HomeMy WebLinkAbout1958-02-05 :~811 Bozeman, Montana February 5, 1958 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday. February 5, 1958 at 1:00 o'clook P. M. Present were Mayor Erwin, Commissioner Swanson, Commissioner Berg, City Manager Henderson, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session of January 29, 1958 were read and it was moved by I Commissioner Berg, seconded by Commissioner Swanson# that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No. none. Longevity Pay - Police & Firemen Members of the Police and Fire Departments were again present in regard to longevity pay for members of their departments. The City Commission having given full consideration to this matter, it was moved by Commissioner Berg. seconded by Commissioner Swanson, that in addition to the base pay or salary of $350.00 per month which has been paid to each regular member of the Bozeman Fire and Police Departments, except the Chief of Police, since July 1, 1957, there shall be paid to_each such regular member, except the Chief of Police, an additional monthly salary equal to 1% of said $350.00 base payor salary for each year of service, up to but not exceeding 20 years of such service. during which each fireman or policeman, except the Chief of Police, has been a member of Buch departments. This additional monthly pay shall be due and payable effective from and after July 1, 1957. Extra pay of' firemen and policemen for rank, except for the rank of Chief of Police, shall remain in full force and effect at the rate or rates which were effective on July 1, 1957. Base pay of the Chief of Police shall remain at $450.00 as became effective on July 1, 1957. I There shall be paid to the Chief of Police, in addition to his base pay, the sum of 1% of said base pay for each year which he has served as Chief of Police, this additional pay to be effective from and after July 1, 1957. In computing additional pay, under the foregoing schedule, for firemen or policemen for services rendered between July 1, 1957 and January 31, 1958, deduction from such pay shall be made for any extra pay given during such period which was based on and paid for years of service rendered by such firemen or policemen. The Motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Installation Sanitary Sewer Line --West Koch Street The Manager reported that# in order to eliminate a tlbottle neck" in a sanitary sewer trunk line, en additional sewer line should be constructed on Koch Street from the alley between Tenth and Eleventh Avenues to the alley between Eleventh and Twelfth Avenues. Montana State College agreed. at the time the housing uni ts west of Thirteenth Avenue were connected t::l the sanitary sewer, tha t if and when it became necessary to eliminate this "bottle neck", they would pay for the required block of sewer. The Manager explained that it appears practical for the City to install this sewer with I its own crews rather than to do it as a contract job. This will necessitate hiring a back-hoe to do the necessary trenching and back-filling and to purchase the required sewer pipe. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that subject to approval and acceptance of 'responsibility for payment by Montana State College, the City Manager be and is hereby authorized to proceed with the installation of this sewer as soon as weather and frost conditions make it practical to do so and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Cownissioner Swanson and Commissioner Berg; those voting No, none. , ~Sr:- Claims for the Month ~ I t) Claims Nas. 397 to 644 inclusive were presented on the various funds as follows: Band $ 15.55 Cemetery 3,500.07 Garbage 3,044.34 General 14,556.73 Library 1.470.98 Park 3,597.73 Parking Meter 1,322.59 I S. L. & P. 17.77 Polioe Reserve 86.15 Total--- $136,055.05 The Manager stated he has audited these claims and finds them to be true and lawful cl~ims against the City of Bozeman and recommends that warrants be issued for their payment. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Swanson. seconded by Commissioner Berg, that the claims be approved and warrants issued for their payment, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Reports The following reports for the month of January. 1958 were presented& Sanitary Inspector Fire Chief Librarian Sewage Plant Operator Police Chief Police Judge Cashier I and the annual report of the Fire Chief. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Petition to Abandon Parking Maintenance District No. 50 A petition from owners of property in Special Parking Maintenance District No. 50, Third Avenue from Story Street to Cleveland, was presented, requesting that said parking maintenance district be abandoned. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the City Attorney be instructed to prepare a resolution of intention to abandon this distriot, and the motion was carried by the following Aye and No votea those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Confirmation ofR. H. Roys as Fireman A communication was read from the Fire Chief stating that Rodney H. Roys has completed the six- months probation period, and recommending that he be confirmed as a regular member of the Fire Department as of February 1, 1958. It was moved by Commissioner Berg. seconded by Commissioner Swanson. I that Rodney H. Roys be confirmed as a regular member of the Bozeman Fire Department, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Investment of W. S. I. Funds The Director of Finance reported that an additional '50,000.00 of Water System Improvement Funds would be available for investment after claims allowed at this meeting have been paid. It was moved by Commissioner Swanson. seconded by Commissioner Berg, that the Direotor of Finance be authorized to invest approximately $50,000.00 of said surplus funds in 90-day U. S. Treasury Bills, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, ~ :_~8() Commissioner Swanson and Commissioner Berg; those voting No, none.
