The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, June l2~ 1967 at 1:00 o'clock F. M. Present were Mayor Swanson, Commissioner
Erwin, Commissioner Lowe~ City Manager Henderson, Administrative Assistant Sales and the Clerk. The
following proceedings were had:
Minutes of the last regular session were read and it was moved by Commissioner Lowe, seconded by
Commissioner Erwin~ that the minutes be approved as read and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe;
those voting No, none.
Resolution No. 843 -- Abandoning Parking Maintenance District No. 256
Resolution No. 843, declaring it to be the intention of the City Commission to abandon Parking
Maintenance District No. 256 and setting June 26, 1967 as the date for hearing protests against this
proposal,was presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the
resolution be adopted and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none.
Encroachment Permit -- Bozeman High School
An application from Bozeman District High School to the Montana Highway Commiss ion for a permit
to, at their expense~ extend the culvert crossing Main Street at Eleventh Avenue so as to permit the
High School to build a sidewalk along the west side of their grounds, outside the city limits, and
connect it to sidewalk which they are building inside the city limits on Eleventh Avenue along the
east side of their grounds was presented. 'fhe application has been approved by the District Highway
Engineer. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the application be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Swanson, Commissioner Erwin and Commissioner Lowe; those voting No~ none.
Purchase of Parking Meters for Parking Lots
A proposed agreement was presented under whioh the Dual Parking Meter Company will furnish the
Ci ty of Bozeman eighty-three (83) Dual Parking Meters for 'installation in two parking lots. The
agreed price of the meters is $57.00 each, F. O. B., Statesboro~ Georgia, and, under the proposed
agreement, payment for them would be made by monthly remittance of 50% of the amount collected from
these particular meters until the full purohase prioe of $4,731.00 has been paid. It ~as moved by
Commissioner Lowe, seconded by Commissioner Erwin~ that this agreement be accepted and approved and
that the Mayor and Clerk of the City Commission be and are hereby authorized to sign the same for the
City of Bozeman and the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Swanson~ Commissioner Erwin and Commissioner Lowe; those voting No, none.
Statement as to City's Policy for Water Line Damages
A letter was read which is proposed to be sent to all owners of lands which will be crossed by
water lines in the City's Water Works Expansion and Improvement Project. The letter oonstituted a
statement of policy as to aoquisition of rights of way and settlement for damages caused by this water
line construction. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the letter
be approved and considered as an official statement of policy of this City and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin and
Commissioner Lowe; those voting No, none.
Rental of Rotary Mower
fhe Manager reported on immediate need in the Park Department for a new power mower. The Park
Superintendent recommends securing a 32 inch~ rotary type mower. A Toro mower of this type can be
secured from the Brown Hardware Company on a rental basis at $50.00 per month with any and all

rent paid by the City to be applied on the purchase price of $654.50 on the machine at any time the
City desires to purchase it. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that
the City Manager be and is hereby authorized to acquire this mower on these terms and the motion was
carried by the following Aye and No vote I those voting Aye being Mayor Swanson. Commissioner Erwin and
Commissioner Lowe; those voting No, none.
Notice to Eliminate Driveways and Remove Underground Tanks on South Bozeman at Main Street
The situation on South Bozeman Avenue at Main Street, where operation of a gasoline service station
was discontinued and the station building has stood empty for several months, was discussed. There are
two driveways into this property from Bozeman Avenue and the underground gasoline storage tanks formerly
used at the station are still in place. They have been filled wi th water to provide temporary protec-
tion. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that G. C. Waite be notified
to remove these empty tanks or fill them with sand to provide permanent safety and to replace the curb
and sidewalk in the area of the two unused driveways so that the street area adjacent to them can be
used for normal parking by the general public, and the motion was carried by the following Aye and No

vote: those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting
No, none.
Installation of Water Meters
The matter of installation of water meters was discussed. The Manager reported that approximately
l50 requests are on file for meters to be installed in single family residences. Sjnce meters are
installed at City expense, it would require approximately a i5,OOO.OO investment to install these
meters now on order. Owners have been informed that there would be a delay of two months or more before
any additional meters can be installed. It was agreed that, except for new buildings which are required
to be metered and except in case of emergencies, further installation of water meters will not be made
until the contracts for construction of the Water Works Expansion and Improvement Project are completed
and until actual income under the newly established water rates has been determined by three months or
more of operation under these rates.
Purchase of Surveying Equipment for City Engineering Department
The City of Bozeman will furnish a survey and staking crew to work on the new Water Works
Expansion Program. It is necessary that this crew be equipped with a transit and other surveying
equipment. The value of the required equipment is approximately $850.00, the major item of this cost
being for the transit. While it would be possible to rent a transit, the rental for one season would
go far toward the purchase price of one and it would be advantageous to have a double set of' this
eq uipment in the City Engineer's Department. The Manager requested authority to purchase this engineer-
ing equipment. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that this authority
be granted and the motion was carried by the following Aye and No vote: those votine; Aye being Mayor
Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none.

Bids for Water Improvement Project
This was the time and place set for opening bids on the proposed Water Works Expansion and
Improvement Project. Affidavits of publ ication of notices to bidders were presented, together with
bids from 16 bidders.

and read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
