The Commission of the City of B~eman met in regular session in the Commission Room, City Hall
building, Wednesday afternoon, April 22, 1953 at 1:00 o'clock P. M. Present were Mayor Secor,
Commiss ioner Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Cl.e rk
when the following Froceedings were had:
Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded
by Commissioner Lowe, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin;
those voting No, none.
Sewer Services Charges Adjusted
A list of water services where one month's bill has been very much in excess of the average bill,
and that month is one used in determining the sewer service charge, was presented and examined by the
City Commission. After COIlsideration, it was moved by Commissioner Lowe, seconded by Commissioner
Erwin, that the Water Colle ctor be authorized to use the average water bill, exclusive of the month
in which the water charge was excessively high. on the list submitted, in determining the sewer charge,
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor,
Commissioner Lowe, Commissioner Erwin; those votinG No, none.
Bids for Bonds -- S. I. D. 366 and 367
The Manager stated this was the time and pla ce set for receiving bids on the bonds of Special
Improvement District bonds of Districts No. 366 and 367. He presented the affidavits of publication
of the Notices and stated that no wri tten bids have been received. The Mayor calle d for oral bids
for approximately $8,500.00 of S. 1. D. 366 bonds and followinG oral bids were heard.

No further bids being heard. it was moved by Commissioner Lowe, seconded by Commissioner Erwin,
that the bid of D. R. Green. as agent, of par and 5% interest be accepted and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner
Erwin; those voting No, none.
The Mayor called for oral bids for the bonds of Special Improvement District No. 367, in the
approximate amount of $11.000.00, and the following bids were heard:

that the bid of D. R. Green, Agent. of par and 5% interest be accepted and the motion was carried by
the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner
Erwin; trose voting No, none.
Request for Banner Across Main Street Denied
A request to place a banner across Main Street once each month to advertise a series of "Youth
for Christ" rallies was considered. It was sta.ted that all churches are not participating in this
ftmction and it appeared that granting such a permit would not be in the general public interest.

was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the request be denied and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner
Lowe, Commissioner Erwin; those voting No. none.
Use of City Equipment on Fr i vete froperty for Neighborhood Playgrounds
The matter of using City equipment to level ground on private property for neighborhood

playgrounds was discussed. The Commission stated they would favor such use of city equipment but
the city could not assume any further responsibility for operation or maintenance of such lots as
playgrounds.
Sidewalks to the Curb Line in Langohr's Addition
A request of Ross Williamson to construct sidewalk to the curb line at his property in Langohr IS

Addition was discussed. After consideration. it was moved by Commissioner Lowe. seconded by
Commissioner Erwin. that the City Engineer be instructed to permit sidewalks to be placed adjacent to
the curb in Langohr's Addition only and the motion was carried by the following Aye and No vote: those
votinf, Aye being Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none.
Relort of Recreation Director
A written report of A. Glen White. Recreation Director. on the meeting of the Northwest Section
of Recreation Directors meeting which he attended in Great Fells was presented.
Progress of Storm Sewer District for West Part of City
Dr. A. L. Vadheim. Joe Gary and M. J. O'Connell were present to inquire as to the progress on
the improvement district for a storm sewer in the west part of the city. They were informed that.
as soon as the City Engineer has compiled the necessary data. the resolution of intention to create
the district will be adopted and this should be within two weeks.
Traffic Survey
A letter from the Planning Survey Engineer of the State Highway Department was read stating that
the type of survey to provide the necessary information to help solve the city's traffic p~oblems
would cost approximately $5.000.00. and the City of Bozeman would be required to particjpate to the

extent of 25% of the cost. It was stated further that this survey could be made in July. It was
moved by Commissioner E~in, seconded by Commissioner Lowe. that the City Manager be instructed to
inform the State Highway Department Survey Engineer that the City of Bozeman is still interested in
such a survey. and ask them to set a date for a meeting to discuss plans for the survey. and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Secor. Commissioner Lowe.
Commissioner Erwin; those voting No. none.
Removal of farkings on North Wallace Between Mendenhall & Lamme
A communication from R. G. Simkins, of Simkins-Hallin. Inc. was read. stating that the Farmer' s
Union Grain Terminal Association, the Gallatin Farmer' s Company and Simkins-Hallin. Inc. would furnish
$1.000.00 towards the cost of the removal of the pe.rkings on North Wallace AVenue between Lamme and
Mendenhall Street. The matter was referred to the Ci~ Engineer for plans and an estimate of the cost.
Bond of Bozeman Electric -- Traffic Lights
The bond of' Arthur L. Stuart to cover the contract for the installation of traffic lights was
presented. The bond was approved as to form by the City Attorney. It was moved by Commissioner Lowe.
seconded by Commissioner Erwin. that the bond be approved and accepted and the motion was carried by
the following Aye and No vote; those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner

Furchase of Sousaphone f'or Band
The Manager stated that Ed Sedivy. Band Director. has recommended the purchase of a sousaphone
for the city band to cost approximately $600.00. It was moved by Commissioner Erwin. seconded by
Commissioner Lowe. that the City Manager be authorized to purchase a sousaphone for approximately
$600.00 and the motion was carried by the following Aye and No votez those voting Aye being Mayor
Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none.

Mayor Secor announced the re-appointment of Don Cobb as a member of the Police Commission.

It was moved by Commissioner Lowe. seconded by Commissioner Erwin, that the appointment be
