Wednesday afternoon, October 29, 1952 at 1:00 o'clock P. M. Present were Mayor Secor. Commissioner Lowe, Commissioner Erwin, City Manager Henderson. City Attorney Lovelace and the Clerk when the following proceedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Lowe. seconded I by Commissioner Erwin. th at the minutes be an, roved as read, and the motion was carried by the follow- . ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Cormnissioner Erwin; those voting No, none. Fublic Hearing -- S. I. D. 368 & 369 The Man8ger stated this was the time and place set for the public hearing on the proposed creation of Special Improvement District No. 368, sanitary sewer on North Sixth Avenue from Villard to Durston Road. and Special Improvement District No. 369. water main on North Sixth from Villard Street to Durston Road. and on Durston Road from Fifth Avenue to Sixth Avenue. He presented the aff'idavi ts of publication of the notices and the Clerk's mailing certificates that all property owners have been notified. It was stated that the resolution of intention to create these districts did not include vacated Short Street as part of the property to be assessed. Protests representing the following percentages of property owners were presented: S. I. D. 368 S.LD. 369 Including vacated Short Street in total area 39.66% 33.86% Not includinE vacated Short Street in area 40.82% 34.78% After discussion, it was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the I hearing be continued until the next regular meeting. and the motion was carried by the following . Traffic -- Parallel Parking _- New Traffic Signals There having publicity been given to the intention of the Conuniss ion to consider the matter of changing from mlgle to parallel parking on Main Street. a number of citizens were present to express their views. Mr. Earl Jennings, Mr. John P. Parker. Mr. B. C. Schaurer and Mr. Roy Anderson spoke against the proposal. Mr. Howard Nelson. Mr. George Sikonia, Dr. B. T. Asbury spoke in favor of it. The Commission has fad this matter under consideration for some time and. from all information Rva! labIa to them. it appears that a change to parallel Forking would facilitate movement of traffic. would be an inportant factor in t.raffic safety, would be for the welfare and benefit of the general public, and would meet with the approval of tbe majority of citizens. It was also considered that traffic control lights on Main Street should be improved end extended. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that it being the intention of the City Commission to require parallel parking on Main Street, the City Manager be instructed I to prepare plans and specifications on which bids can be called for the installa.tion of two-way, three-section. post-mounted. traffic control sir,nal s at each of the four corners of the intersectj.ons of Bozeman, Black, Tracy and ~.illson Avenues with Main Street and that, upon acceptance of a bid end at the time of installation of such traffic signals, parking on Main Street be changed from angle to parallel, bumper-to-bun.per, parking and the motion was carried by the followinr, Aye and No vote: those votin.g Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. fall to be Taken by Chamber of Commerce on Parallel Parking Mr. Wm. Stutsman, Secretary of the Chamber of Commerce, stated that his office will conduct a poll of citizens on the question of parallel parking and have it for presentation at the next 1.83 regular meeting of the Commission. Resignation -- Stone -- Adjustment Board The written resignation ofF. L. Stone as a member of the Board of Adjustment was presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resignation be accepted and the motion was carried by the followine; Aye and No vote: those voting Aye being Mayor I Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Appointment -- Harrington -- Board of Adjustment Mayor Secor announced the appointment of Glen 1. Harrington to fill the unexpired term of F'. L. Stone as a member of the Board of Adjustment, this term to expire November 8, 1953. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the appointment be apfroved and the motion was carried by the following Aye and No vote: those voting Aye beinG Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Loading Zone at Kester Hotel A request for B loading zone at the Kester Hotel was considered. It was moved by Corrnnissioner Lowe, seconded by Commissioner Erwin, that a loading zone be provided for the Kester Hotel just west of their driveway and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe. Commissioner Erwin; those voting No, none. Bids for S. I. D. 366 -- Contract for S. 1. D. 366 The City Engineer reported on his tabula t ion and check of bids received on October 22, 1952 for construction of a sanitary sewer in Special Improvement District No. 366. He stated that the Standard Construction Company will agree to complete this lroject by May 15, 1953 and he recommends that the I sewer be built with vitrified clay pipe. The bid of the Standard Construction Company in the amount of $8,102.00 being the low bid for construction with clay pipe, it was moved by Commissioner Lowe, . seconded by Corr~issioner Erwin, that that bid be accepted and that the Mayor and the Cle rk of the City Commissi on be and are hereby authorized to sign a contract for the City of Bozeman with the Standard Construction Company in accordance with the bid submitted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe. Commissioner Erwin; those votinE No. none. Fetition for S. I. D. -- Sanitary Sewer on Church Avenue A petition of property owners requesting that a special improvement district be created for the purpose of installinC a sanitary sewer on Church Avenue, to extend south from Story Street a distance of' aI,proximately 300 to 400 feet, was presented. It was moved by Commissioner Lowe, s ec onded by Corrun:tss ioner Erwin, that the City Engineer be instructed to prepare preliminary Ilans and cost estimates and the City Attorney be instructed to prepare the resolution of intention to create the district and the motion was carried by the following Aye and No vote: thos e voting Aye beinE Mayor Secor, Conuniss ioner Lowe. Library -- Toilet Facilities to be Improved I Recommendations from the Library Board were presented relative to constructi.on of addi tional toilet facilities on the lower or basement floor of the library buDdinc. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City ManafAr be instructed to have necessary plans prepared am to secure an estimate of cost of the proposed improvement and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner E rwi n; those voting No, none. Report The report of the Director of Finance for the month of September. 1952 was presented. It was t84 moved by Commissioner Erwin, seconded by Commissioner Lowe, that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe. Commissioner Erwin; those voting No, none. Claim for Liability Insurance on Motor Vehicles The claim of Arlo Keene. as agent for the Truck Insuran ce Exchange. in the amount of $541.50 to cover the premium on the renewal of the insurance policy covering liability on city owned motor I vehicles was presented. After examination of the claim by the City Commission. it was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the claim be approved and a warrant drawn for its payment and the motion was carried by the following Aye and No vote: those voting Aye beine; Mayor Secor. Commissioner Lowe. Commissioner Erwin; those voting No. none. Claim for Oil Storage Tank The Manacer reported that an oil storage tank comparable to the tank destroyed by explosion at the city yards would cost approximately $750.00 f.o.b. Bozeman and installed. The Commission expressed app roval of fil ing a claim with the insurance company for this amount. Adjournment There being no further business to come before the Commission at this time. it was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Secor.
