The Commission of the City of Bozeman met in regular session in the Commission Room. City Hall
Building. Wednesday afternoon. July II. 1961 at 1:00 o'clock P. M. Present were Mayor Lowe. Commis-
sioner Secor. Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk when
the following proceedings Were had:

Minutes of the last regular session were read, and it was moved by Commissioner Healy. seconded
by Commissioner Secor, that the minutes be approved as read, and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy;
those voting No. none.
Street Light -- Grant & Grand
The Manager reported a request for a street light at the corner of Grant Street and South Grand
Avenue. It was moved by Commissioner Secor. seconded by Commissioner Healy. that the City Manager be
authorized to have the Montana Power Company install a street light at the corner of Grand Avenue and
Grant Street, and the motion was oarried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No. none.
Report of Board of Fire Underwriters
A copy of the grading schedule set up by the Board of Fire Underwriters. under which charges for
deficiency points in fire protection rating is determined, was presented.

The following reports were presented:

Plumbing Inspector for the months of May and June. 1951
Chief of Polioe for the month of June. 1951.
It was moved by Commissioner Healy, seoonded by Commissioner Seoor. that the reports be accepted
and ordered filed and the motion was oarried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No, none.
Claim for Sewer Assessment #341 -- Downey
The claim of C. W. Downey in the amount of $176.06 for adjustment on sewer and water assessment
on Speoial Improvement District No. 341 was presented. This claim having been previously discussed
and considered, it was moved by Commissioner Healy, seconded br Commissioner Seoor, that the claim be
apJ;roved and warrant drawn for its payment, and the motion was oarried by the following Aye and No
vote: those voting Aye being Mayor Lowe. Commissioner Seoor and Commissioner Healy; those voting No, none.
Librarian to Spokane Meeting
Margaret Hileman, Librarian, having been appointed as the delegate or the State Librarian Associa-
tion to the Paoific Northwest Librarian's meeting in Spokane August 29th to September 1, 1951, a request
for her attendanoe at this meeting was presented and read. It was moved by Commissioner Secor. seconded
by Commissioner Healy, that it being in the public interest. Miss Hileman, Librarian, be authorized
to attend this meeting and her expenses be paid from the Library Fund, and the motion was oarried by the

follawing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner
Healy; those voting No, none.
Applioation for City License Denied -- Vennecolt
The application of D. W. Vennecolt to oonduct an auto wrecking yard at 423 North Seventh Avenue
was presented and read. This type of business not being listed as an allowable business in this zone.
it was moved by Commissioner Healy. seconded by Commissioner Seoor, that the application be denied
and the fee returned to Mr. Vennecol t, 8.Ild the motion was oarried by the following Aye and No vote:
those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No. none.

Purchase of Mower for Park Department
The Manager discussed the need in the Park Depar'bn8D.t for a new, large, power mower. The Park
Superintendent recommends purchase of a Toro "Professional" model which will cut a 90" swath. Mowers
of this type are difficult to obtain at present but the Oliver Stout Hardware Company can secure
immediate shipment on the Toro machine. After consideration of the need for a mower and the problem
of delivery, it was moved by Commissioner Secor, seconded by Commissioner Healy, that the City
Manager be authorized to purchase a Toro, "Professional" model, tandem type mower from the Oliver
Stout Hardware Company at a cost of not to exceed $980.00, F. o. B., shipping point, and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor
and Commissioner Healy; those voting No, none.
Sewer Conneotions Ordered
The Manager reported that oomplaints have been reoeived regarding the following properties where
living quarters are oooupied and not oonneoted to the sanitary sewer:

The Commission instructed the City Manager to order these places connected to the sewer.
Toilet Facilities for North Side Ball Park
The question of need for toilet facilities at the North Side Ball Park was discussed. Part of the
building to provide these facilities was done in 1950. Ingolph Johnson has offered to pour the required
oonorete floor, to donate one oloset bowl, and, in oooperation with the Softball Association, to furnish
the neoessa~ carpenter and electrical labor to finish the projeot. It was moved by Commissioner Healy,
seoonded by Commissioner Seoor, that subjeot to the above offer, the City Manager be authorized to
spend up to $500.00 for materials and labor to oomplete this project and the motion was oarried by the
following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner
Healy; those voting No, none.
Budget for 1951-1952
Preliminary figures for cost of operations for the fiscal year ending June 30th, 1952 were
presented by the City Manager.
Appointment of Penttila as Acting Fire Chief
City Manager Henderson announced the appointment of Wm. Penttila as Acting Fire Chief and stated
an Acting Assistant Fire Chief would be appointed later. It was moved by Commissioner Secor, seoonded
~ Commissioner Healy, that the appointment be approved and the motion-was carried b~ the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those
voting No, none.
Easement for Right-of-Way for Water Main
An easement for a righ~of-way for the oity water main which serves the Bozeman Canning Company
to cross the Montana Flour Mills property was presented. It was moved by Commissioner Healy, seoonded
by Commissioner Seoor, that the Mayor and the Clerk of the Commission be authorized to sign the
easement for The City of Bozeman, and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner SeoOr and Commissioner Healy; those voting No, none.
O'Neil's Service Station Parking
The Manager infonned the City Commission that he has reoeived verbal request from O'Neil's
Servioe Station, 620 West Main Street, for pennission to remove the grassed parking strip between the
curb and the sidewalk in front of their station. The Commission viewed this situation on the ground
and from their personal inspeotion instructed the City Manager to deny the request.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Healy, seconded by Commissioner Secor, that the meeting adjourn, and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor
