HomeMy WebLinkAbout1958-06-11 ;\.10 Bozeman, Montana June 11, 1958 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, June 11, 1958 at 1:00 o'clock P. M. Present were Mayor Erwin, Commissioner Swanson, Commissioner Berg, City Manager Henderson, City Attorney Lovelace and the Clerk. The follow- ing prooeedings were had: Minutes of the last regular session of June 4, 1958 were read and it was moved by Commissioner I Swanson, seconded by Commissioner Berg, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and' Commissioner Berg; those voting No, none. Garbage Collection in Marwyn Addition Mr. D. J. Larson, 101 S. Aylsworth Avenue, appeared before the Commission regarding garbage collection in Marwyn Addition. Up to the present time, collection in this area has been made by priva~e collector. Because of the distance required to be travelled to provide garbage collections for the few residents involved, the City has, for its convenience, not provided this service. Now the area has been relatively well built up and, on instructions from the City Manager, owners were- notified that city oollection would begin on July 1, 1958. Mr. Larson, representing most of the residents in Marwyn Addition, pointed out that the private collector had served them well under adverse conditions, his service has been and is excellent, and they desire to have him continue that service. After due consideration, the Commission direoted that it still be considered as a convenience to the City not to collect garbage in this area and that collection by a private collector, at ,the expense of the individual owners, be permitted to continue on a temporary basis with definite understanding that the City may take over the collection at any time they consider that conditions make it desirable I or necessary to do so. Plans and Specifications for S.I.D. 404, 405 and 406 Bids for S.I.D. 404, 405 and 406 Plans and specifications oovering Special Improvement Districts Numbered 404, 405 and 406, as prepared by Harold Hoskins and Associates and approved by the City Emgineer, were presented. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the plans and specifi- cations be approved and the Clerk of the Commission be authorized to advertise for bids for the con- struction of these districts, bids to be opened June 25th, 1958, and the motion was carr~ed by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Hoskins & Associates to Supervise S.I.D. 38$, 386 and 397 A proposal was presented from Harold Hoskins & Associates to supervise construction of Special Improvement Districts Numbered 385, 386 and 397, for 60% of the fee stipulated in their agreement of July 10, 1957 for providing complete engineering .ernee. for such improvement districts. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that Harold Hoskins & Associates be employed for the engineering supervision of Special Improvement Districts Nos. 385, I 386 and 397, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and CQmmissioner Berg; those voting No, none. D. ------- 1,328.08 Tot a 1 ----- $4,435.10 I The Manager stated that he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recommends that warrants be issued for their payment. After examination of the claims in detail and checking against the Claim Register, it was moved by Commissioner Berg, seconded by Commissioner Swanson, that the olaims be approved and warrants issued for their payment, and the motion was carried by the following Aye and No vote: those voting Ave being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Written Request from M.S.C. tq Erect Class of 1958 Memento Written request from Montana State COllege, signed by Martin Whalen, Superintendent of Physical Plant, to erect a monument to the Class of 1958, as requested at the meeting of June 4, 1958, was presented and read. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the request be granted subject to all conditions set forth in the minutes of the Commission meeting held on June 4, 1958, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Request to Lay Coaxial Cable I A request was read from the Conununity TV Inc. requesting 'pennission to place their coax1al cable underground on Garfield Street fram the alley between 5th and 6th Avenues to the alley between Willson and Tracy Avenues, and on Koch Street from the alley between 14th and 15th Avenues to the alley between Willson and Tracy Avenue, and also to erect amplifiers in the parking where needed. After consideration, it was decided that detailed plans as to the location of the cable and erection of amplifiers should be presented before action is taken on the request. Reports The following reports for the month of May, 1958 were presented: Water Collector Sanitar.y Inspector It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the reports be accepted and ordered filed, and the motion was 'carried by the following Aye and No vote: those voting ~ve being Mayor Erwin, Commissioner ~wan8on and Commissioner Berg; those voting No, none. Salvage Rights at City Dump - R. T. Peterson A letter from R. T. Peterson, Helena, Montana, 'Was read in which he proposes to enter into a contract with the City on operation of and salvage rights to the City Dump. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the City Manager infonn I Mr. R. T. Peterson that the City will enter into a contract according to the terms presented in his letter and the motion was carried by the following' Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Parade for Eagles' Convention A request from the Eagles' Lodge 'Was read, requesting permission to hold a parade on city streets Jul,v 11th, 1958. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the request be granted and the motion was carried by the following Aye and No vote: those voting Ave being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. - .112 . .'. Uniform Width of Driveways The matter of uniform width of curb cuts for driveways was discussed. After consideration, it was moved by Commissioner Swanson, seconded by Commissioner Berg, that ten feet be considered the maximum width for single driveways, twenty feet be considered the maximum 'Width for double driveways, with normal flare of a.pPrOximately two feet on each Bide of the driveway at the curb and that any curb cuts for driveways in excess of these widths must be individually approved by the Camnission and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Cdmmissioner I Swanson and Commissioner Berg; those voting No, none. Delegates to Fire Chiefs' Convention A convention of Fire Chiefs will be held in U vingston, Montana, June 12, 13 and 14, 1958. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that Fire Chief Penttila and Assistant Chief Fisher be authorized to attend this convention and their expenses be paid from the General Fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Water Improvement Project - Elimination of Concrete Walk at North Reservoir A proposal from Haggerty-Messmer Compan,v, Cont:rra.ctor, and a.pproved by the consulting engineers, Morrison-Maierle, Inc., was read, requesting pennission to postpone the laying of the concrete sidewalk around the North Side Reservoir until a later date, so the fill around the wall will have time to settle. This will reduce the contract price $890.00. Haggerty-Messmer, Inc. stated they will construct the walk in 1959 at the contract price, if the city so desires. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the concrete walk at the north side reservoir be deleted from the contract and the motion was carried by the following Aye and No I vote: those voting ~ve being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Report of S. R. DeBoer on City Planning Mr. S. R. DeBoer was present and presented a book with the summary and conclusions of the Master Plan for the City of Bozeman. Highlights of the plan were reviewed by Mr. DeBoer. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the Mayor be authorized to sign a certificate stating that 60% of the work of preparing the Master Plan, as per the contract between the The City, S. R. DeBoer & Co. and the Montana State Planning Board, has now been completed by the S. R. D~Boer Co. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
