The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
building, Wednesday afternoon, May 13, 1953 at 1:00 o'clock P. M. Present were Mayor Secor,
Commissioner Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk
when the following proceedings were had:

Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded
by Commissioner Lowe, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin;
those voting No, none.
Employment of Assistant City Engineer
The matter of the employment of an Assistant City Engineer was discussed. Because of extended and
continued growth of the ci ty, many new special improvement districts being proposed, and the back-log
of work accumulating in the office of the Engineer, it has become impossible and impractical to try
to keep up the work in this office with one engineer and some part-time student assistants. There
will be ample and continuing work for an assistant engineer on a permanent, full time basis.
After consideration, it was moved by Commissioner Lowe. seconded by Commissioner Erwin. tha t the
position of Assistant City Engineer be created, and the City Manager employ a qualified engineer for
that position. and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No, none.
Peti tion for Paving North Fourth and North Fifth Avenues
Petitions from owners of properties on North Fourth Avenue. between Villard Street and Durston

Road. and on North Fifth Avenue. between Lamme Street and Durston Road. were presented requesting
that Special Improvement Districts be created for the purpose of paving these streets. In considering
these petitions. it was deemed inadvisable to pave the two blocks on Fourth Avenue unless there was
a connecting paved street from it to Fifth Avenue and that Villard Street would be the proper street
to be paved for such a connection. It was therefore proposed that one district be established to
include the sections of Fourth and Fifth Avenues described in the petitions and Villard Street between
Fourth and Fifth Avenues.
It was moved by Cownissioner Erwin. seconded by Commissioner Lowe, that the City Engineer be
instructed to prepare the required preliminary data for this district and. based on this data the City
Attorney be instructed to prepare a resolution of intention to create the district. and the motion
was oarried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe,
Commissioner Erwin; those voting No. none.
Delegates to Montane Municipal League Meeting
It was announced that the annual meeting of the Montana Municipal League would be held in Billings
June 5th and 6th, 1953. It was moved by Commissioner Erwin. seconded by Conunissioner Lowe, that. it
beine in the public interest. attendance at this meeting be authorized for the members of the City

Commission, the City Manager. the City Attorney and the Director of Finance. and their expenses be paid
from the General Fund, and the motion was carried by the following Aye and No vote: tnose voting Aye
being Mayor Secor, Commissioner Lowe. Commissioner Erwin; those votine No. none.
Adjournment
There being no further business to come before the Cormnission at this time. it was moved by
Commissioner Lowe. seconded by Commissioner Erwin. that the meeting adjourn. and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe. Commissioner
Erwin; those voting No. none.
