Streets -- Cleaning; of Snow and Dirt from Streets Members of the Retail Merchants Committee of the Chamber of Commerce appeared before the Commission to inquire about snow remr)Val and washing of strpets. Loren lVarsha1J. Chairma.n of the C::nnm:i ttee. act.ed as spokesman for the group and expressed the merchent.s concern over the delayed removel of snow dur:i.nr; the winter and their desire to have the business district cleanp-d as soon as rossible to elleviete tbe dust problem. The Ci.ty's J:olicy on snow removal was outlined to tl::err. Bnd seemed agreeable. It was agreed that unexpected problems w:ith Bozeman Creek freezing and flooding had interrupted the normal snow removf'l schedule but this was unavoidable. They were further informed that flushing and cleaning of commercial streets was to beEin on this efternoon. It was shown t.hBt. gutter ice conditions and freezing temperatures would not allow an earlier start on this operation. The City' 5 policy on street sweeT-,ing and flushing was then outl:ined and aI.peared acreeable to the vis itin[ committee members. I Streets -- Maintenance of Tenth Avenue & Paving Project Dr. A. L. Vaaheim appeared before the Commission to discuss maintenance of streets in the southwp.st aree of the city, particularly as to drainage, and to seek information on whet progress has been made on pro['osed city-wide street improvements. He was informed of the City's application to the t1. P. F. A. for plannine; funds for a street improvement proEram. He was further informed that every effort would be mede to shape and grade streets in the southwest a ree to improve dra inage. There was considerable discussion on forming; a Citizens (;ommittee on City-wide Str",et Improvements to promote public interest in a program for obtaining adequate imrrover1 streets. The Conunissie>n er;reed to set up a meetinc with interested c~izens in the hope that this group would take the initiative in forming such a committee to promote the program. Request for Loading & Unloading Zone Dr. R. A. Williams Request hes been made by Dr. R. A. Williams for e. Loadine; and Unloading; Zone at his office at 20 110. Tracy Avenue. It was moved by Commissioner Lowe, seconded ty Commiss:i oner Rrwin, that such a zonE' would not be in the general public interest and therefore the request be denied and the motion was carried by the following; Aye and No vote: those voting Aye be:'ing Mayor SWf1n!':on. Commissioner Erwin and Commissioner Lowe; those voting :No, none. 1 Saturday Closing -- Five Day Week for Employees The effect of fl five-de_y work week on the operation of different de:[.a::tments Wfl8 discussed. Trer.,.. hea been publicity to the effect that a five-day, forty-hour worlr week bill WRS passed 'in the State Legislature affecting all public employees. It was determined that no action on this matter wUl be taken by the City until a copy of the lew is available. Water Improvement Project -- Form ot' Easement for Water Line Two suggested easement forms prepared by the City At.torney to be useQ in acquiring right-of-WAY for the wat.er improvement project were presented to the Commission 9t a prev; ous meetine; for their sT11d:l Bnd considerAtion. These f-'roposed easement forms, numbered 11-1 and #2, were discussed. It was ;.~,.t7 218 moved by Commisdoner Erwin, seconded by Commissioner Lowe, that form #1, with the elimination of the clause for re};,lacement of top soil, be apf:roved and used for obtaining right-of-way for the water line and the motion was carried by the followine; Aye and No vote: those voting Aye beir'g Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Engineer to Asrhelt Institute City Engineer Liquin requests permission to attend the Asphalt Institute in Billingsl March 21st. and 22nd. It wes moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Engineer be authorized to attend and his eXF,enses be paid from the General rund, and the motion was carried by the following Aye and No vote: those voting; Aye being; Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Bond of Director of Finance Bond of L. G. Shadoan, Director of Finance. in the amount of $60,000.00 was presented. Terms are the same as present bond which expires April 28, 1958 except for a premium reduction of $l35.00. It was moved by Commissioner Erwin, seconded by Commiss:i.oner Lowe. that the bond be approved and acceptec1, and the motion carried by the following Aye and No vote: those voting Aye being M8yor Swenson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Naming East Main Street Highway #10 east wi thin the clty limits although referred to a.s Eest Main Street has never been designated offidally as such. The City Attorney was instructed to prepare an ordina.nce naming U. S. Highway No. 10 within the city limits east of the east line projected of Lot 5, Block 28, Northern Pacific Addition, l!last Main Street. Sub-division Ordinance Proposed sub-division ordinance es I_resented by the City Engineer was referred to the PlAn Boa rd for their consideration. Agreement -- Proposed Form for Engineer's Work An agreement form setting:; uf chane;es and t,rocedure for work performed in sub- divisions by the Ci ty Engineer's office was presented. It was moved by Commissioner Lowe, seconded by Commissioner Erwin. that use of the proposed ae;reement be approved and the motion carried by the following Aye and No vote: those voting Aye beinE Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those votin(; No, none. Bids for Rouse Street Improvement Letter from Fred Q.uinnell. Jr.. State Hig;hway Department, dated March 151 1957. stated that bid letting for North Rouse improvements has been scheduled for July, 1957.
