The Commission of the City of Boz.ema.n met in reEular session in the Commission Room. City Hall
building. Wednesday afternoon, June 3. 1953 at 1:00 o'clock P. M. Present were Mayor Secor. Commissioner
Lowe. Commissioner Erwin. City Manar;er Henderson, City Attorney Lovelace and the Clerk when the 1'0 11 ow-
ing proceedings were had:
Minutes of the last regular session were read, and it was moved by Commissioner Lowe, seconded
by Commissioner Erwin. that the minutes be approved as read. and the motion wa.s carried by the 1'0 11 ow-
ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin;
those voting No, none.
Courtesy Tickets for Out-of-State Cars
The following committee from the Chamber of Commerce appeared before the Commission to discuss
courtesy tickets for out-of-town cars:

They asked that a plan for overtime parkers be created that would promote good will and tourist
trade from persons from out of the state and. that these visitors be given courtesy tickets instead of
"reo tickets" for over-time parking. A plan was suggested whereby a courtesy ticket would be placed on
out-of-state cars and money put in the meter for an hour parking and a ticket is sued for viola tions
after this hour. After lengthy discussion the City Commission stated they would further consider the
plan suggested.
Voting Machines Discussed
Earl 'Walton, County Clerk, was present to discuss possibility of the use of voting machines by
Gallatin County and the City of Bozeman. In several of the eight voting precincts now established in
the City of Bozeman the number of' voters has become so 18 rge that it is considered necessary either
to increase the number of' precincts or to purchase voting machines. 'I'he problems arising from this
si tuation are most serious durin!'; general elections but if Gallatin County, in order to alleviate
the problem, created additional voting precincts, it would involve additional expense for the City of
Bozeman at each ci ty ~lection. Mr. Wa.l ton est imated that if voting machines were used the number of
voting precincts could be reduced to five in the city and it would necessitate the purchase of 25
voting; machines at an approximate cost of $40,000.00. The purpose of Mr. Walton' 5. visit was to see
whether or not the City of Bozeman would be interested in sharing in the cost of these machines. It
was suggested to Mr. Walton that the city could easier consider payinc rental for such machines for
ci~ elections and that he should discuss it further with the Commissioners of Gallatin County and if
pos sible present a proposal to show either the extent to which the County Commissioners think the City
should share in the cost of such machines or a rental basis on which the county could rent the machines
to the City for city elections.
Cemen t Mix ing Plant on North Seventh Avenue
Mr. Wayne Prouty, of the Fioneer Ready Mix, apFB ared before the Commission in regard to erecting
and operating a concrete mixing plant on North Seventh Avenue in the Business-Residence Zone No.2.
Mr. Prouty was infonned that under the provisions of the Zoning Ordinance the l;lant which he proposes
would not be an allowable use in this zone. He was further informed that he might make application
for permit to build the proposed l--lant, that his application would necessarily have to be denied, and
that he could appeal from such denial to the Board of Adjustment, but no information could be given
him as to whether or not such an €If peal would be gran ted.
Sewer Connection for Hugo Eck
A communication from Hugo Eck, requesting a sewer connection for the house he is building outside

~he City Limits, was read. The matter was referred to the City Attorney for investigation.

It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be accepted

and ordered filed, and the motion was carried by the following Aye and No vote: those votinE; Aye

Purchase of Concrete Saw & Blade
The Manager reported that the concrete saw authorized to be ordered on May 20th, 1953 has been
received and tried out and proves satisfactory. It was moved by Commissioner Lowe, seconded by
Commissioner Erwin, that the Manager be authorized to purchase this saw to cost approximately $675.00
and one blade to cost approximately $141.00, and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwinj those voting
No, none.

The Manager stated he has audited these claims and finds them to be true and lawful claims
against the City of Bozeman and recommends that warrants be drawn for their payment. After examina-
tion of the claims in detail by the City Commission, it was moved by Commissioner Lowe, seconded
by Commissioner Erwin, that the claims be approved and warrants drawn for their payment, and the
motion was carried by the following Aye and No vote: those va ting Aye being Mayor Secor, Commissioner
Lowe, Commissioner Erwin; those voting No, none.
Adjournment
