Present were Mayor Lowe, Commissioner Secor, Commissioner Healy, City Manager Henderson, City Attorney Lovelace. nnd the Clerk, when the following proceedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Hoaly, seconded by Commissioner Seoor that the minutes be a~~roved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Low8. Commissioner Secor and -Commissioner Healy; those voting No, none. Assistance for Fee Wee Baseball The Manager read a letter from the American Legion stating they would donate $300.00 to helf' carry on the ~ee Wee Baseball program during this season. W & C 1951 -- Order to M. S. C. Deferred A request was r~ad from R. H. Renne, President of Montana State College, to have the order to construct a new sidewalk on the south side of College Street from Eir;hth Avenue to Tenth Avenue deferred until ~lans are more complete for the development of this area, where a mEll1't dormitory is being planned. It was moved by Commissioner Healy, seconded by Commissioner Secor that the request for the deferment of this order be granted, and the motion wes carried by the following Aye and No vote; th,)se voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Assessment for SID No. 345 The matter of the assessment for Special Improvement District No. 345 on Lots 1 to 4, Block 32, Imes Addition, owned by J. A. Baker was discussed. It waspointed out this district covers a water main exten- sion on North Tracy Avenue from ASIen Street to Tamarack and on Tamarack Street from Tracy to Black Av;;nue. The extension on Tamarack is to eliminate a dead end on Tracy Avenue, and as a water main on North Black Avenue now serves Lots I to 4, these lots do not benefit from this improvement. Mr. Baker states he was not notified of this improvement, and the mailing affidavit so froves. It was also pointed out the ex- tension of water main to eliminate a dead end should be part of the Water Department expense. After con- sideration, the Commission stated they would approve a claim of Mr. Baker for the amount of the original assessment against these four lots. Liability Insurance for Swimming Fool The 1 iabil i ty insurance policy of the Hartford Accident and Indemnity Company to cover the swirruning pool was presented. '!he policy was ~proved as to form by the City Attorney, whereupon, it was moved by Commissioner Secor, seconded by Commissioner Healy that the policy be accepted and afproved and the motion was carried by the following Aye end No vote; those voting Aye being Mayor Lowe, Co~~issioner Secor and Commissioner Healy; those voting No, none. ,fteports The following reports for the month of May, 1951 were presented, Librarian Recreation Director It was moved by Commissioner Bealy, seconded by Commissioner Secor that the re}orts be accepted and order:d filed and the motion was carried by the following lrJe and No vote; hose voting Aye being IV~ayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Claim of Marshall-Wells Company Claim No. 1186 of Marshall-Wells Company in the amount of ~143 .85 was presented. The claim is subject to a 2% cash discount. After examination of the claim by the Commission, it was moved by <":ommissiol,er Healy. seconded by Commissioner Secor that the claim be aHJroved and a warrant drawn for itS l-'a;Ylllent and the 20 motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Secor and Corrunissioner Henly; those voting No~ none. Fermission for Additional Driveway at Church & Main The Manager reported that The 'fexas Company~ owners of Lots l3-14~ Block A, Rouse's Addition, 450 East Main Street~ '[,Ian to remodel their service station at this location end request an additional eighteen feet of curb space for driveway on South Church Avenue at the north end of their firoperty. It was pointed out that there is not sufficient space to park a car where it is pro}osed to remove this curb, and the additional driveway will not eliminate my parking space. Whereupon~ it wes m~ved by Commissioner Healy~ seconded by Lommissioner Secor that the request be granted, and the motion was carried by the fol- lowing Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Healy and CommissiJner Seocr; those voting No~ none. Sewer Charge -- Country Club -- William's Ball Jark The question of the sewer charge submitted with the water bill for the Elk's Country Club~ and the William's Ball park was discussed. These water users do not use water during the months the sewer charge is determined, and the minimum charge for water at the Country Club is $3.75 and the Ball Fark is $4.25. After discussion~ it was moved by Commissioner Healy~ seconded by Commissioner Secor that, since most of the water they use is for irrigation~ Williams Ball lark and the Elks Countt"lJ Club be charged for irri- gating rate of 3.5Ji for all water used above their minimw.ll rates and the sewer rental charge for each of these services shall be 80% of their respective minimum water rates~ and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe~ Commissioner Secor and Commissioner Healy; those voting No~ none. Light for Jarking Lot on North Rouse A proposal to light the parking lot owned by the City on North Rouse Avenue waS discussed. It was moved by Commissioner Secor~ seconded by Commissioner Healy that the City Manager be authorized to have one 6000 lumen light installed on this lot~ and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe~ Commissioner Heal y and Commissioner Secor; those voting No~ none. Sick Leave for Fire Chief McCrosson Mr. Wm. lenttila~ Assistant Fire Chief~ appeared before the Conunission on the behalf of John Mc Crosson~ Fire Chief~ who has been confined to the hospital for the past several weeks. He stated that~ in the event Chief McCrosson can not return to work~ his disability pension will be based on his last month's salary and he will not receive the advantage of the proposed increase in salary to become ef- fective July 1. He afipealed to the Commission to give this case special consideration because of the 28 years of service of Chief McCrosson in the Fire Department, and stated further the local Fire Department has benefited greatly ~ largely through the efforts of Chief McCrosson~ by his obtaining approxim&tely $lO~OOO.OO worth of war surplus muterial for the Department. The Commission stated they have established a definite sick leave policy which should be adhered to but suggested that McCrosson apply for an extendedleave of absence from June 16th~ the date his sick leave expires, and if he is able to report for duty for a month nfter July l~ he would have the benefit of' any increase in salary for his disability pension. Jreliminary Plans for Trunk Sewer Line Mr. Harold Eagle of the Morrison-Maierle Engineering Company was present and presented proposed plans for the trunk sewer line being prefiared by his Company to serve the west pa rt of the City. After examining the filans presented~ the Commission favored the plan that would serve additional expansion of the City to the north of the present city limits. Mr. Eagle was asked to present a detailed break down of costs for this plan from the sewage treatment plant south to the city limits, cost of' the extension I I I I I I along the city limits, in order to determine what portion of the sewer line could be constructed this year. with present funds. and that part which will have to be constructed later.
