The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, November 7, 1951 at 1100 o'olock P. M. Present were Mayor Lowe,
Commissioner Healy. Commissioner Seoor, City Manager Henderson, City Attorney Lovelaoe and the Clerk
when the following proceedings were had:
Minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded
by Commissioner Seoor, that the minutes be approved as read and the motion was carried by the following
Aye and No votel those voting ~e being Mayor Lowe, Commissioner Secor and Commissioner Healy; those
voting No, none.

The Manager stated that he has audited these olaims and finds them to be true and lawful claims
against the City of Bozeman and recommended that warrants be drawn for their payment. After examina-
tion of the claims in detaIl by the City Commission, it was moved by Commissioner Healy, seconded by
Commissioner Becor, that the claims be approved and warrants drawn for their payment, and the motion
was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Healy
and Commissioner Secor; those voting No, none.
Bids for Dump Truck - Street Department
The Manager reported that, after tabulation of the bids for a dump truck for the Street Department
received at the last meeting and after examination and study by the Street Superintendent and himself,
the bid of the Northern Auto Company was the lowest and considered the best bid on this truck. It was
moved by Commissioner Becor. seconded by Commissioner Healy, that the bid of the Northern Auto Company
in the amount of $2,980.00 for a Chevrolet truck with a two-speed axle be accepted and the motion was
carried by the following Aye and No votee those voting Aye being Mayor Lowe. Commissioner Healy and
Commissioner Secor; those voting No, none.
Application for Beer License Transfer - Ralph's
The application of Ralph K. Williams for a transfer of looation for his beer license from 137 East
Main Street to 511-23 North Seventh Avenue was presented and read. It was moved by Commissioner He&y,
seconded by Commissioner Seoor, that the application be approved and the endorsement made on the oity
beer license and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none.
Addition to Building - South Side Reservoir
The Manager reported that estimates for the addition to the building at the South Side Reservoir.
required to accommodate equipment for fluoridation of the water supply, are between '400.00 and $500.00.
It was moved by Commissioner Secor, seoonded by Commissioner Healy, that the City Manager be authorized
to have the required addition built. and the motion was carried by the following Aye and No vote: those

Report on Meetings
The Manager reported on a meeting of the Middle Creek Water Users' Assooiation and a meeting of
the Trade Extension Committee of the Chamber of Commerce which he attended during the past week.
Permission to Continue Work on the West Trunk Sewer
The Manager reported that the contract with Haggerty-Messmer Co. for the construction of the West
Sanitary Trunk Sewer provides that the projeot shall be completed to station 52 plus 22, as shown on
the plans, this fall. and the balance of the work to be completed by June 30th, 1952, and payment to
be made in 1951 only for work oompleted through station 52 plus 22.
demand for payment for that work beyond station 52 . 22 would be deferred until funds are available in
the S. D. S. Revenue Fund but not later than June 30. 1952.
It was moved by Commissioner Healy. seconded by Commissioner Seoor. that the request be granted
and the City Manager be instructed to issue the necessary written authority to Haggerty-Messmer Company
to proceed with the work. and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none.
Ordinance No. 765 - Meat Inspection
The City Attorney, as instructed, has prepared an ordinance providing for meat inspection in the
Ci ty of Bozeman. as recommended by the Montana Livestook Sanitary Board. He presented Ordinance No.
765, entitled:
.AN ORDINANCE ltELATDlG 'IO SALE. STORAGE. DISTRIBUTION AND INSPECTION OF MEAT OR MEAT PRODUCTS;
REQUIRING THAT ALL MEATS OR MEAT PRODUCTS OFFERED FOR SALE. DISPLAYED "FOR SALE OR SOLD BY ANY
PERSON OR SERVED COMMERCIALLY WITHIN 'mE CITY OF BOZEMAN. MONTANA. SHALL BE INSPECTED; PRO-
VIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE; and ESTABLISHING THE EFFECTIVE DATE OF
THIS ORDINANCE.
It was moved by Commissioner Healy. seconded by Commissioner Secor, that the ordinance be passed
and adopted and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor
Lowe. Commissioner Healy and Commissioner Seoor; those voting No, none.
Ordinance No. 766 - Increasing Fee for Beer License
The City Attorney. as instructed, has prepared an ordinance amending the beer ordinance so a8 to
increase the beer license fee. He presented Ordinance No. 766. entitled:
AN ORDINANCE AMENDING SECTION 8 OF ORDINANCE NUMBER 641 OF THE CITY OF BOZEMAN (SECTION 319
REVISED ORDINANCES OF THE CITY OF BOZEMAN, 1941), THE SmRT TITLE OF WHICH ORDINANCE NUMBER
641 IS ".AN ORDINANCE REGULATING THE MANUFACTURE AND SALE OF BEER WITHIN THE CITY OF BOZEMAN".
SO AS ro INCREASE THE ANNUAL LICENSE FEES TO BE CHARGED LICENSED RETAILERS AND CLUBS SELLING
BIER PURSUANT TO THE PROVISIONS OF SAID ORDINANCE .AND THE MONTANA BEER ACT.
It was moved by Commissioner Seoor, seoonded by Commissioner Healy. that the ordinanoe be passed
and adopted and the motion was oarried by the following Aye and No vote: those voting ~e being Mayor
Lowe, Commissioner Healy and Commissioner Secor; those voting No, none.
Ordinanoe No. 767 - Increasing Liquor Lioense
An ordinanoe prepared by the City Attorney. as instruoted. amending the liquor ordinance so as to
inorease the liquor license fees was presented and read. Ordinance No. 767. entitled:
AJf ORDINANCE A'DNDING SECTION 2 OF OIDINAWCE NtDlBBR 676 OF THE CITY OF BOZEMAN (SECTION 325
UVISED OJlDINANCES OF THE CITY OF BOZEMAN. 1941), THE SHORT TITLE OF WHICH ORDINANCE IS "AN
EMERGENCY ORDINANCE OF THE CITY OF BOZEMAN PROVIDING 'FUR THE LICENSING OF THE SALE OF LIQUOR
AT RETAIL". SO AS TO INCREASE THE ANNUAL LICENSE FEES TO BE CHARGED FRATERNAL ORGANIZATIONS
AND ALL OTHER LICENSEES SELLING LIQUOR AT RETAIL IN THE CITY OF BOZEMAN.
It was moved by Commissioner Healy. seconded by Commissioner Seoor. that the Ordinance be passed
and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor

Canvass of Vote
This being the first legal day after the General Munioipal Eleotion held November 6th, 1951,
the Clerk of the Commission presented his oanvass of said eleotion showing the following results!

The City Commission ohecked the canvass of votes and finding it correct, it was moved by
Commissioner Secor, aeoonded by Commissioner Healy, that William. Howard Erwin and W. Gilbert Lowe
be deolared elected and certifioates of election be issued to them, and the motion was oarried by the
follo~ng Aye and No vote: those voting ~. being Mayor Lowe, Commissioner Healy and Commissioner
Secor) those voting No, none.

Chief of Police Haas reported on the FBI Sohool he attended in Missoula and also made a

Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Healy, seconded ~ Commissioner Secor, that the meeting adjourn and the motion was
