The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, January 30, 1957 at 1:00 o'clock P. M. Fresent were Mayor Swanson, Commissioner
Erwin, Commissioner Lowe~ City Manager Henderson~ Administrative Assistant Sales, City Attorney
Lovelace and the Cnerk. The following proceedings were hadl
Minutes of the last regular session were read and it was moved by Commissioner Erwin, seconded by
Commissioner Lowe, that the minutes be approved as read and the motion was carried by the following,
Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe;
Those voting No, none.
Agreement -- Service Agreement for Police & Fire Department Telephones
Special servioes such as fire gong, over-ride facilities~ and other special equipment are furnished
the Fire and Police Departments by the Mountain States Telephone & Telegraph Company. Proposed Agree-
menta were presented by th!t t Company under 'Which the City of Bozeman would save the Mountain States
Telephone and Telegraph Company free and harmless from any claim which might arise from failure of
these telephone special facilities to work or to complete any fire or police call. It was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the agreements be approved and the Mayor
authorized to sign the agreements for the City of Bozeman and the motion carried by the following ~e
and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those
voting No, none.
Abandoning of Hi~hw8Y 191 West of City by State Highway Department
Letter from the State Highway Department was read announcing abandonment of the section of
Highway 191 repla ced by the new relocation of the highway, including the section on South Eighth
Avenue and College Street. Since verbal assurance has been given city officials by members of the
State Highway Department that these streets would be put in good repair before abandonment, the
Commission requested further info~ation as to the status of these streets.
Report of Police Judge Holter
Police Judge Robert M. Holter appeared before the Commission to report on activities of his office
during his first month of duty as Police Judge and to announce certain changes he desires in court
procedure, particularly as to a revised bond schedule he is working on which will be presented to the
Commission on completion.
Folice Chief & Judge to Billings
Police Judge R. M. Holter requests that he and Police Chief Haas be authorized to go to Billings
to study traffic tickets, bond and court procedure in that city. It was moved by Commissioner Lowe,
seconded by Commissioner Erwin, that, it being in the publ ic interest. this travel to Billings by the
Police Judge and the Chief of Police be authorized to be made in a city-owned car and that their
expense for such travel be paid from the General Fund and the motion was carried by the following Aye
and No votet those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those
voting No~ none.
Resolution No. 831 - Re: Flanning }unds
On January 23rd, 1957 Resolution No. 830 was passed end adopted. It authorizes the Mayor to make
application to the Montana State Planning Board as a basis for them to apply to the Housing & Home
F'inance Agenoy for a grant of $8,700.00 to be used by this City, together with matching funds to be
furnished by the City, in carrying out a three year program of city planning. From information now
received from the Montana State Planning Board, it is now fuund that the Housing and Home Hnanoe
Agency will not consider a grant for a program which is of more than two years duration. It is therefore
recommended that a new resolution be adopted to reduce the amount for which application is made to that

which is required to carryon the planning program for two years or $7,~50.00. 10 carry out that
recommendation, Resolution No. 83l was presented, entitled:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA AUTHORIZING THE MAYOR
OF SAID CITY TO MAKE APPLICATION FOR THE SAID CITY, THROUGH THE MONTANA STATE PLANNING
BOARD, TO THE HOUSING AND HOME FINANCE AGENCY FOR A GRANT OF $7,350.00 TO BE USED WITH
MATCHING FUNDS FURNISHED BY SAID CITY OF BOZEMAN FOR EMPLOYING TRAINED AND COMPETENT PER-
SOJli"NEL TO PREPARE A MASTER PLAN FOR SAID CITY OF BOZEMAN.

It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resolution be passed
and adopted and the motion was carried by the following; Aye and No vote: those voting Aye being; Mayor
Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn, and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Swanson~ Commissioner Erwin
and Commissioner Lowe; those voting No, none.
