M. Present were Mayor Swanson, Commissioner Erwin, Commt ssi oner Lowe, City Manager Henderson, Administra tive Assistant Sales, Ci t;.J Attorney Lovelace and the Clerk. The followinG proceedings were had: 1 Minutes of the last regular session were read And it was moved by Commissioner Erwin, seconded by Commissioner Lowe. that the minutes be approved as read and the motion Wfl.S carried by the following Aye and No vote: those votinE Aye being; Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Reports The followinE reports for the month of February, 1957 were presented: Director of F'inance Police Judge Sanitary Inspector It was moved b;y Commissioner Lowe, seconded by Commiss ioner Erwin, that the reports be accepted And ordered filed and the motion was carried by the following Aye and No vote: those voting; Aye beirlE Mayor SWRnson, COTn."'llissioner Erwin and Commissioner Lowe; those voting l~c, none. Zoning -- Grocery Store on South Eleventh at College Bruce Mecklenburg, building contractor~ appeared before the Commission to present his plans for a grocery and drug store in Business District Part II and determine whether such occurancy 1s allow!'1ble in tris district. The Zoning; Ordinance states, in reference to business in this area~ lithe estAbUsh- ment and operati on of smell rete 11 business onlyll. The Commission informed Mr. Mecklenburg that the proposal vvould be taken under advisement. I Traffic - Loading & Unloading; Zone - 11 South Willson M. F. 80hauer appeared before the Commission to complain about mis-use of the "Loading and Un-loading Zone" at his place of bu~dness, 11 So. Willson. Parti0ular rea.son for hiI'! complAint WP,lS that he hed been given a traffic ticket in December for double parking in front of this zone, he had not app...areo on theti cket and was now informed by the Police Derartment that, unless he arpeared wi thin 48 hours, a warrant would be issued for his arrest. Mr. SchAuer Wfl.S informed that he must aI-pear before the Police Judge on the traffi.c ticket and that Police Officers would be instructed to use sfeciel vigilance to insure that the "Loading Zone" in questlon is used only for the purposl'."s for which it is designated. Police Commission Hearing -- Petition of Clyde Ls.tta to be placed on Reserve List Hearing on the petition of Clyde LattA to be placed on the Police Reserve List will be held before the Police Commission at 7:00 F. M. on March 15th, 1957. The Police Commission makes special req uest that the members of the City Commission attend that hearing. Meeting of A. W. W. A. and Sewage Plant Operators The stAte meeting of the MOntana Section. A. W. W. A. and Sewage Plant Oreretors will be held in Great Falls, April 4th to 6th. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that 1 the Water Su{.>erintendent, Sewage Plant Operator. City En::;ineer and City Manager. nr a1 ternates, be authorized to attend this meeting and their expenses be pa id from the Water and S. D. S. Revenue Fund, And the motion carried by the following Aye and No votel those voting Aye beine: Mayor Swanson, Commissioner Erwin and Co@nissioner Lowe; those voting No. none. Claim -- Peter Firsch & Sons, Company Claim No. 7778 of Peter Pirsch & Sons, Co., in the amount of $46.50, for Fire De{-artment equip- ment, was presented. The claim wes subject to a cash discount of 1/2~~ if' paid wi thin 10 days. It was moved by Co;nmissioner Lowe, seconded by Commissioner Erwin, that the claim be aprroved and WarrAnt issued for its payment and the motion was carried by the following Aye and No vote: those 4)tr7 !-. d 2\6 voting Aye beine Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Commissioner Lowe asked Permission to be Excused and Permission was Granted Park Department - Proposed Purchase - Leaf Mill, Rotary Mower and S}rinkler Equipment Park Superintendent Cloninger recommends that a leaf mill at an apl-roximate cost of $575.00, a rotary mower at an approximate cost of' $660.00 and aluminum pipe j rrigating equipment at an approximate cost of $350.00 be purchased for the Park DeI-artment. City Manager Henderson expla ined that the Park fund budget will not permit the purchase of this equipment unless use of the equipment will effect sufficient saving in labor cost to offset the> cos t of the equipment. It was moved by Commissioner Erwin, seconded by Mayor Swansonl that the City Manager investi- gate further and if, in his judgement, these three i terns of equipment or anyone or two of them can be purchased from within the present Park Fund budget, he be and is hereby authorized to make such purchase or purchases and the motion was carried by the following Aye and No vote: those voting Aye beinE Mayor Swanson and Commissioner Erwin; those voting No~ none. Purchese of Used Plymouth Car for Manager & Inspector City Manager Henderson discussed the advisability of purchasing a used car to replace the 1948 Chevrolet now used by himself and the City Inspeotor. 'I'h:ls Chevrolet is in such condition the t it will soon need extensive repairs. Northern Auto Co. has a 1950 Plymouth sedan which appears to be in excellent condition which they will trade for the Chevrolet sedan and $450.00. It was moved by Commissioner Erwin, seconded by Mayor Swenson, that the Manager be and is hereby authorized to make this trade and the motion was carried by the fbllawinE Aye and No vote: those voting Aye being Mayor Swenson and Commissioner Erwin; those voting No, none. Mt. Baldy Sub-division Approved Proposed sub-division plat of E. H. Vogel property on Bridger Road was presented. This sub- division adjoins to the west end of a previously approved plat of Mr. Vogel's. It was moved by Commissioner Erwin, seconded by Mayor Swanson, that the Director of Public Service be authorized to approve the sub-division, and the ID0tion carried by the following Aye and No vote>: those voting Aye being Mayor Swansonl Commissioner Erwin; those voting No, none. Investment of S. D. S. Revenue }unds It was rel.orted tha t investments in the amount of $25,000.00 held in the Sewage Disposal System Revenue Fund will mature on March 15th, 1957. It was moved by Commiss ioner Erwin, seconded by Meyor Swanson. that the Director of Finance be authorized to reinvest the $25,000.00 in U. S. Treasury Notes, and the motion was carried by the following Aye and No vote: those voting Aye be ing Mayor Swanson and Conunissioner Erwin; thoa e voting No, none.
