The Conunission of The City of Bozeman met in a special session, pursuant to a call by the City
Manager, in the Commission Room, City liall Building, U0nday afternoon, August 20th, 1951, at 1:00
o'clock P. M. fresent were Mayor Lowe, Commissioner Secor, Commissioner Healy, City Manager Henderson,
City Attorney Lovelace and the Cl~rk, when the following proceedings were had:

The Manager stated this meeting was c aIled to cons ider dispensing with the Primary Nominating
Election called for August 28th, 1951, and stated the following candidates for City Commissioner had
filed nominating petitions:
William Howard Erwin
J. Harry Healy
Earle Jennings
tV. Gilbert Lowe
City Attorney Lovelace stated that Section 11-3215 R. C. M. 1947, makes no l-rovision for writing
in names at the Primary Election, and further that no names shall be placed upon the g~neral ballot
except those candidates nominated at a primary election. Mr. Lovelace explained that four candidates
are to be nominated, and only four persons have filed nominating petitions with the required signatures
of twenty-five qualified voters, and only the names of the four candidates who have filed may be
printed or appear on the official ballot at the general election, and that therefore the primary
election would serve no useful or practical purl-ose, and a considerable sum of money can be saved by
not holding a primary election.
After di sCllssian by the Commission, it was moved by Commissioner Secor, seconded by Commissioner
Healy, that the notices published and posted of a Primary Nominating Election to be held August 28th,
1951 be and the same are hereby cancelled and voided; that the above named-candidates be declE'"red

candidates and nominees for the office of Commissioner to be voted on at the General Election,
November 6th, 1951; that the Cl!!lrk of the Commission be directed to issue certificates of nomination
to the said candidates and that he be further directed to have the names of the aforesaid candidates
placed on the ballot at the General Election to be held November 6th, 1951 and the motion was carried
by the followinG Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and
Commissioner Healy; those voting No, none.
Adjournment
There being no further bus iness to corne before the Commission at this time, it was moved by
Co.~issioner Secor, seconded by Conunissioner Healy, that the meeting adjourn, and the motion was
carried by the following Aye and No vote: those voting; Aye beine; Mayor Lowe, Commissioner Secor
and Co~nissioner Healy; those voting No, none.
