The Commission of the City of Bozeman met in regula.r sess:ton in the Commiss ion Room, City Hall
Building, Wednesday, November 13, 1957 at 1100 o'clock P. M. Present were Mayor Swanson, Commissioner
Erwin, Commissioner Berg, City Manager Henderson, City Attorney Lovelace and the Clerk. The following
proceedings were had;

Minutes of the last regular session of November 6, 1967 were read and it was moved by Commissioner
Berg, seconded by Commissioner Erwin, that the minutes be approved as read and the motion was carried
by the following Aye and No votel those voting Aye being Mayor Swanson, Commissioner Erwin and
Commissioner Berg; those voting No, none.
Bids for Cemetery Truok
Bids received on November 6, 1957, for a truck for use at the Cemetery, were further considered.
After consideration of the bids submitted, it was moved by Commissioner ~erg, seconded by Commissioner
Erwin, tha.t the City Manager be authorized to place an order with Owenhouse Hardware Company for an
International, MOdel A-120, Pick-up Truck, 114" wheelbase, 4-wheel drive, with 6-ply Goodyear traction
tires and with flat-bed dump boqy at their bid prioe of $2,594.00 plus trade-in and ~lus $l15.00 extra
cost for special hoist required for use on 114" wheelbase truck and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner .Erwin and Commissioner
Berg; those voting No, none.
Planning - Report of S. R. DeBoer
S. R. DeBoer was present and gave a progress report on the status of work on a master plan for
Bozeman which is being developed by his comFsny.
I Rouse Street Improvement - Moving Utility Poles and Fire Hydrants
Communications were read from the Montana Power Company and the Telephone Company stating that
they have been requested to move their service poles from the forty-eight foot center section of
right-of-way on Rouse Street where a project of street improvement is being constructed by the State
Highway DeFartment. Moving fire hydrants in this street section ~.s also consjdered, er.d it was moved
by Commissioner Berg, seconded by Commissioner Erwin, that the request of the Montana Power Company and
the Telephone Company to move their poles be approved and that the fire hydrants be moved to property
line where feasible or to such other locations as are most practical and economical, and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin
and Commissioner Berg; those voting No, none.
Directional Sign to Bridger Bowl
Mrs. Marlyn Hauseman, representing the Park Division of the Montana Highway and the Bozeman Park
Recreation Association, appeared and requested permission to have a directional sign placed at the
corner of Rouse and Main Street for the "Bridger Bowl". It was moved by Commissioner Erwin, seconded
by Commissioner Berg, that the request be granted, and the motion was carried by the following Aye
and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those

voting No, none.
Policy for Abatement of Garbage Assessment
Question of abatement of garbage assessment against residential properties which have been vacant
for part ()f a year was discussed. Fast policy has been that such properties would have to be vacant six
continuous months before an abatement would be granted and that the measure of time of such vacancy
should be whether or not water service to the premises has been turned off for the time for which
abatement of the assessment is requested. The question was whether this abatement should apply to
only full six month periods or if six months should be the minimum period. It was moved by Commissioner
Erwin, seconded by Commissioner Berg, that this policy shall mean that six continuous months of

vacancy shall be the minimum period for which abatement will be allowed but that additional abatement
will be allowed for eaoh month, or major fraction therefor, over the minimum six months when a
premises is continuously vacant and the motion was oarried by the following Aye and No vote: those
voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none.
City's Participation in Lighting District in Merwyn Addition
A communication from the Montana Power Company was read asking to what extent the City would
participate in maintenance cost for a Special Improvement Lighting District in the Marwyn Addition
if such an improvement district was established. After consideration, it was moved by Commissioner
Berg, seconded by Commissioner Erwin, that the City participate in the amount of 25% of the yearly
maintenance cost, estimated at $332.64, and the motion was carried by the following Aye and No vote:
those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none.
Reports
The following reports for the month of October, 1957 were presented.
Police Judge Cashier
It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the reports be accepted
and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none.
Petition to Abandon Parking Maintenance District No. 18
A petition, signed by owners or representatives of owners of 60.6% of the property in the distriot,
was presented requesting that Parking Maintenance District No. 18, Tracy Avenue between Babcook Street
and Dickerson, be abandoned. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that
the City Attorney be instructed to prepare a resolution of intention to abandon this district, and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner
Erwin and Commissioner Berg; those voting No, none.
Contract - Engineering Services - Harold Hoskins & Associates
A communication from the Housing & Home Finance Agency was preseD ted, sta ti.ng they have approved
the City's amended application in the amount of $3,720.00 for preliminary planning of street improve-
ments north of Main Street.
The proposal of Harold Hoskins & Associates, dated October 9, 1957 to do this work was presented.
It was moved by Commissioner Berg, seoonded by Commissioner Erwin, that the Mayor and the Clerk of
the Commission be authorized to sign the proposal for the City of Bozeman, and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and
Commissioner Berg; those voting No, none.
Purchase of Copper Pipe
Need for 3/4" copper pipe to install water services to vacant properties abutting streets which
are under contract to be paved was discussed. It was moved by Commissioner Erwin, seconded by
Commissioner Berg, that the City Manager be authorized to purchase 2700 ft. of 3/4" copper pipe to meet
this need and the motion was carried by the following Aye and No vote: those vo ting Aye being Mayor
Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none.
Cleaning of Streets in Business District
The Manager reported on a conference held during the past week with owners or operators of ten
leading businesses in the down-town area and the manager of the Chamber of Commerce relative to street
cleaning in this area. It was agreed with this group that, in the down-town area where parking meters
are installed and when weather conditions permit, Main Street and north-south avenues will be swept
each Monday, Wednesday and Friday and Babcook and Mendenhall Streets will be swept each Tuesday and
Thursday and that these streets will be washed at ten day intervals whenever possible.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Erwin, seconded by Commissioner Berg, that the meeting adjourn and the motion was
carried by the following Aye and No votel those voting Aye being Mayor Swanson, Commissioner Erwin,
Commissioner Berg; those voting No, none.
