SUBJECT: Authorize the Interim City Manager to Sign Task Order No. 1 to the Professional
Services Master Task Order Agreement for Water Reclamation Facility On-Call Engineering Services with HDR Engineering, Inc.

RECOMMENDATION: Authorize the Interim City Manager to Sign Task Order No. 1 to the
Professional Services Master Task Order Agreement for Water Reclamation Facility On-Call
Engineering Services with HDR Engineering, Inc.
BACKGROUND: The City Commission on March 20, 2017 approved the Professional
Services Master Task Order Agreement for water reclamation facility (WRF) on-call engineering
services with HDR (master agreement). The master agreement places HDR under contract to
provide engineering services for WRF projects that arise from time to time. Scope and fee for
engineering services performed under the master agreement will be individually negotiated with separate Task Orders.
Task Order No. 1 (TO-1), attached, contains detailed scope and fee for HDR to deliver a bid
package and provide bid services for WRF Small Works Project No. 1, which will make the
improvements listed below. It should be noted that TO-1 does not provide for construction inspection services. A separate task order will be negotiated for inspection services at the time a
construction contract is awarded.
WRF Small Projects No. 1
- Sludge mixer replacements for Digester No. 1 and Digester No. 2 - New launder covers and replacement scum baffles and weirs for secondary clarifiers No.
1, 2, 3, and 4.
- Piping modifications to Digester Complex No. 2
- WAS pump replacements in Lift Station No. 1 and Lift Station No. 2
- Digester No. 1 cleaning - Membrane roof replacement for Digester No. 1 and Digester No.2 and associated
administration building.
- Piping modifications to UV building hot water piping

TO-1 also contains engineering design services for modifications to the Unified Fermenation and
Thickening (UFAT) system, modifications to the air exchange system in Digester Control
Building No. 2, and structural capacity ratings for two different hoist monorails at the WRF. Once these three designs completed, it is anticipated that WRF staff will construct these projects,
or hire a contractor directly. These three projects are not included in the Small Works Project
No. 1 bid package.
Total fee for scope items contained in TO-1 is $31,683.73.
UNRESOLVED ISSUES: None.
ALTERNATIVES: As suggested by the Commission.
FISCAL EFFECTS: The approved FY17 WRF budget contains a line item for project WW70
in the FY17 Wastewater Fund CIP that provides $50,000 for WRF facility engineering and
optimization. TO-1 will debit $31,683.73 from the $50,000 allocated to project WW70 in the
FY17 WW Fund CIP. Adequate funding exists.
