'...-" ..1 tJl} Bozeman, Montana December 11, 1957 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Buildint;, V~ednesdey, December 11, 1957 at 1:00 o'clock F. M. Present were Mayor Swanson, Commissioner Erwin, Commiss ioner Berg, City Manager Henderson, Administrative Assistant Sal es , City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of' the last regular session of December 4, 1957 were read and it was moved by Commissioner Berg, seconded by Commissioner Erwin, that the minutes be approved as read and the motion was carried by the followin~ Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Rel-ort on Meeting wi th State Highway Offic ials The City Manager reported on the conference on December 5, 1957 in Helena with State Highway officials which he attended with representatives of S. R. DeBoer & Co. and the City-County Planning Board. The inter-state location and site of interchanges was discussed in general, but Highway Officials were unable to present sFecific information on these items. They did state, however, that the present location of Highway #10 on NOrth Seventh Avenue would definitely be used as an access road to the inter-state and any city plan should include eventual widening of North Seventh for four-lane traffic. They further suggested use of a pedestrian actuated traffic signal B_t school crossings particularly on North 7th Avenue. The conference was reForted as most satisfactory and highway officials showed much interest and concern in cooperative planning between the City of Bozeman and the Highway Department. Gas Etter's Bond -- Arthur M. Stapleton The gas fitter's bond of Arthur M. Stapleton, in the amount of $2,000.00 was presented. The bond was approved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the bond be accepted and approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Comnissioner Erwin and Commissioner Berg; those voting No, none. Reports The following reports for the month of November, 1957 were presented: Cashier Cemetery Board Police Judge It was moved by Commissioner Berg, seconded by Commissioner Erwin, that the reports be accepted and ordered filed, subject to proper accounting of the shortage on the report of the Police Judge, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Petition to Public Service Commission - Adjustment on Water Rates A petition to the Public Service Conunission for adjustments on water rates to equalize minimum rates on Hat rate and metered users, prepared by the City Attorney at the instruction of the Commission, was presented. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the Mayor and the Clerk of Commission be authorized to sign the petition for the City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Resolution No. 876 -- Intention to Abandon Parking Maintenance District ~o. 72 The City Attorney as instructed has prepared the resolution of intention to abandon Parking Maintenance District No. 72, maintenance of the parking on College Street from Grand Avenue to Seventh Avenue. Resolution No. 876 was presented, entitled: I I I A RESOLUTION OF' THE CITY COMMISSION OF' THE CITY OF BOZEMAN, MONTANA, DECLARING IT TO BE THE I~TENTION Or' SAID COMMISSION TO ABANDON CITY OF BOZEMAN SPECIAL IMPROVEMENT DISTRICT NO. 72 AND TO ABANDON THE MAINTENANCE OF' STREET FARKINGS THEREUNDER, AND DIRECTING THE CLERK OF THE CITY COMMISS ION TO GIVE NOTICE OF SUCH RESOLUTION, ALL PURSUANT TO THE STATUTES IN SUCH CASES MADE AND PROVIDED. Report -- Re: Excavation of Pitch for Storm Sewer on Eleventh Avenue The City Manager, as instructed, has obtained cost figures for extending the storm sewer line on Eleventh Avenue until it daylights to eliminate the deep cut which has been protested as a danger to children in the area. Cost of such an extension would be 8.PIroximately $4,500.00 and the Manager had no recommendation of any way in which the city can legally make such an installation. The City Manager wes instructed to look further into the possibility of fencing that Fortion of the ditch. Purchase of Water Meters Requests from water users for meters has backlogged to the point where 250 to 300 meters are needed to meet reques ts. It is recommended that the City advertise for b ids on these meters. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the Clerk of the Commission be authorized to advertise for bids on approximately 250 to 300 water meters, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Purchase of One-inch Copper Pipe and Httings The Water Superintendent reports the need to purchase one-inch copper pipe and fittings for water I services in the aplroximate amount of $916.00. It was moved by Commissioner Berg, seconded by Commissioner Erwin, ths.t the City Manager be authorized to purchase one-inch copper pipe and fittings in the approximate amount of $916.00, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Claim Claim No. 159 in the amount of $300.00 on the Cemetery Permanent Care for refund to Vardaman C. Wilcox was presented. It was moved by Commissioner Erwin, seconded by Commissioner Berg, that the claim be aplroved and a warrant drawn for its payment, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Berg; those voting No, none. Resignation of Walter R. Sales as Administrative Assistant to Manager The Manager announced the resignation of Walter R. Sales who, since May 1, 1955, has been Administrative Assistant to the City Manager and City Inspector. Mr. Sales has accepted a position as City Manager of Clarinda, Iowa and will take up his new I posi tion as of January 1, 1958. Manager Henderson pointed out that the fosi tion here as Administrative Assistant is and should be one of training for a young man in which to prepare him for a position as a City Manager and Mr. Sales' success, both in the position as Administrative Assistant and in his having been given this fine new pos i tion as a Manbger, speaks most highly for him and for the work he has done here.
