City of Bozeman's Annual Clean-Up Day(Johnson) 06:07:42 PM (00:09:59)Special Presentation Neighborhood Coordinator Jessica Johnson provided information on the 2017 Clean-Up Day. Bozeman Beautification Advisory Board Chair Terry Quatraro provided further information.She also discussed the Beautification Awards. 2. State of the City(C.Taylor) 06:15:09 PM (00:17:26)State of the City Mayor Taylor provided the 2017 State of the City address, discussing achievements and challenges. H. 06:38:30 PM (00:40:47)Action Items 1. 06:38:33 PM (00:40:50) Public Hearing on Protests for Special Improvement District (SID) Number 740 and Adoption of Resolution 4772,Creation of Special Improvement District(SID) Number 740 for the Purpose of Undertaking Certain Local Improvements to North Ferguson Avenue between West Oak Street and Baxter Lane and to West Oak Street between Davis Lane and North Ferguson Avenue and Financing the Costs Thereof(Woolard) *11 tj 06:39:13 PM (00:41:30)Staff Presentation Public Works Director Craig Woolard provided additional context for the project. He discussed the SID and the 100%protest received from Gallatin County, as well as the waiver of protest received on the land. 06:42:22 PM (00:44:39)Questions of Staff CR Pomeroy asked about the waiver of protest. Assistant City Attorney Stambaugh explained why the waiver of protest remains. CR Krauss asked how long waivers of right to protest have been asked for and used. He also asked about the other neighboring properties, if they were also paying, and if that payment was proportional. He asked about the other boundaries of the park. He asked if these waivers were customary and numerous, and how the City has used them. DM Andrus asked if there is an alternative to making these improvements. CR Mehl asked further about adjoining properties and assessment methods. He also asked about upcoming traffic projections, as well as pedestrian safety. Mayor Taylor asked how this property will be especially benefitted by these improvements. CR Krauss asked about the school being built in the vicinity, as well as other extra-territorial use and benefits. He asked how these tax assessments are categorized, as well as about county RIDs. 07:03:15 PM (01:05:32) Public Comment Page 3 of 7 Bozeman City Commission Meeting Minutes,April 17,2017 There was no public comment. 07:03:38 PM (01:05:55)Motion that after hearing all protests, and finding them to be insufficient under law to bar further proceedings,I hereby move to adopt Resolution 4772, creating Special Improvement District Number 740 for the purpose of undertaking certain local improvements to North Ferguson Avenue between West Oak Street and Baxter Lane and to West Oak Street between Davis Lane and North Ferguson Avenue and financing the costs thereof. Commissioner-I-Ho Pomeroy: Motion Commissioner-Jeff Krauss: 2nd 07:04:17 PM (01:06:34) Discussion CR Pomeroy stated the property owner waived the right to protest, and she supports the motion. CR Krauss discussed the nature of waivers staying with property. He agreed with the assessment, and the benefit of improving this property. DM Andrus supports the motion for a number of reasons. CR Mehl stated this supports safety and commerce of the community. Mayor Taylor agrees with the findings found in today's discussion, including that the property will be especially benefitted. He introduced Jeff Key from Robert Peccia and Associates. He provided a summary and some highlights of the plan. He discussed the comment matrix in detail. 07:48:33 PM (01:50:50)Questions of Presenter CR Krauss asked about the study area boundary. He asked about the maintenance/funding comment. He asked about sidewalk maintenance funding. DM Andrus asked about the prioritization (or lack of) of recommendations. She asked about the Babcock/Mendenhall one-ways,and that it should be mentioned. She asked about road width for the future. She asked about the cost of RFBs, and specific to Kagy. She asked about sidewalk development. She asked about sign size. She asked about bicycle mode share national averages and comparison. She asked if there would be an executive summary. CR Mehl asked for clarity on the year in the plan. He asked about projected funding. He asked about concern for cross-sections. He asked about the incentives and targets. He asked about the emphasis of the plan on multi-modal transportation, and level of service standards. He asked about the involvement (or lack of) of other local governments,specifically the county. CR Pomeroy asked who decides how much construction the Public Works department executes.She asked how to avoid the inconvenience of construction. CR Krauss asked about the MSU-WTI Plan. He asked about severe crash locations. He discussed his preference of a prioritization and realistic scrutiny as to what the core of the plan is. CR Pomeroy asked why South 19th was constructed at least three times,and how can we prevent these situations with the City. HB 573,the education/TIF bill, was tabled. HB 473,the gas tax bill, has had a number of amendments and is now at 4.5 cents. I. 09:29:44 PM (03:32:01) FYI/Discussion 1. Mayor Taylor reminded the Commission of Thursday's special meeting. 2. CR Krauss asked about reconsideration of the Black Olive project. 3. Assistant City Manager Winn reminded the Commission that staff will be going to the County Commission to answer questions regarding the sale of Oak Street right-of-way.
