HomeMy WebLinkAbout1957-11-27 Bozeman, Montana November 27, 1957 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, November 27, 1957 at 1:00 o'clock F. M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Berg, City Manager Henderson, Administrative Assistant Sales, City Attorney Lovelace and the Clerk. The following proceedings were had: I Minutes of the regular session of November 20th and of the adjourned regular session of November 21, 1957 were read and it was moved by Commissioner Erwin, seconded by Commissioner Berg, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Sick Leave for Firemen Continuation of the duty schedule for Firemen which was put into effect at the request of the Bozeman Fire Fighters for a t rial period on October 17, 1957 and proposed sick leave following in general the suggestion~ in their letter to the City Commission dated November 19, 1957, were further considered. Sick leave under this proposal would be granted Firemen as follows: Total Allowable Days, Elapsed Time, of Sick Leave in any Calendar Year For Firemen wi th more than six months ) and less than two years of service ) Thirty Days For Firemen with more than two years ) and less than ten years of service ) Sixty Days For Firemen with more than ten years ) of service ) Ninety Days I For each day of absence from any regula,rly scheduled twenty-four hour shift of duty. because of illness or injury, a Fireman shall have not less than three days charged against his annual allowable sick leave. The new schedule increases the total man-hours of duty and enables more three":man shifts and sufficient personnel to carryon the inspection program which was dropped when the 40-hour week became effecti vet It was moved by Commissioner Berg, seconded by Commissioner Erwin, that the new duty schedule be continued and the sick leave policy as proposed be approved and accepted, and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Parking Problems Adjacent to M. S. C. Campus Martin Whalen, M.S.C. Physica.l Plant Superintendent, appeared before the Commission to discuss parking problems in areas adjacent to the campus, particularly the section near the men's dormitory. College officials have received a petition from property owners to the north and east of the campus appealing to the college officials to take some a.otion which might relieve the parking congestion around their homes. The City Attorney pointed out that any parking regulations enacted by the City in the affected I residential areas would have to be enforced upon residents as well as college students, and it was suggested that the College encourage and, if possible, force the students to use parking provided on campus, which Mr. Whalen agreed should be attempted by MSC authorities. Mayor Swanson stated that continuation of this parking problem may necessitate the enactment of regulations by the City but hoped that, in fairness to the residents involved, the problems will be handled by the College. Sub-contracting of S. I. D.'s No. 385, 386, 389, 390, 391 & 395 Communication was read from McLaughlin, Inc., requesting permission to sub-contract the work in Special Improvement Districts Nos. 385, 386, 389, 390, 391 & 395 to Kiely Construction Co. The letter was referred to the Consulting Engineer and the City Attorney for their recommendations. :r37 :1~8 Intersection Street Lights Request has been made by the L. D. S. Church for a street light at the intersection of South F'ifth Avenue and Grant Street. The City Manager further recommends the installation of' street lights at the intersections of Ninth, Tenth and Eleventh Av;enues with Main Street. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the City Manager be authorized to have the Montana Power Company install lights at these intersections, and the motion carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwi n and Commissioner Berg; those voting No, none. Resolution No. 870 - Intention to Abandon Parking Maintenance District #18 The City Attorney as instructed has prepared the resolution of intention to abandon Special Parking Maintenance District No. 18, Tracy Avenue from Babcock Street to Dickerson Street. Resolution No. 870 was presented, entitledl A RESOLUTION OF THE CITY C011MISSION OF' THE CITY OF' BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF SAID COMIHSSION TO ABANDON CITY OF BOZEMAN SPECIAL IMPROVEMENT DISTRICT NO. 18 AND TO ABANDON THE MAINTENANCE OF' STREET FARKINGS THEREUNDER, AND DIRECTING THE CLERK OF THE CITY COMMISSION TO GIVE NOTICE OF SUCH RESOLUTION. ALL PURSUANT TO THE STATUTES IN SUCH CASES MADE AN D PROV IDED. It was moved by Commissioner Berg, seconded by Commissioner Erwin, that the resolution be pe.ssed and adopted and December 18th, 1957 be set as the date for hearing protests, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Resolution No. 87l - Intention to Abandon Parking Maintenance District No. 31 The City Attorney, as instructed, has prepared the resolution of intention to abandon Special Parking Maintenance District No. 31, Black Avenue from Babcock Street to College Street. Resolution No. 871 was presented, entitled; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN. MONTANA, DECLARING IT TO B~ THE INTENTION OF SAID COMMISSION TO ABANDON CITY OF BOZEMAN SPECIAL IMPROVEMENT DISTRICT NO. 31 AND TO ABANDON THE MAINTEN.ANCE OF' STREET PARKINGS THEREUNDER, .AND DIRECTING THE CLERK OF THE CITY COMMISSION TO GIVE NOTICE OF' SUCH RESOLUTION. ALL PURSUANT TO THE STATUTES IN SUCH CASES MADE AND PROVIDED. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the resolution be passed and adopted and December 18th, 1957 be set as the date for hearing protests, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Lighting District East of Ida on Main Street Inquiry has been received from Montana Power Company as to whether or not the City would participate in a s~ecial lightine district on Main Street between Ida and Cypress Avenues. The City Manager was instructed to inform the Montana Power Company that, if and when a r-etition is presented showing it feasible to establish such special lighting district, the City will participate in the amount of 25% of the cost. Possibility of special street lighting on Buttonwood Avenue between Main and Curtiss Streets and one block east on Curtiss from Buttonwood was also discussed. Action on such a district was deferred pending the further developement of lighting in that general area. Report The report of the Director of Finance for the month of October, 1957 was presented. It was moved by Conunissioner Berg, seconded by Commissioner Erwin, that the report be accepted and ordered filed, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, COl!uuissioner Erwin and Commissioner Berg; those voting No, none.
