The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, May l5~ 1967 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner
Erwin~ Commissioner Lowe, City Manager Henderson, Administrative Assistant Sales, City Attorney
Lovelace and the Clerk. The following proceedings were hadl
Minutes of the last regular session were read and it was moved by Commissioner Lowe, seconded by
Commissioner Erwin~ that the minutes be approved as read and the motion was carried by the following ~e
and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe} those
voting No, none.
Special Lighting East of Broadway on Main Street
In answer to written inquiry presented by the Montana Power Company at the regular Commission meet-
ing May 8, 1957. and based on benefit to the general public, it was moved by Commissioner Lowe~ seconded
by Commissioner Erwin~ that the City of Bozeman participate in the amount of twenty-five percent in the
cost of installation~ operation and maintenance of a special improvement lighting district if such
district is created on Main Street from Ida Avenue to Switzler Avenue and that such lighting project be
approved subject to the concurrent approval of the State Highway Department on the location of poles,
and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson~
Commissioner Erwin and Commissioner Lowe; those voting No ~ none.
Booth on Main Street -- Tioket Sales for Little International
Request has been made for permission to set a ticket booth on Main Street, Saturday, May 18th,
1957, to sell tickets for the Montana State College Little International Show. It was moved by
Commissioner Erwin, seoonded by Commissioner Lowe, that the request be granted, and the motion carried
by the following Aye and No vote: those voting Afe being Mayor Swanson, Commissioner Erwin and
Commissioner Lowe; those voting No, none.
Delegate to Fire Chiefs' Convention
The annual Montana Fire Chiefs' Convention will be held in Lewistown, June 6th to 8th~ 1957. It
was moved by Commissioner Lowe, seconded by Commissioner Erwin~ that one member of the Fire Department
be authorized to attend this meeting and his expense be paid from the General Fund, and the motion
carried by the following Aye and No vote: those voting Aye being Mayor Swanson~ Commissioner Erwin and
Commissioner Lowe} those voting No, none.
Report
The report of ~e Director of Finance for the month of April, 1967 was presented. It was moved
by Commissioner Erwin~ seoonded by Commissioner Lowe, that the report be aooepted and ordered filed~ and
the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson~
Commissioner Erwin and Commissioner Lowe; those voting No~ none.
Five Day Week for City Offices
City Attorney Lovelace reported to the City Commission that, from his study of all 1957 legisla-
tion relating to offioe hours for public offioes, only H. B. 39 applies to City offices and a liberal
interpretation of this bill can be oonstrued that the 40..hour week applies to them. Mr. Lovelace has
sent inquiry to several cities in the state and all who have replied are now using such an interpretation
of the law and are either operating on a 40-hour week or intend to do so beginning July 1st, 1957. No
aotion was taken at this time on Saturday closing of city offices in Bozeman.
Petitions on Street Improvements -- South of Main Street and West of 8th Avenue
A group of owners of properties in the area between Main $treet and College Street and between
Eighth Avenue and F'ifteenth Avenue have interested themselves in the improvem~nt of all unpaved streets

in the area and have circulated petitions requesting that a Special Improvement District be established
to provide for these improvements. An analysis of the properties represented by signers on these
petitions, made by the circulators of the petitions and City Engineer Liquin, indioates that this
entire area might be established as a Speoial Improvement District to provide a drainage or storm
sewer system for it and that Montana State College would participate to a limited extent in the cost

of such a system. The study further showed that it appears possible and reasonable to establish a
Special Improvement District to provide for installing combination concrete curbs and gutters and
asphaltic pavement on Koch Street from Eighth Avenue to Fifteenth Avenue, on Story and Dickerson
Streets from Eighth Avenue to Fourteenth Avenue, on Alderson Street from Ninth Avenue to Fourteenth
Avenue, on Ninth Avenue from Koch Street to Dickerson Street and on Tenth, Eleventh, Twelfth~
Thirteenth and Fourteen'th Avenues from Kooh Street to College Street. Martin Whelan~ who resides at
1105 w. Curtiss Street~ was present to request that, if a Special Improvement District is established
for paving streets and avenues listed herein, Curtiss Street from Eighth to Twelfth Avenue and all
avenues connecting that section of Curtiss Street to Koch Street be incl uded in the proposed district'.
It was moved by Commissioner Lowe. seconded by Commissioner Erwin, that the City Engineer be
instructed to prepare the necessary data on which these two districts can be created, the question
of whether or not Curtiss Street and avenues connecting it to Koch Street be included to be decided
by the committee who circulated the petitions and, based on the data furnished by the City Engineer.

Petition to Pave Hayes Street ..- Willson to Sixth Avenue
Petitions signed by owners of more than 40% of the property within one..half block of Hayes
Street between Willson Avenue and Sixth Avenue were presented to request that a special improvement
district be established to provide for paving that section of Hayes Street. It was moved by
Commissioner Erwin, seconded by Commissioner Lowe~ that the City Engineer prepare the necessary data
and the City Attorney be instructed to prepare the resolution of intention to create the requested
district~ and the motion carried by 'the following Aye and No vote: those voting Aye being Mayor
Swanson~ Commissioner Erwin and Commissioner Lowe; those voting No, none.
Call for Bids for Water Improvement Projeot
Letter was read from Stanton Aby,Fiscal Agent for the City of Bozeman~ recommending the sale
of $1,200~OOO.00 of water revenue bonds based on his review of the rates approved by the Public
Service Commission. John Morrison of Morrison-Maierle, Inc. recommended to the Commission that they
call for bids on the entire water works expansion and improvement project as originally proposed. He
pointed out that the specifications will include authorization for the City to increase or decrease
the amount of the project or any part thereof up to 26%.

It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the Clerk of Commission
be authorized to advertise for bids for the water works improvement projeot, these bids to be opened
on June 12, 1957, and the motion carried by the following Aye and No vote: those voting Aye being
Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none.
Proposal of Timber Roof for Reservoir
Morrison..Maierle, Inc. have received a request from Timber Struotures~ Inc. that specifications
for the proposed water works projeot include an alternate under which bids could be considered for
a timber roof on the proposed reservoir as well as bids on a re-inforced concrete roof. The matter
was left to the judgement of the consulting engineers as to whether or not possible savings in cost
and Commissioner Lowe; those voting No~ none.

There being no further business to come before the Commission at this time~ it was moved by
Commissioner Lowe~ seconded by Commissioner Erwin, that the meeting adjourn~ end the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Swanson. Commissioner Erwin
