HomeMy WebLinkAbout1951-04-11 I : .1 :..........' ~."... t Bozeman, Montana April 11, 1961 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, April 11, 1951 at 1:00 o'clock f. M. Present were Mayor Lowe, Commissioner Secor, Commissioner Healy. City Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: Minutes of a special meeting held April 3, 1961 were read. Error in those minutes relative to the remarks of Val Glynn, Dean of Students at MOntana State College, were pointed out. Mr. Glynn stated that he was not talking either for or against rent control but the pur~ose of his talk was to clarify the position of Montana State College and to correct some misleading statements which had been made and informa- tion which had been published relative to enrollment, budget and salary increases, and other matters per- taining to Montana State College. It was moved by Commissioner Healy, seconded by Commissioner Secor, that with this correction relative to the remarks of Dean Val Glynn, the minutes be approved as read and . the motion was oarried. by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No. none. The minutes of the regular session of April 4, 1951 were read and it was moved by Commissioner Healy. seconded by Commissioner Secor, that the minutes be approved as read, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Communication -- Re: South Eighth Avenue A communication from Henry C. Helland, Control Engineer, State Highway Department, was read confirm- ing the statement made at the meeting with Highway Engineers on April 2, 1951 that reconstruction of South Eighth Avenue could not be programmed for construction prior to 1965. Miscellaneous W & C 1951 The written report of sidewalk inspection and recommendations with reference to need.ed construction of new walk for the year 1951 was presented. The City Manager and City Commission having made an inspection of the proposed new construction, it was moved by Commissioner Secor, seoonded by Commissioner Healy, that the report covering the construction of Misc. W & C 1951 be and the same is hereby accepted, approved and adopted and the reJOrt of the needed new construction be made a part of this minute entry by such adoption, and the City Manager be ordered to notify the property owners as required by law, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner HealYJ those voting No, none. Municipal League Annual Meeting The City Manager discussed the annual meeting of the Montana Municipal League, and appointed committee chai~en. Delega tes to Sewer and Water Meeting The Manager reported the annual meeting of the Montana Section of the A. W. W. A. and Sewage Operators would be held in Helena, April 19th, 20th and 21st, 1951. It was moved by Commissioner Secor, seconded by Commissioner Healy, that it being in the public interest Water Superintendent Border, City Engineer Waldorf, City Manager Henderson and Sewage Plant Operator Anderson be authorized to attend these meetings and their expenses paid from the Water Fund and the SDS Revenue Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Claim - Motorola Inc. -- Fire Del'artment Radio Claim No. 922 of the Motorola Inc., in the amount of $265.BO. for radio equipment for the Fire Department, was presented and examined. It was moved by Commissioner Healy, seconded by Commissioner 2 Seoor. that the olaim be 8.Fproved and a warrant drawn for its payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No. none. Gas & Flumbing Continuation Certifioate Frank J. Trunk The oontinuation oertifioates for the bonds of Frank J. Trunk as a Master Flumber and Gas Fitter were presented. The oertifioates were approved as to for.m by the City Attorney, whereupon. it was moved by Commissioner Secor, seconded by Commissioner Healy. that the oertifioates be aFproved and acoeFted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No. none. ReI-orts The following reports were presented: Recreation Director for the month of Maroh. 1951 Building Inspector for the months of January, February and Maroh, 1951 It was moved by Commissioner Healy, seconded br Commissioner Seoor, that the reports be accepted end ordered filed. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No, none. Resolution No. 766 -- Decontrol of Rent The subject of deoontrol of rents was brought up for disoussion and all phases considered. Based upon en impartial oonsideration and info~ation submitted at the public hearing of April 3rd. 1951. upon a personal investigation by the City Commission of rent conditions in the Cl~ of Bozeman, upon the basis of information reoeived from other cities in Montana, upon a finding by the Commission that inequities presently exist in housing rentals in Bozeman, upon a finding by the Commission that the principal shortage of rental houses in Bozeman 1s for families with children which situation, the continuance of rent control, in the opinion of the Commission. will not remedy, and upon assurance from many landlords controlling a large number of rental units that rents will not be increased beyond the figure necessary to cover inoreased oosts of taxes, insuranoe and maintenanoe, the City Commission determined there was no longer such a shortage of rental units in the City of Bozem81l as to oontinue rent control, end the following resolution was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN. MONTANA, FINDING, AS A RESULT OF A FUBLIC HEARING HELD AFTER TEN DAYS FREVIOUS NOTICE, THAT THERE NO LONGER EXISTS SUCH A SHORTAGE OF RENTAL HOUSING ACCOMODATIONS IN SAID CITY OF BOZEMAN AS TO REQUIRE RENT CONTROL THEREIN. It was moved by Commissioner Healy. seconded by Commissioner Secor, that the resolution be passed and adopted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Adjournment There being no further business to come before the Commission at this time. it was moved by Commissioner Secor, seconded by Commissioner Healy, that the meeting adjourn and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
