HomeMy WebLinkAbout1957-07-17 Bozeman, Montana July 17, 1857 :297 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, July 17, 1957 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner Erwin, Conunissioner Lowe, City Manager Henderson, Administrative Assistant Sales, City Attorney Lovelace and the Clerk. The following proceedings were had: 1 Minutes of the last regular session were read and it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those votinE No, none. Petition for Paving North of Koch Street Petitions signed by owners of more than 30% of property requesting a Special Improvement Di strict be established to pave streets north of Koch Street, west of Eighth Avenue and south of Main Street, were presented. Walter Secor, Martin Whalen and Truman Anderson were present and spoke in favor of establishing the district. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Engineer prepare the necessary data for the City Attorney to prepare a resolution of intention to c rea te the dis trict Rnd the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Award of Pedestrial Safety Record Certificate for 1956 Dean Chaffin, Vice President of the Montana Automobile Association, appesred before the Commission to present an award from the American AutomobiJ e Association to the City of Bozeman for its record of' I no pedestrian f.talities in 1956, givine special recognition to Police Chief A. N. Haas and the Police Depart::nent for this fine record. Contract for Engineering Services for Street Paving and Storm Drainage - Hoskins & Associates Contract wi th Hoskins and Associates, apt:roved as to form by the City Attorney. for enEil1eerine; It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the Mayor and the Clerk services for street raving; and storm drainage, was presented. of Commission be authorized to sign the contract for the Ci ty of Bozeman, and the motion carried by the following Aye and No vote: those voUng Aye being Mayor Swanson, Conunissioner Erwin and Commissioner Lowe; those votine No, none. Plans for North Rouse Paving Approved Plans and specifications from the Montana State Highway Commission for paving of North Rouse AvenuE' were presented with request for approval by thE'! City of Bozeman. The City Manf\e;er recommends that the plans as presented be approved despite grade specifications that are not desirable for city streets since objection would undoubtedly cause further delay of the project. It was moved by Commissioner Erwin, seconded by Commissioner Lowe. that the plans and specifi~atjons as presented be approved, And the Mayor be auU:orizec1 to sign approval of the r lans for the Ci ty of 1 Bozeman, and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those votinE No, none. Plans for Development of Southeast Area of City - Hospital Board Letter from the Deaconess Hospital Board and plan for development of their land in the southeast portion of the City were presented. Letter states des:i re of the BOArd to reI-;.At that porti:m now flatt.ed as the Western llnion Addi tion in spf:roximetely six weeks and request.s the openinc of a major street designated as Hillcrest Drive from Golf'way to Cagey Lane by October 1. 1957. The Commission recommends that such platting show street widths between curbs of 64 feet for Hillcrest Drive and 40 feet for other streets along with easements for utilities and agreement either deeding 01" dedicating proper portion of 298 park. The openinz.; of Hillcrest Drive would be done in accordance with standing; City policy, that is to define the street by use of a motor grader, but with no construction work such 8S required cuts or fills to be performed. 'lbe letter further requests the recorrunendations of the City for size of water line to this area and whether or not the City will pay any of the additional cost if larger pipe is required. The Commission feels tha t such extension of the water mains would have to be made at the expense of the developer. The Water Works Improvement and Expenaion Project now under construction obligates the City to use all income from sales of water except that needed for actual maintenance and opera tion of the water system, to b'.lild up required reserves for payment of bond and interest indebtedness. The Ci ty would therefore have no funds nor any source from which to secure any funds with which to share in the cost of extendine; water mains to or within the property. Platting by Paul Busch West of City Limits Paul Busch appeared before the Commission to seek recommendations regardinE rlattine; his property west of the City limits. The City Engineer and City Manager were instructed by the Commission to aid Mr. Busch in developinc a desirable flat. Y~nager to Attend Regional Manpower Council The City Manager has been invi ted to participate in the Ree;ional Manpower Council to be hel d in Spokane, August 14.1957. It was moved by Commissioner Lowe, seconded by Commissioner Erwin. that the Manager be authorized to attend this meeting without expense to the City. and the motion carried by the fol1owint; Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Couunissioner Lowe; those voting No, none. Fire Department - Folicy on Fire Trucks Lea.ving City The Corruniss ion discussed policy regarding; Fire Department answering calls outside the city Umi ts. It was agreed such calls should not be permitted unless two firemen remain on duty at the Fire Station. Jaycee Street Dance and Water Melon Feed In answer to requests made by the Bozeman Jr. Chamber of Commerce at the Commission meeting July 10, 1957, it was moved by Commissioner Lowe, seconded by Commissioner 8rwin, that the request of' the Jaycees to have a water melon feed following the parade Aue;ust 10. 1957, be permi tted on the parking lot at Babcock & Trecy and permission be granted to hold a street dance on the evenine; of August 3, 1957 on Tracy Avenue between M9in and Babcock Streets, and the motion carried by the following Aye and No vote: those votine; Aye being Mayor Swanson, Corrunissioner Erwin and Corrunissioner Lowe; those voting No, none. Water Improvement Project - Resolution No. 852 Autborizing Payment of Registered Warrants The City Attorney, as instructed, has prepared the resolution authorizine; payment of registered warrants. Resolution No. 852 was presented, entitled: AN EMERGENCY RESOLUTION Or 'TIlF: CITY COMMISSION OF THE CITY OF' BOZEMAN, MONTANA, AUT}10RIZING THe ISSUA1\CE OF WARRANTS ON THE 'YAT8R SYSTEM IMFROVEJI.~ENT )UND AND PROVIDING FOR THE PAYMENT '['HEREOF. It was moved by Comnissioner Erwin, seconded by Commissioner Lowe. that the resolution be IJassed and adopted and the motion carried b;y the followine; Aye and No vote: those voting Aye being Mayor Swanson, Comrnissior,er Erwin and Commissioner Lowe; those voting 1\0, none.
