the Committee. There will also be an opportunity in conjunction with each action item for comments
pertaining to that item.

Action Item:
e. 08:12:15 AM (00:12:44) Formally request that MSU Architecture students, in
coordination with Professor Ralph Johnson, provide design ideas for the
Cemetery land proposed to be used for Affordable Housing.
Professor Ralph Johnson discussed the availability and what would be expected of the students of 4-6
graduate students for a research project for CAHAB.
MOTION to enter into a memorandum of understanding with MSU Architecture students working with Dr.
Johnson to have students explore and present ideas for the best use of the cemetery land in discussion for
affordable housing use: Kevin Thane

08:20:54 AM (00:21:23) Discussion:
The cemetery board has agreed to allow CAHAB to use the strip of land along Highland Blvd for affordable
housing. There are necessary infrastructure improvements that would need to be made in order to make
this land useable. CAHAB’s next steps are to discuss the use of the land and infrastructure needs with the
City Commission

f. 08:23:54 AM (00:24:23) Plan for CAHAB to work with MSU and the Hospital (Bozeman
Health) to identify land that might be used for Affordable Housing.
CAHAB discussed working with Bozeman Health to identify land for affordable housing since they are also in
need of housing for their employees. CAHAB discussed what they can offer the hospital in the partnership.
08:28:13 AM (00:28:42) Anders Lewendal suggested identifying land and then working to put the right
groups of people together who are able to collaborate to put the land to use for affordable housing.
08:30:11 AM (00:30:40) Hattie Baker Graham asked for additional details in some of the ideas presented
earlier. Kevin Thane used assistance with infrastructure as an example of how the city can assist in making
these projects more realistic.
08:34:41 AM (00:35:10) CAHAB discussed how the Unified Development Code (UDC) update will impact
affordable housing.
08:36:39 AM (00:37:08) Brian LaMeres gave a brief description of the city’s new policy where the City will
determine where infrastructure will be placed to spur growth as opposed to updating infrastructure where
developers are building.
08:38:01 AM (00:38:30) Kevin Thane recommended asking Community Development for a map or guide to
see where development is limited due to infrastructure needs so that they can determine what land is viable
for affordable housing. They decided to invite Craig Woolard, the Director of Public Works, to a future
meeting to help discuss these choke points.
08:41:26 AM (00:41:55) MOTION to request the Director of Public Works to attend the next CAHAB meeting
to present a global view of the city’s development choke points and to entertain questions from the board:

g. 08:43:20 AM (00:43:49) Planning for CAHAB meeting with the City Commission to
discuss open issues (Meeting will hopefully occur in late April or early May).
CAHAB discussed meeting with the City Commission in order to seek assistance and discuss the following
specific items:
1. Cemetery Land to be used for Affordable Housing
2. Habitat for Humanity proposal for use of Land at Oak and Laurel Parkway for Affordable Housing
3. UDC changes that would support Affordable Housing
4. Thesis presentation by MSU graduate student Kara Baldwin suggesting changes to the Cottage
Housing Ordinance.
h. 08:59:02 AM (00:59:31) Discuss possibility of using Affordable Housing funds to
provide infrastructure or for land acquisition.
Brian LaMeres reviewed the Community Affordable Housing Fund including revenues and expenditures
through the end of the fiscal year.
09:11:39 AM (01:12:08) CAHAB discussed the budget for upcoming Fiscal Year 2018 and discussed whether
funds should be utilized or rolled over for larger projects. LaMeres explained that the funds are not at risk of
being taken back by the Commission.
09:26:14 AM (01:26:43) CAHAB discussed the Affordable Housing Ordinance and the possibility of its
regulations becoming mandatory, bringing the voluntary provisions of the affordable housing ordinance to
an end in the near future.
i. FYI/Discussion
1. 09:28:27 AM (01:28:56) HRDC Monthly update (Grenier)
HRDC Zone Text Amendment approved for the averaging of lot sizes
HRDC is moving forward with a memo resolution to amend the 800 sq. ft. requirement from the
Affordable Housing Manual
Hoover Way subdivision was reviewed by the Design Review Committee (DRC) on April 12th.
o HRDC is hoping to provide a traffic study that will show that there will be no negative
impact on the failing intersection of Baxter& Davis if the Hoover Way development
moves forward
HRDC has 30 ‘tiny house’ cabins that must be moved to a permanent location before July 30th in
order to prevent them to be sold as they cannot be stored past that date.

CAHAB discussed utilizing funds to help the warming center
CAHAB discussed putting together a subcommittee to work on the CAHAB Action Plan &
Affordable Housing Ordinance
