Montana April 10, 1957 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, April 10, 1957 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Sales, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the minutes be approved as read and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowej those voting No, none. Purchase of Additional Hyalite Water Declined Possibility of purchasing additional water from the Hyalite reservoir has been discussed by the Commission from time to time. The City now owns or is purchasing 2500 acre feet of the water to be stored in this reservoir. Morrison-Maierle, Inc., consulting engineers on this City's water expansion program, have estimated that this will meet the needs of this City, including anticipated growth. for from 25 to 36 years. Information he.s been received that N. L.. Towne. who has 50 acre feet, Robin McNab who has 150 acre feet, and possibly some others who are purchasing Hyali te water on a time pay- ment basis now propose to sell their equity in that water. The City might be able to purchase this equity by paying the actual net amount these owners have paid to apply on principal under their water purchase contract which, for 200 acre feet, would be approximately $800.00 but it would then be required to either continue the time payments of $1.96 per acre foot per year for an additional 24 years or it would have to pay $5,476.00 in cash to cover the balance due the U. S. government. In view of the fact the. t the City already has purchased or contracted to purchase enough Hyal i te water to meet estimated needs for more than twenty-five years and that it does not have cash on hand wi th which to purchase additional amounts of this water , it was moved by Commissioner Lowe, seconded by Commissioner Erwin, that no additional Hyalite water be purchased at this time, and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowej those voting No, none. Reports The following reports for the month of March, 1957 were presented: Cashier Director of Finance Police Judge It wa..s moved by Commissioner Lowe. seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson. Commissioner Erwin and Commissioner Lowej those voting No, none. Communication -- Montana State College -- Proposed Paving Letter was read from Martin Whalen, Physical Plant Engineer at Montana State College, outlining paving and storm sewer improvements proposed on campus for this year. The purpose of the communica- tion is to coordinate between the City and the College the letting of bids for street improvements anticipa ted by both units during -the year. Gas Pumps on Street Area to be Eliminated Constant complaints have been made regarding the abuse of the privilege which has been extended to certain business places that have gas pumps installed at the curb and the associated restricted parking in the street area adjacent thei r property. It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the owners of the buildings and the operators of businesses where such tanks are installed be notified that the gasoline curb pumps must be eliminated and the restricted parking will be discontinued by May 1, 1957. and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowei those voting No. none. 1 I 1 Installation of Meter -- 28 North Black Since the restricted parking space in front of the clinic at 28 North Black is not deemed to be in the general public interest, it was moved by Commissioner Lowe. seconded by Commissioner Erwin, that the restricted parking space at 28 North Black be discontinued and a meter installed at this location. and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, 1 Commissioner Erwin and Commissioner Lowe; those voting No, none. Bids for S. I. D. No. 382 n North Willson Avenue -- Villard to Short Resolution No. 788, creating S. I. D. No. 382 for the purpose of constructing a pavement projeot on North Willson Avenue from Villard Street to Short Street, was passed and adopted May ll, 1955 and bids were opened June 1, 1955, such bids being rejected since they were over 50% above the engineer's estimate and deemed too high. Further bids may be called at any time wi thin two years after creation of the district but if no bids are accepted within that two year period the district dies. Since there is no reason to believe that the bids would be any better at this time on such a small project, it was decided that bids would not now be called and the district will be later established when it can be bid along with other projects in the area. Owners of property in the district are to be so notified. Purchase of Copper Pipe Wm. Border, Water Superintendent, has recommended the purchase of 2040 feet of 3/4" copper pipe for use in making water service installations. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Manager be authorized to purchase 2040 feet of copper pipe and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner 1 Erwin and Commissioner Lowe; those voting No, none. Librarian to State Meeting Miss Hileman, Librarian. has requested that she be allowed to attend the state Librarians' meeting in Butte, May 3rd to 5th, 1957. It was moved by Commissioner Erwin. seconded by Commissioner Lowe, that the request be granted and her expenses be paid from the Library Fund, and the motion carried by the fbllowing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Erection of Booths on Main Street -- Promotion of Youth Center Request has been made for permission to set up booths on Main Street for the promotion of a Youth Center. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the request be granted and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Poppy Day -- Legion Auxil iary Request by letter has been received from Mrs. J. H. Cox of the American Legion Auxil iary to set Saturday, May 25, 1957, as Legion Poppy Day. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the request be approved and the motion carried by the following Aye and No 1 vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No. none.
