D. Public Comment – Members of the audience or their agent may be invited to present
testimony or evidence. To be recognized, each person desiring to give testimony or
evidence shall step forward and, after being recognized, give their name and address
for the record. The presiding officer may establish a time frame for each public
comment but in no case shall such timeframe be less than three (3) minutes per
speaker. The presiding officer may lengthen or shorten the time allotted for public
testimony.

E. Action Items
1. Review a request from Alpha Gamma Rho fraternity to extend the MSU
Residential Parking Permit District to include both sides of Greek Way. (See
Attachment Exhibit 2)
Ron Ramsfield with Alpha Gamma Rho fraternity at 1707 Greek Way presented a
request to extend the MSU residential district to Greek Way. The fraternity
currently has 32 residences and only 21 paved parking spots. They do have a dirt
parking lot however the City has instructed them to not use it as it was causing
too much road debris and Alpha Gamm Rho does not have the funds to pave it.
Because of these circumstances they are asking for the residential district to be
extended to Greek Way.
It was discussed that possibly a partial residential district on their block would be
beneficial, between their property line and 3rd Ave, rather than the entire street.
The majority of homeowners and businesses on that street would have to
approve.
Mr. Ramsfield also noted that Greek Way used to have signs indicating parking
only on one side of the street due to it being a narrow road. At some point the
signs were taken down by the City. Ed is going to research why they were
removed and if they should have been replaced.
This item will be continued to the June meeting and discussed further.
2. Discuss/Approve/Deny Professional Services Agreement with Fire Suppression
Systems (Bozeman) for the purchase and installation of twenty fire
extinguisher cabinets and audible alarms for the Bridger Park Downtown
Garage. (See Attachment Exhibit 3)
Over the years the previous cabinets were vandalized and in need of replacing.
The new cabinets will come with an alarm system that will sound when someone
tries to break in that will shut off after two minutes. Signs would be installed
indicting an alarm system to deter vandalism.
BPC approved the Professional Services Agreement with Fire Suppression
Systems.

3. Discuss/Approve/Deny Professional Service Agreement with Midwest Welding
& Machine for the installation of twenty eight handrails in Bridger Park
Downtown Garage. (See Attachment Exhibit 4)

4. Discuss/Approve/Deny request from the Parking Program Manager to rescind
Parking Commission Policy 2011-01, and discontinue the ‘Courtesy Ticket’
program. (See Attachment Exhibit 5)
The purpose is to provide discretion to the parking enforcement officers and not
make it mandatory to issue them. The courtesy ticket program was adopted by a
voice vote in 2011 by the BPC not by resolution.
BPC approved to discontinue the ‘Courtesy Ticket’ program.

5. Update on study requested by Bozeman City Commission regarding potential
parking enhancements on public streets near the proposed Black/Olive
development. (See Attachment Exhibit 6)
Ed will have a report at the June meeting for the BPC to finalize before it goes to
the City Commission in July.
F. Parking Manager Report & FY 18 Budget Preparation Update.
(See Attachment Exhibit 7)
The RFP: Equipment, Software, and Professional Services Related to Municipal Parking
Facilities and Enforcement, is out for bid and will close on May 16, 2017.
Resolution 2017-02 will go before the City Commission on May 15, 2017 to vote on the
residential parking permit rate increase.
Ed will send out the finalized temporary on-street parking permit guidelines to the BPC
members.
The parking department is down two enforcement officers which will cause monthly
revenue to decrease by roughly half temporarily.
The Emerson will start having mobile truck Monday’s every Monday through
September. The parking enforcement officers will reserve roughly 10 on-street spaces
for the mobile vending trucks. They purchase an assembly permit for $35 and the
parking department charges $17 for time to reserve the spots.
G. New Business
Look into improving signs in the parking garage to make it more easily understandable
for the public.
Have a simple financial overview of the parking department posted on the new website
and update as needed. The new parking website is expected to launch at the end of
May 2017.
At the June BPC meeting new officers will be elected. There are also three member’s
terms that are ending in July and those positions are posted on the City TV.
