Wednesday afternoon, June 17, 1953 at 1:00 o'clock F. M. Present were Mayor Secor, Commissioner Lowe. Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk when the followinf"' proceedings were had: Mjnutes of the last re~ular session were read, and it was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the mjnutes be approved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner t~rwin; those votine No, none. Fublic Hearing S. 1. D. No. 373 -- Storm Sewer The Manager stated this was the time and place set for public hearing on the resolution of inten- tion to crea-ce Slecial Improvement District No. 373, storm sewerLO serve the west part of the City. He presented the affidavi t of publication of the Notice and the Clerk's Mailing Certificate that all property owners have been notified. Written protests from o\'mers of record of 42.77% of the property in the proposed district and from contract purchasers or other representatives of owners of 3.4% of the property in the proposed district were presented. These protests had been filed wi th the ele rk of the Commission on or before ,Tune 12, 1953, the final date for filinG protests. It was moved by Commissioner Lowe, seconded by Commissioner Erw1 n, that the protests be sustained and that further action toward establishment of this proposed special improvement distri ct cease and the motion was carried by the followine; Aye and No vote: those voting Aye being Mayor Secor. Commissioner Lowe, Commissioner Erwin; those voting No, none. Frotests to Farallel Farking Thos. Dougdale, E. R. Beeb, Louis Uhlrich, Ken Richardson and Glenn Restvedt appeared before the Commission to protest ap.;ainst the chanr;e-over from angle to parallel parkine; just completed on Main Street. Arfuments presented by these men were that this change has already seriously affected their businesses, that tourists pass up the town, and that business is being driven from the ma,in business district to businesses operated at the edGes of the city. It was explained to these men that the change to parallel parking; was made for increased traffic safety, to expedite movement of traff'1c on Main Street, and on the recommendations of' a committee representing: the business men and the city at large. It was further explained that. while this chanEe is not intended to be on a trial or e:xperimental basis, it is not something of such a permanent nature that it could not be changed again and that the present intention is to give the parallel Farkinr; plan a fair and reasonable trial before any further change is considered. Presentation of Certiricate to Folice Department Mr. Dean Chaffin, representing the Montana Automobile Association and the AAA made a public presentation to Captain C. V. Saunders, representinr; the Bozeman Police Department, of a citation and certificate in recognition of Bozeman having: gone through 1952 without a traffic fatality. Sf-ecial note was made of the fact that Bozeman was one of three Montana cities receiving such recogni- tion and that this is the eighth consecutive year that this City has maintained this record. Communication -- Re: Pf>rking of Army Recruiting, Cars A communication from the Chief of Police in Billings was read relative to enforcement of parking regulations in that ci ty against U. S. military vehicles. He explained that, while they are as lenient as is reasonable with the drivers of such cars, a U. S. Army recruiting sergeant, in March, 1953. forfeited a bond of $36.00 on 19 overtime parking; tickets on which he had failed to appear. I I I Bond of Chief of Police A renewal bond of the Chief of Police in the amount of $2,000.00 was presented. The bond was approved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Corrnnissioner Lowe, that the bond be accepted and approved and the motion was carri ed by the followin€; Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those votin~ No, none. I Permission to Cut Curb F't Station on Mendenhall & Rouse A request to cut the curb on Mendenhall Street, to extend the driveway four feet to the east at the Service Station at Mendenhall & Rouse, was presented. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the request be granted and the motion was carried by the followinr, Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; thOSe voting; No, none. Request to Replace Underground Tank A letter from O. E. Keyes, Jr. was read in which he requested authority to repJa ce an underground, 500 gallon capacity, gasoline storage tank, now buried in Church Avenue, between the curb and the sidewalk at his service station at Main Street and Church Avenue, with a new tank of 2,000 gallon capacity. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the request be approved and the motion was carried by the followine: Aye and No vote: those votine; Aye being; Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Improvemen t to Parking Lots The Manager discussed plans for the improvement of parking lots at. Rouse and Babcock and at Bozeman and Babcock. The plans include the erection of approximately 1,000 linear feet of log 1 barrier fence which will make for more orderly f8 rking; and will r-rovide parking space for many more cars on these lots. The Commission expressed approval of these proposed improvements. FurchBse of Additional Parking Meters It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Manager be author ized to purchase the required number of' parking meters to install meters on Main Street between fhird Avenue and Crand Avenue, and the motion was carried by the followine Aye and No vote: those votinE Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Reports The report of the Plumbing Inspector for the month of May, 1953 and the report of the Recreation Director for May and on the Recreation Camp he attended at Chatcolab, Idaho were presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none.
