M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Sales and the Clerk. The following proceedings were had: 1 Minutes of the last regular session were read and it was moved by Commies ioner Erwin, seconded by Commissioner Lowe, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson~ Commissioner Erwin and Commissioner Lowe; those voting No~ none. Claims for the Month Claims Nos. 8257 to 8482 were presented on the various funds as follows & Band Cemetery Garbage General Library Park Parking Meter ~ S. D. S. After examination of the claims in detail and checking against the Claim Register~ it was m?ved by Commissioner Lowe, seconded by Commissioner Erwin, that the claims be approved and warrants drawn for their payment and the motion was carried by the following Aye and No vote& those voting Aye being Mayor Swanson. Commissioner Erwin and Commissioner Lowe; those voting No, none. Reporb The following reports were presented for the month of May, 1957& Librarian Police Judge Chief of Police Sewage Plant Operator Electrial Inspector Building Inspector Gas 4: Plumbing Inspector It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote& those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No~ none. Petition to Abandon Parking Maintenanoe District No. 266 Petition signed by owners of property in :Parking Maintenance District No. 256, Sixth Avenue from Cleveland to 28 feet south of Garfield Street. was presented requesting this district to be abandoned. I It was moved by Commissioner Lowe~ seconded by Commissioner Erwin~ that the resolution of intention to abandon the district be prepared and the motion carried by the following Aye Bnd No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Request from Montane State College for Fire Protection Outside Ci~ Letter was read from Martin Whalen, Physical Plant Superintendent for Montana State College, in which request is made for a written agreement between M. S. C. and the City of Bozeman in which the City will agree to furnish fire protection to College property outside the city limits. At present such fire protection is furnished under a verbal agreement between the City and M. S. C. Action on the request was deferred pending securing data from other Montana cities where units of the University system are 27{) located and until further study can be made of the proposal and the effects of precedent which might be set by it. Request to Enlarge Loading Zone at Baxter Hotel Request has been made for enlargement of the loading zone at the Baxter Hotel. The City Manager pointed out that the present arrangement, with one metered stall between the Loading Zone and the Willson Avenue crosswalk, crowds the crosswalk, limits proper use of the loading zone, and creates undue hazard and should be removed. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the one parking stall east of the present loading zone at the Baxter Hotel be discontinued and the zone be extended east but only to the point where it will not endanger the use of the crosswalk, and the motion carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none. Cemetery Permanent Care Investment The Director of Finance reports that the Cemetery Permanent Care Fund has approximately .16,000.00 available for investment or re-investment. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the Director of Finance be authorized to invest aHroximately $16,000.00 in U. S. Treasury Bills, and the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson. Commissioner Erwin and Commissioner Lowe; those voting No, none. Abandonment of Eighth Avenue and College Street as part of Highway #l9l Communication was read from the State Highway Department stating their interest in the maintenance and up-keep of Eighth Avenue and College Street as part of Highway No. 191 ceases as of this date. This reverts the care and maintenanoe of these streets to the City of Bozeman. Report.. Attorney General's Crime Conferenoe Polioe Chief Al Haas appeared before the Commission to make a verbal report on his attendance at the Attorney General's Crime Conference in Helena, May 23rd through 25th. Plan Board Recommendations for Platting of Kirk Property West of City A rough sketch of proposed platting for the Kirk property west of the city and south of Highway #191 was presented to the Commission at their regular meeting May 22, 1957 and was referred to the Plan Board at that time for their consideration and recommendations. The Municipal Plan Board has made the following recommendations as their desired minimum require- ments necessary for acceptable platting of this property: 1. The Board feels that requiring the entire 80 acres to be platted at once is a financially unreasonable request, however~ a plan for the ultimate desired developement of the entire acreage should be presented by the owner and when approved, portions could then be platted in accordance with the plan. Such a plan should be based on the assumption that in the future this ground will be a residential area within the city and as such the large lots and particularly the huge square blooks at the south end are deemed very impractical and unsatisfactory. The Board suggests that lots approximately 75' by 125' would be more reasonable and blocks of a size to accommodate such lots. 2. Before any plan should be accepted, one-ninth of the area exclusive of streets and alleys shoulci be dedicated or deeded for park purposes. 3. The locations of 19th Avenue~ Babcock Street, Olive Street and Koch Street are considered good, advisable~ and necessary to the platting of ground between this property and the city limits. It is the belief of this Board that the large tracts remaining between this street network could receive numerous acceptable treatments if done in accordance to the suggestions in the first recommendation. 4. There should be no access to Highway #191 from 19th Avenue to Olive Street or from Olive Street to Koch Street. The Commission was in agreement with these recommendations and instructed that the owner be noti- fied of these requirements.
