The Commission of the City of Bozeman met in regular session in the Commission Room. City Hall
Building, Wednesday, September 18, 1957 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner
Erwin, City :Manager Henderson, Administrative Assistant Sales. City Attorney Lovelace and the Clerk.
The following proceedings were hada

Minutes of the last regular session were read and it was moved by Commissioner Erwin, seconded by
Mayor Swanson~ that the minutes be approved as read and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor Swanson and Commissioner Erwin; those voting No~ none.
Payment to Hoskins for S. I. D. Engineering
Claims against the City from Hoskins and Associates for engineering costs on paving and stonn
drainage special improvement districts were presented. Director of Finance L. G. Shadoan reports
that funds on hand are not adequate for payment of these claims and recommends that Special Improvement
District warrants be registered.
It was moved by Commissioner Erwin. seconded by Mayor Swanson~ that a resolution be prepared
setting the interest rate at five percent for the registration of Special Improvement District warrants
in payment of the engineering services of Harold Hoskins and Associates, and the motion carried by the
following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Erwin; those voting
No ~ none.
Abandonment of Maintenance District No. 86
Petition requesting the abandonment of Parking Maintenance District No. 86 has been presented to
the Commission and search of former records shows that the district was never legally established for

maintaining the parkings; therefore, the district can not be abandoned by regular procedure.
It was moved by Commissioner Erwin~ seconded by Mayor Swanson~ that the City Manager be directed
to notify the proper~ owners by letter of the intention of the City to abandon the maintenance of
parkings in this district~ and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Swanson and Commissioner Erwin; those voting No, none.

It was moved by Mayor Swanson, seconded by Commissioner Erwin~ that the reports be accepted and
ordered filed and the motion was carried by the following Aye and No voter those voting Aye being
Mayor Swanson and Commissioner Erwin; those voting No~ none.
Communication - Objection of FireFighters to Salary Scale
Letter was read from the Bozeman Fire Fighters Association to the City of Bozeman objecting and
protesting the salaries paid each individual member of the Association for the fiscal year commencing
July 1, 1957, such protest being filed on the basis that present salaries are not being paid pursuant

to Section 11-1932, Revised Codes of Montana~ 1947, as amended.
Route Connecting South Part of City with Sour Dough Area
Harry Droge, Gallatin County Commissioner, was present to discuss routing of a proposed connect-
ing road between the Sour Dough Road and the general area of M. S. C. Campus. Three routes considered
for such a road are:
1. Extension Garfield Street east from Tracy Avenue.
2. Extending Lincoln Street east from Willson Avenue.
3. A road on the south line of Section 18 to connect the county road which is the
extension of Third Avenue South with the SouP I)gugh Road at its intersection
with Kagy Lane.

Each of these would be outside the City limits and would be a County road but, to give considera-
tion to the expected growth of the City and to what appears to the best interest of all concerned,
the City Commission has previously gone on record as recommending these three routes to be build in
the following order of priority:
1st - Garfield Street~ 2nd - 3rd Avenue-Kagy Lane, 3rd - Lincoln Street.
Change Order - Water System Improvement Project
Charles LaPlante, Project Engineer of the Water System Improvement Project, has reported that a
gravel cushion will be necessary to stabilize the trench bottom in order to properly support the new
transmission line through certain sections of particularly swampy ground south of the City. Mr.
LaPlante recommends approval of a construction change order to authorize the Statewide Plumbing and
Heating Company to purchase and pa ce up to 400 cu. yds. of gravel for such use at a cost of $5.00
per yard.
It was moved by Commissioner Erwin. seconded by Mayor Swanson, that the change order be approved
subject to the written recommendation and approval of' Morrison-Maierle, Inc., and the motion carried
by the following Aye and No vote, those voting Aye being Mayor Swanson and Commissioner Erwin; those
voting No~ none.
Report.. Firemen's Work Shop
Assistant Fire Chief Wm. F'enttila appeared before the Commission to report on attendance to the
Firemen' sWork Shop in Helena held under direction of the Superintendent of Public Schools, and
outlined plans for a statewide training program for firemen which is being proposed by the
Superintendent's Office.
Rental of Barber-Green Di tcher
Request has been received from Statewide Plumbing & Heating Co., Inc., contractors for pipeline
construction on the Water Improvement System Project, to use the City's Barber-Green Ditcher. Rental
of the ditcher is authorized provided its use does not interfere with scheduled City operation and
provided such rental will not conflict with local private firms.
Adjournment
There being no further business to come before the Commission at tilis time, it was moved by
Mayor Swanson, seconded by Commissioner Erwin~ that the meeting adjourn and the motion was carried
by the following Aye and No vo te: those voting Aye being Mayor Swanson and Commissioner Erwin; those
voting No, none.
