Taylor Interim City Manager SUBJECT:Delegate selection of recruitment firm for the new City Manager to the Interim City Manager MEETING DATE: May 3, 2017 AGENDA ITEM TYPE: Action RECOMMENDATION: Consider the Interim City Manager’s recommendations and provide direction regarding the solicitation of proposals and the selection of an executive search firm to assist the City Commission with the City Manager recruitment selection process. SUGGESTED MOTION: I move to authorize the Interim City Manager to select and enter into a professional services agreement with an executive search firm for city manager recruitment services. BACKGROUND: On April 20, 2017, the City Commission voted to contract with a professional executive search firm that specializes in conducting executive searches to assist the City Commission with the city manager recruitment and selection process. The Interim City Manager and the Human Resources Director solicited proposals from firms that specialize in providing executive search assistance. The scope of work for the elements and tasks include but are not limited to: (1) Develop profile and recruitment strategy. (2) Assist in determining key duties, position description and class specification. (3) Develop outreach strategy. (4) Plan and place advertisements. (5) Review and screen candidates. (6) Prepare and submit semi-finalist candidate recommendations to present to City Commission. (7) Work with City Commission to identify the finalists for the final selection process. (8) Design the final selection process; (9) Perform background checks on at least the successful candidate. (10) assist with negotiations of city manager employment agreement. (11) List the individual or team that will do the work. (12) Provide information about the executive search firm’s references and recent city manager searches. (13) Provide the estimated professional fees and expenses quote and (14) Explain the two-year guarantee. Proposals will be submitted to the Human Resource Director for consideration by May 5, 2017. In order to expedite the executive search firm selection process, the Interim City Manager recommends that executive search firm proposals be reviewed by the Interim City Manager, the Assistant City Managers and the Human Resource Director. This team will review and select a 8 recommended executive search firm and prepare a draft contract for Commission review and approval at a subsequent City Commission meeting.
