SUBJECT: Amendment No. 1 to Professional Services Agreement, Transportation Master Plan Update

RECOMMENDATION: Authorize the Interim City Manager to sign the attached
Amendment No. 1 to Professional Services Agreement with Robert Peccia and Associates (RPA) for preparation of an update to the Bozeman Transportation Master Plan.
BACKGROUND: The City commission approved the allocation of $125,000.00 of Street
Impact Fees to prepare an update of the City's Transportation Master Plan in Fiscal Year 2015.
The Montana Department of Transportation partnered with the city to fund this project and provided an additional $125,000.00, bringing the total initial budget for this project to $250,000.00. During the 20 month course of the project the city asked RPA to perform additional
tasks considered vital to the plan. The additional work primarily revolved around two topics: a
best-practices review and summary of intersection standards used by peer communities, and
changes to the transportation model and recommendations related to decisions made on the Kagy Boulevard Reconstruction project.
City staff asked RPA to conduct a thorough review of best practices and standards for
intersection operations. The City of Bozeman’s current intersection standards are based on the
intersection Level of Service (LOS) during peak hours. An intersection is considered to be operating at an acceptable level if it is at a LOS of C or better. This standard, however, may be unreasonable for some intersections for a variety of reasons. This additional work sought to
identify context based LOS standards that allow flexibility and that consider more than just one
aspect—vehicle delay—of the intersection. These aspects included, but were not limited to,
safety, volume, duration of peak hours, scale of importance, and prioritization or functional class of the intersection and its component roadways.

An assessment was made as to whether intersection standards should be modified. The resultant
technical memorandum was included in Appendix J of the adopted Bozeman TMP report. The
additional cost incurred for this work and included in this amendment is $14,272.
Also included in this amendment are costs incurred related to the dynamic nature and decisions
made on the Kagy Boulevard Reconstruction project. RPA was asked to provide additional
services throughout the TMP related to the parallel work on the Kagy Boulevard Reconstruction
project. City staff asked RPA to provide input and post-processing analysis of MDT's Travel
Demand Model, participate in numerous meetings with the City, MDT and the Kagy Boulevard Reconstruction project consultant, and other miscellaneous work. When the Kagy Boulevard
Reconstruction project was moved to the unscheduled portion of the City’s Capital Improvement
Plan (CIP), new projects were added and the City’s CIP was modified. RPA generated several
iterations of the TMP recommendations and cost estimates resulting from this change in
direction on the Kagy Boulevard Reconstruction project. The additional cost incurred for this
work and included in this amendment is $30,728.
UNRESOLVED ISSUES: None.
FISCAL EFFECTS: This project will be paid for with Street Impact Fees, for which funds have
been authorized.
ALTERNATIVES: As suggested by the City Commission.
