The Conuni ssion of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, October 22, 1952 at 1:00 o'clock P. M. Present were Mayor Secor,
Commiss ioner Lowe, Commissioner Erwin, City Manager Henderson and the Clerk when the following proceed-
inEs were had:
I Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded by
Commissioner Lowe, that the minutes be a~proved as read, end the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissi oner Erwin; those
voting No, non e .
Bids -- S. 1. D. No. 366
The Manager stated this was the time and place set for the opening of bids for the construction
of Special Improvement District No. 366, and presented the affidavit of publ ication of the Notice to
Bidders. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the bids be opened
and read, and the motion was carried by the followi ng Aye and No vote: those voting Aye being Mayor
Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none.
The followinr, bids were opened and read:

The City Engineer, after checking the bids, recommended the use of clay pipe for this construction,
and stated that a completion date should be given in the bid of the Standard Construction Company. It
It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that action on the bids be deferred
I for one week, and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none.
Traffic -- Parking Frohibited on South Side of Cleveland Street
Mr. F. L. Benepe, 304 West Cleveland, appeared before the Commission, and stated that he favors
prohibiting parking on the south side of Cleveland Street. The petition presented at the last meeting
of the Commission, requesting such parking restrictions, was further considered and discussed. It was
moved by Commissioner Erwin, seconded by Commissioner Lowe, that that part of' Schedule VII, Section
168, of Ordinance No. 768, pertaining to Cleveland Street should be made to read:
"The south side of Cleveland Street between Willson Avenue and Eleventh Avenue",
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor,
Commissioner Lowe, Commissioner Erwin; those voting No. none.
Traffic -- Babcock Street Designated as Through or Arterial Street, 4-Way Stop at Willson
The matter of making Babcock Street a through or arterial street with certain intersection to be
four-way stops was discussed. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that
there be added to Schedule VI, Section 167, of Ordinance No. 768, the following:

I "All that part of' Babcock Street between the east line of Church Avenue and the west line of
Eleventh Avenue"
and that pursuant to Section 49 of Ordinance No. 768, the City Manager, in his capacity as Director of
Public Safety, be and is hereby instructed to have the necessary "Stop" signs erected to require all
vehicles to stop before entering said Babcock Street except at the intersection of Babcock Street and
Eigh th Avenue, it being the intent and purpose of these regulations that traffic on Babcock Street
will be required to stop before entering Eighth Avenue and that traffic from all directions will be
required to stop before entering the intersection of Babcock Street and Willson Avenue, and the motion

was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner
Lowe, Commissioner Erwin; those voting No, none.
Right-of-way for Sewer in S. I. D. 366
The easement and right-of-way agreement for the installa.tion of the sanitary sewer in Special
Improvement District No. 366 across the unplatted property of Myron and Aura Westlake from Hemlock
Street to the city limits was presented. It was moved by Commissioner Erwin, seconded by COHunlssioner
Lowe, that the Mayor and the Clerk of the Commission be authorized to sign the agreement for the City I
of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none.
Audit of Airport Board Funds
The annual audi t of the funds of the Airport Board of Gallatin County was presented to the City
COHunis s ioners.
Middle Creek Water Users Meeting
It was announced that the annual IllBeting of the Middle Creek Water Ueers I Association will be
held October 29, 1952. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the
City Manager attend this meeting and he be authorized to vote the shares of the City of Bozeman, and
the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor,
Commissioner Lowe, Commissioner Erwin; those voting No, none.
Resolution No. 730 -- Final Passage
The Manager stated this was the time and place set for public hearing of objections to the final
passage of the resolution levying the assessment for the construction of Misc. W & C 1952. He presented
the affidavit of publication of the Notice, and stated that no protests have been filed, and no one is

It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the Resolution be finally
passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none.
Claim for W & C 1952 Crosswalks
Claim No. 4942 of A. Tobin for the construction of crosswalks under the W & C contract for 1952 in
the amount of $528.87 was presented. It was moved by Commissioner Lowe, seconded by Commissioner Erwin,
that the c 1a im be approved and warrant drawn for its payment, and the motion was carried by the follow-
ing Aye and No vote: those vo ting Aye being Mayor Secor, Commissioner Lowe. Commiss ioner Erwin; thos e
voting No, none.
Group Insurance Application Approved
The application accompanying the group medical insurance policy with New York Life Insurm ce
Company covering employees of the City of Bozeman was presented. It was moved by Commissioner Lowe,
seconded by Commissioner Erwin, that the Mayor and the Clerk of the Commission be authorized to sign I
the application for the City of Bozeman, and the mot ion was carried by the following Aye and No vote:
those voting Aye being Mayor Secor, Commissioner Lowe, Commiss ioner Erwin; those voting No, none.
Planning Board for City
Consideration was given to the necessi ty and advisability of a planning board for the City of
Bozeman.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
