The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, July 16, 1952 at laOO o'clock f. M. fresent were Mayor Secor,
Commissioner Erwin, Commissioner Lowe, City Manager Henderson, City Attorney Lovelace, and the C~rk
when the following proceedings were hada
I Minutes of the lest regular session were read, and it was moved by Commissioner Lowe. seconded
by Commissioner Erwin, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No votez those voting Aye being Mayor Secor, Commissioner Erwin and Commissioner Lowe;
those voting No, none.
Opposition to Immediate Fluoridation of Water Supply
Dr. and Mrs. M. P. Davidson, Dr. M. L. Hultgren, C. B. Steffens, H. C. Skarie, Vern Ballantyne
and E. A. Keys were present to discuss fluoridation of the water supplies in Bozeman. While none of
those present made a direct protest against fluoridation, they each presented the argument that this
is a matter on which there has not been suffioient research or experience to know definitely what
either the actual benefits or the long range harmful effects from it may be. They urged that more
authoritative data be compiled before this city begins fluoridation of its water supplies.
Those present were informed that a letter is being sent to all water users in Bozeman. together
with a postcard ballot on which users can express their opinion as to whether or not the water in
this city should be fluoridated. The Commission also stated that all available sources of informa-
tion are being checked and that, even though equipment for fluoridation has been purchased and may be
installed, no fluorine will be added to the water until the matter has been further investigated and
I until the Commission knows beyond any reasonable doubt that, if they do authorize fluoridation, it
will be carrying out the wishes of the majority of the citizens of this city. The visitors expressed
their approval and especially commended the City Commissioners on their attempts to secure all possible
information and thoroughly analyze it before any further action is taken.
Blocking Streets for Soap Box Derby
The annual Soap Box Derby in Bozeman is scheduled for Sunday, July 20, 1952. Sponsors and
officials of the event have requested that Sixth Avenue, from Cleveland Street through Alderson Street,
be closed during the running of these races, that adequate police protection be provided. and that
proper barricades be placed at the intersections of Sixth Avenue with Cleveland, Harrison, College and
Alderson Streets.
It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that this request be approved and
granted and the motion was carried by the following Aye and No votez those voting Aye being Mayor Secor,
Commiss!oner Erwin and Commissioner Lowe; those voting No, none.
Fire Hydrant at Livestock Commission Yards
A request from M. C. Story that the city install a fire hydrant at the Livestock Commission Yards
was read. The property on which the hydrant is proposed to be installed is outside the city limits.
I Mr. Story stated he will pay for the material and labor necessary for such installation and said
hydrant will be used only for fire protection purposes. It was moved by Commissioner Lowe. seconded
by Commissioner Erwin, that, in view of the fact that the main water supply line from the north side
reservoir crosses this property, the request be granted and the Water Department be authorized to
install this hydrant subject to the tenns and conditions set forth herein and the motion was carried
by the following Aye and No votez those voting Aye being Mayor Secor, Commissioner Erwin and
Commissioner Lowe; those voting No, none.
Purchase of Resuscitator
The Manager stated it was the recommendation of the Fire Chief that t~e city purchase a

resuscitator of the twin machine type. to cost $612.60. and that the machine now used in the depart-
ment be kept at the swimming pool for emergency use. .-
It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the City Manager be
authorized to make such purchase and the recommendation of the Fire Chief that the present machine
be used as a stand-by at the swimming pool be approved and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Seoor. Commissioner Erwin and Commissioner Lowe; I
those voting No. none.
Reports
The following reports for the month of June. 1962 were presented:

Recreation Director
It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the reports be accepted
and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Secor. Commissioner Erwin and Commissioner Lowe; those voting No. none.
Budget for 1962-53
Tentative figures for the annual budget for the fiscal year 1952-53 were presented. The Manager
stated that operations under this proposed budget would require no additional increase in the levy for
the operating funds, but he recommended a one-tenth mill increase in both the firemen's and policemen's
pension funds be made. The Commission expressed approval and instruoted the City Manager to have
the budget prepared on this basis.
Adjournment
There being no further business to come before the Commission at this ttme, it was moved by I
Commissioner Erwin. seconded by Commissioner Lowe, that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Secor, Commissioner Lowe and
