HomeMy WebLinkAbout1952-11-05 -185 Bozeman, Montana November 5, 1952 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, November 5, 1952 at 1:00 o'clock F. M. Present were Mayor Secor, Commissjoner Lowe, Commissioner Erwin, City Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: I Minutes of the last regular session were read, and it was moved by Corr@issioner Erwin, seconded by Commissioner Lowe, that the minutes be approved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Lease of Gravel fit -- Huffine A Lease and Agreement between Cora M. Huffine and the City of Bozeman for a gravel pit was presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the lease and agreement be arproved and accepted and the Mayor and the Clerk be authorized to sign it for the City of Bozeman and the motion was carried by the following; Aye and No vote: those votinc Aye beins Mayor Secor, Commissioner Lowe, Commissioner Erwinj those votjnr; No, none. Bond -- S. 1. D. 366 The performance bond of the Standard Construction Company furnished for the construction of Special Improvement District No. 366 was presented. The bond was approved as to form by the City Attorney. It was moved by Commissioner Lowe, seconded by Commiss ioner Erwin, that the bond be accepted and approved and the motion was carried by the following Aye and No vote: those voting; Aye being Mayor Secor, Commissioner Lowe, Commissioner Erwinj those voting No, none. I Permi ts for Tree Removal Approved Permits from the Montana Hichway Commission to propert" owners on North Seventh Avenue for approach improvement and tree removal from the Beautification Project were presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the permits be apJ'roved by the City of Bozeman, and the motion was carried by the following Aye and No vote: those votinr, Aye being Mayor Se co r, Commissioner Lowe, Commissioner Erwinj those votinp: No, none. Hearing S. I. D. 368 & 369 Frotests presented at the meeting of October 29, 1952 to the creation of SFecial Improvement Districts Nos. 368 and 369 were reviewed. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the protests be sustained as sufficient and the districts not be created, and the motion was carried by the following Aye and Ii:o vote: those votinE; Aye beir.g Mayor Secor, Commissioner Lowe, Commissioner Erwinj those votin~ No. none. Claims The ola im of Earl J. Hannon in the amount of $16.50 for a broken windshield was presented. Claims Nos. 4942 to 5180 inclusive were presented on the various funds as follows: Band $ 20.00 Cemetery 1,143.58 Cemetery Suspense 230 .00 Garbage 2,021.19 General 17,050.02 Library 1,344.21 Park 2,710.78 Parking Meter 960.83 Police Reserve 86 .1 5 SDS Revenue 3,202.29 s. 1. D. 232.20 W-H Tax 2,400.20 Water 6,264.47 Total $3~66-5-~ 92 -- --.,.. 186 The Manager stated he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recorrrnends that warrants be drawn for their payment. After examina- tion of the claims in detail by the City Commission, it was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the claims be approved and warrants drawn for thei r payment and the motion wes carried by the following Aye and No vote: those votinfi Aye being Mayor Secor, Commissioner Lowe, Commissioner Ervdn; those voting No, none. I folice Captain to FBI School An FBI Institute for law enforcement offi cers will be held in Billings November 12th and 13th, 1952. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that Captain C. V. Saunders be authori zed to attend this school, and his expenses be pai d from the General Fund, and the motion was carried by the following Aye and No vote: those votinf. Aye being Mayor Secor, Commissi.oner Lowe, Commissioner Erwin; those votinG No, none. Reports Chief of Police Haas reported on the FBI Institute he attended in Missoula. The following reports for the month of October, 1952 were presented: Police Chief Librarian Fire Chief Sewage Plant Operator It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those vo ting; Aye bein~ Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, none. Abatement of Garbage Assessment The applicat ion of F'rank Hoey for abatement of garbage assessment in the amount of $8.80 ag;ainst the property located at 131 West Babcock (Lots 10 & 11, Block B, Story's Addition) was presented. I This is the only residence in the block and the owner has, for a number of years, had the g;arbage hauled with the garbage from the business property located on the same lots. It was moved by COTllmissioner Erwin, seconded by Commissioner Lowe, the t the abatement be ar proved and the motion was carried by the following Aye and No vote: those vo tin€'; Aye beinf; Mayor Secor, Commissioner Lowe, Commissioner Erwin; those voting No, no ne . parall el Parking on Mal n Street Mr. Earl Jennings appeared before the Commission and presented petitions with approximately 2000 signers opposing parallel parking on Main Street. Mr. Jennings was infonned that consideration would be given to the petitions. Mr. Roy Anderson, ~d. Stephenson, B. C. Schaurer and Archie Kelly were al so present and spoke against parallel parking. After considerable discussion, it was decided to {Sive more publicity to the proposal and par- ti cularly to the reasons for the proposed charg e to parallel parking. Adjournment There being no further business to come before the Commission at this time, it was moved by Com- mis s ioner Lowe, second ed by Commi ssi oner Erwin that the meeting adj ourn, and the moxion was carried I by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe, and Commis- sioner Erwin; those voting No, none.
