Econ Dev‐‐‐
Bozeman has no outbound, recruitment‐based economic development activity and this results in
arbitrary/accidental economic development growth.
The Economic Development Policy and the Growth Policy must be truly tactically sympatico, instead our
current Econ Dev approach is a "No Econ Dev Approach" as is evidenced by budget, by direct vs.
arbitrary results., This approach is contradicts Economic Development best practices nationwide, and in
turn imperils the success of any Growth Policy
Annexation‐‐‐
The Mayor’s suggestion of forced annexation shows his profound lack of understanding regarding the
mechanisms of affordable housing. Perhaps incentivized annexation would be a better approach.
Existing Growth Policy‐‐‐
Our existing Growth Policy is an inexecutable, aspirational document vs a tactical, metrics‐based set of
practice guidelines.
Growth Policy Changes—
The act of growing is not the same as the policy of growth.
All Growth Policy, and Planning for that matter, should be based on accountability through metrics‐
based methods‐‐if you can't measure it don't do it.
The largest beneficial impact we can make on the Bozeman Growth Policy through focusing on the
Infrastructure, Land Use, & Annexation aspects of Growth Policy, work on the rest is not a productive
use of our time.
Understanding Historical successes and failures matters‐‐‐ Your best guide to changing policy is to
inquire of both past successful and past failed projects to understand which policies worked and which
did not.
As opposed to the current approach where the city designates nodes prior to achieving needed
"rooftop" counts to actually support such nodes, it would be better to incentivize the developer to, in
turn, incentivize concomitant neighborhood business development simultaneously the construction of
the housing.
Feasibility Analysis‐‐‐
As a persistent regular exercise, making policies that sound good, but are highly infeasible is an exercise
in futility.
Comfortable With Uncertainty‐‐‐
Sticking to any "it/goal/technique" that reflects only the viewpoint/or attempted prognostication at the
origin of the document is an unsound idea. Instead, a metrics‐based approach that responds to current
changes and trends with competent application of technique is a better approach.
