Call meeting to order.
Brian LaMeres called the meeting to order at 9:00 a.m.
Changes to the Agenda.
No changes were made to the agenda.
Public Comment – Please state your name and address in an audible tone of voice for the record.
This is the time for individuals to comment on matters falling within the purview of the Committee.
There will also be an opportunity in conjunction with each action item for comments pertaining to that
item. Please limit your comments to three minutes.
Katy Gonzales, Habitat for Humanity, addressed the Board about the possible donation of land
at the intersection of Laurel Parkway and West Oak Street for the construction of nine duplexes
for those making 80 percent or less of AMI. She stated this would be a land trust development.
The Board requested that this item be placed on the October agenda for discussion and
possible action.
Minutes – August 10, 2016.
It was moved by Dave Magistrelli, seconded by Mel Howe, that the minutes of the meeting of
August 10, 2016, be approved. The motion carried unanimously.
Action Items
YMCA Land Purchase (HRDC representative).
A representative from HRDC requested City support for a proposal to use a HOME grant to
fund construction of 44 units for ownership and 28 townhome units for rental on the property
west of Davis Lane currently owned by the YMCA. Under the HOME grant guidelines, the City
must accept responsibility for the $750,000 grant, with no administration monies allowed. The
project would provide housing units for those at or below 60 percent AMI. This grant would
trigger a review of all grants for which a governing entity is providing oversight. Since Gallatin
County currently has an active grant for Reach, it cannot consider being the governing body to
administer this grant.
Following discussion, it was moved by Kevin Thane, seconded by Mel Howe, that the Board send a letter
to the City recommending City sponsorship for HRDC to apply for a HOME grant for the land currently
owned by the YMCA. The motion carried; Brian Guyer abstained because of his employment with HRDC.
FYI/Discussion
HRDC Project Updates (HRDC representative).
An update was provided on the Surtain project, which includes 28 units for home ownership.
The townhome lot size is not averaged, so the applicant is requesting a variance for lot sizes.
An update was also provided on the Story Mill Park site and the presentation to TPL for a parcel
on which to locate affordable housing. The proposal is to place cabins currently being stored in
Belgrade on the site, with one‐bedroom cabins to be priced at $99,000 and two‐bedroom
cabins priced at $125,000. A walk‐through of the proposal is scheduled for 11:30 a.m. on
Friday.
UDC Language Suggestions (Rice) – draft letter to the UDC committee for
recommendations.
Mayana Rice was directed to draft a letter to the UDC Committee for recommendations on
cottage housing and under‐utilized lots.
Continuation of August 2016 discussion items. (CAHAB Members).
Following discussion, the Board asked that the following items be placed on the agenda for the
October meeting: request to the City Commission for a land donation of the parcel on the west
side of North Rouse Avenue identified as the City Law and Justice site; discussion on infill
development; request an update from HRDC; request a spreadsheet from Habitat for Humanity
for units that have been used; and a proposal for a 9‐unit condominium in the code.
