye and No vote: thOSe voting Aye being Mayor Secor.
