The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon April 18, 1951 at 1:00 o'clock P. M. Fresent were Mayor Lowe, Commissioner
Secor, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk when the follow-
ing proceedings were had:
Minutes of the regular session of April 11, 1951 and of the special sessIon of April 12, 1951
were read and it was moved by Commissioner Healy, seconded by Commissioner Secor, that the minutes be
approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
Meeting with Highway Commission -- 8th Avenue Improvement
Reporting on the conference with the State Highway Commission at Helena on April 12th, the Manager
stated that the State Highway Engineer, with approval of the Highway Commission, verbally agreed to
furnish some mixed, black-top material for temporary repair on South 8th Avenue and to have prepared,
with the least possible delay, a design plan for the reconstruction of this street. This plan will be
submitted to the Cl~ Commission for their comment and should be the first step toward setting up the
rebuilding of South 8th Avenue as a Federal Aid project. Present at the conference with the State
Highway Commission were Mayor Lowe, Commissioner Healy, City Engineer Waldorf and City Manager Henderson.
Fetition for Vacation of Streets & Alleys in Werre's Rearrangement
Mr. Don Corcoran, with H. B. Landoe as his attorney, appeared before the Commission with a petition
to have the following streets and alleys in Werre's Rearrangement of West Side Addition vacated:
The alley in Block 6
The west one-half of the alley in Block 6
Fourteenth Avenue from Koch Street north to the City limits
Curtiss Street from the west line of Thirteenth Avenue to the East line of Fifteenth Avenue.
Mr. Corcoran explained that he owns or has an option to buy all of Werre's Rearrangement west of
Thirteenth Avenue except Lots 1 and 2 of Block 6, that he intends to build a large residence on Block
6, and it is his desire to improve and landscape all of this area to make it one large individual
residence property. He stated further that he intends to develop a part of the property as a playground
for the children of the neighborhood.
After securing all information which Mr. Corcoran and Mr. Landoe had to fresent. the Commission
took the matter under advisement.
Application for Beer & Liquor License
The applications of the Elk's Country Club for a beer and liquor license were presented. It was
moved by Commissioner Secor, seconded by Commissioner Healy. that the applications be approved and the
licenses issued. and the motion was oarried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
Bond of Director of Finance Shadoan
The bond of Lawrence G. Shadoan, in the amount of $20,000.00. as Director of Finance was presented.
The bond was aFproved as to form by the City Attorney. whereupon. it was moved by Commissioner Healy,
seconded by Commissioner Secor, that the bond be approved and accepted and the motion was oarried by
the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Secor and Commissioner
Healy; those voting No, none.
Lease for Folice Car -- Bill Wright. !no.
A lease agreement between The City of Bozeman and Bill Wright, Inc. for the lease of a Ford car
to be used by the Police Department was :rresented and read. The lease Was approved as to form ~ the

City Attorney, whereupon, it was moved by Commissioner Healy, seconded by Commissioner Secor, that the
Mayor and the Clerk of the Commission be authorized to sign the lease for The City of Bozeman, and the
motion was carried by the following ~e and No vote: those voting Aye being Mayor Lowe, Commissioner
Secor and Commissioner Healy; those voting No, none.
Fublic Hearing -- City Bus Line
A notice of public hearing to be held before the Fublic Service Commission of the State of Montana
on April 24, 1951 at the Gallatin County Court House was read. The hearing is in regard to proposed
curtailment of service now rendered by the City Bus Line.
Water Fund Investment
The Manager reported that the investment of $20,000.00 of Water Funds has matured. It was decided
to get definite information as to when payment will be due on shares in the Hyalite froject before it
is determined whether or not to reinvest these funds.
Report
The report of the Sewage flant Operator for the month of March, 1951 was presented. It was moved
by Commissioner Secor, seconded by Commissioner Healy, that the report be accepted and ordered filed,
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe,
Commissioner Seoor and Commissioner Healy; those voting No, none.
Stamps to be on Funch Boards May 5th, 1951
The City Commission stated that all punch boards on display on and after May 5, 1951 must have
City of Bozeman tax stamps affixed as required by Ordinance No. 759.
Clean-up Week -- Special Campaign on Garbage Cans
The Manager recommended that, based on oonferences with representatives of the Chamber of Commeroe,
the week beginning May 14, 1951 be designated as "Clean-Up Week". rhe Chamber of Commerce will assist
in this clean-up campaign by promotion of special publicity and advertising. The Manager also recom-
mended that a special inspector be hired to work with the Sanitary Inspector of the City-County Health
Unit on a oampaign during May to correct unsatisfactory garbage conditions throughout the city. A
particular purpose of this campaign will be to see that 1 roper garbage cans are provided and properly
placed at every residence or other point of garbage collection. These recommendations were approved.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Healy, seconded by Commissioner Secor, that the meeting adjourn and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner
Healy; those voting No, none.
