City Hall Building, Wednesday, October 30, 1957 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Berg, City Manager Henderson, Administrative Assistant Sales, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session of October 2Srd and of the Special Session of October 25, 1957 were read and it was moved by Commissioner Erwin, seconded by Commissioner Berg, that the minutes be approved as read and the motion was carried by the following Aye and No votel those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Inquiry Re: Elections & Metered Parking Lots Mrs.W. A. Denecke appeared before the Commission to inquire into the need for polling places in each precinct during a city election as opposed to one central polling place in order to out down e:xpenses. It was explained that city election procedure, including the number of polling places required, is regulated by state statute and in order for the election to be legal this procedure must be followed. Mrs. Deneoke further inquired into the possibility of making some of the meters in the metered parking lots capable of taking a penny rather than all being a nickle minimum. Mrs. Denecke believes this would encourage greater use of the two metered lots and it was agreed this would be given some study and consideration, after the present method has been followed for a longer trial period. Abatement of Parking Maintenance Assessments Parking Maintenance Districts Nos. 62 and 256 were abandoned about June 1st, 1957 and properties in these districts were assessed for 50% of a year's cost. Since the majority of the work in these districts is done during the summer months and no actual maintenance work was done in these two districts during 1967, the 50% assessment is deemed unjust and the Director of Finance presents adjusted assessments for these districts which cover only costs of abandoning the district. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the Director of Finance be authorized to make the abatements in Parking Maintenance Districts Nos. 52 and 256 in accordance with his recommended adjusted assessments for all properties in these districts, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Swanson. Commissioner Erwin and Commissioner Berg; those voting No, none. Water Improvement Project - Easement on Langohr Property Proposed easement was presented to cross Langohr property at the south city limits with the water transmission line. This easement was prepared by Mr. Langohr's Attorney. It waS referred to the City Attorney for his study before being further considered by the Commission. Proposed Lease for Parking Lot - Eagar Property Conununication was read from G. C. Waite offering to lease a small lot on the comer of Mendenhall and Tracy for ~ years at $26.00 per month for use as a parking lot. Since there is no pressing; need for additional parking space and since improvement of this lot could not be done at best until spring, it was agreed that Waite's offer should not be accepted at this time, but that he be advised of the interest of this City in suoh a lease at a later date. Claims Claims Nos. 9566 to 9669 inclusive were presented as follows I Helen Nash Helen Nash Ford Brown Co-op Lead & Chemical Co. $1,080.68 on Water Sys tem Improvement Fund 218.00 on Water System Improvement Fund 1,400.00 on Water System Improvement-Fund 975.65 on Water Fund The Manager stated he has audited these claims and finds them to be true and lawful claims I I I :l17 against the City of Bozeman and recommends that warrants be drawn for their payment. After examination of the claims in detail by the City Commission, it was moved by Commissioner Berg, seconded by Commissioner Erwin, that the claims be approved and warrants issued for their payment and the motion was carried by the following Aye and No votel those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. I Request to .Purchase Road Mix Request to purchase road mix was presented from Statewide Construction Company to do tem~orary patching of street intersections across which they have cut trenches to install water lines as per their contract with this City. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the City Manager be authorized to sell to Statewide Construction Company, sufficient road mix material to do this temporary patching, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Emergency Vehicle for KBMN Radio Station KBMN is putting a special car into service for broadcasting directly from the scene where emergencies may exist. They make offer of use of ' this vehicle for any Civil Defense emergency or for use at fires or other places where its use can help in controlling crowds, informing and issuing instructions to the general public end for all similar uses. The City Manager was instructed to inform them that this vehicle will be considered as an emergency vehicle the same as an ambulance but that it cannot be recognized as an official emergency vehicle of the City of Bozeman.
