City Hall Building, WednesdaYI June 27. 1956 at I:OO o'clock P. M. Present were Mayor Swanson, Commissioner Lowe, City Manager Henderson, City Attorney Lovelace, and the Clerk. when the following proceedings were had: I Minutes of the last regular session were readl and it was moved by Commissioner Lowe, seconded by Mayor Swanson, that these minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Lowe; those voting No, none. Misc. W & C 1956 -- Requests for Deferment of Order A communication was read from O. I. Jackson, H. G. Cockrum and H. E. Rodeberg requesting deferment on the order to install new sidewalk along their properties on the north and south sides of Block 34, West Park Addition, until after the present growing season. The communication also requested permission to set the sidewalk two feet from the property line instead of the regulation one foot. The signers of the communication were present and were informed that the matter would be taken under advisement for a week in order to make inspection of the property in question. A communication was read from Charles Masten, 622 South 15th Avenue, requesting revocation of the order to construct a new sidewalk on Alderson Street along the south side of his property because the walk would serve few users and because of the financial burden it would put on him at this time. After consideration, it was decided that granting an exception in this case would establish a precedent that would cause trouble in other cases and that no change should therefore be made in the order to Mr. Masten. I Petition for Special Improvement Lighting District on Mendenhall Petitions. signed by owners of property on Mendenhall Street, requesting that a Special Improvement Lighting District be established on Mendenhall Street from Broadway to Seventh Avenue. was presented. Because signers on the petitions represented only property between Third and Church Avenues on Mendenhall, it was decided that the district be set up only between Third and Church Avenues on Mendenhall Street. It was moved by Commissioner Lowe. seconded by Mayor Swanson, that the City Engineer prepare estimates of cost and set boundaries of the proposed district and. based on this information, that the City Attorney prepare a resolution of intention to create the district and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Lowe; those voting No, none. Report: Municipal League Meeting The City Manager reported on the annual meeting of the Montana Municipal League which Mayor Swanson and he attended in Billings, Montana on June 22 and 23, 1956. Encroachment Permit to Remove Trees on North 7th Avenue An application was presented from W. G. Lowe for an Encroachment Permit to remove three trees on North Seventh Avenue in front of his property located between Juniper and Hemlock Streets. It was moved by Mayor Swanson, seconded by Commissioner Lowe, that, subject to concurrent approval by the Montana I Highway Department, the application be approved and the permit issued, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Lowe; those voting NOI none. Application for Planning Funds for Street Improvements Because of difficulties encountered in attempting to establish small special improvement districts to provide for street improvements, the City Manager recommends that plans be developed for paving all unimproved streets in the City where abutting properties are reasonably well built up and where it appears that properties are of sufficient value to warrant having costs assessed against them for paving and similar improvements. The possibility of setting up one or not more than a few large districts appears to have much more probability of owner approval than would be the case in getting such 160 approval for a large number of small districts. It appears that funds may be secured from the Housing and Home Finance Agency with which to carryon planning of this kind. It was moved by Commissioner Lowe, seconded by Mayor Swansonl that the City Manager be instructed to prepare an application for presentation to the Housing and Home Finance AgencYI at the earliest practicable date, for an advance of funds for planning street improvements in accordance with his recommendation and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner The Commission checked the receipts held by the Director of Finance for securities for city funds I Lowe; those voting No, none. Examination of Depository Bonds in the various city banks. After examination of the receipts, it was moved by Commissioner Lowe, seconded by Mayor Swanson, that the securities be approved and accepted and that a list of them be set out in full in the minutes of this meeting and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Lowe; those voting No, none. No. 385 The City Attorney, as instructed. has prepared a resolution of intention to create Special I Improvement District No. 385, paving on South Black from Story to College Street. Resolution No. 811 was presented, entitled: A RESOLUTION OF THE CITY COMMISSION OF' THE CITY OF BOZEMAN DECLA:UNG IT TO BE THE INTEN- TION TO CREATE A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 385 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING A PAVEMENT PROJECT ON SOUTH BLACK AVENUE FROM STORY STREET TO COLLEGE STREET, SAID PAVEMENT PROJEX;T TO INCLUDE THE CONSTRUCTION OF A BITUMINOUS SURFACE WURSE ON THE EXISTING BASE, .AND OTHER WORK INCIDENTAL THERETO. Resolution No. 812 -- Intention to Create S. I. D. No. 386 The City Attorney, as instructedl has prepared a resolution of intention to create Special I Improvement pistrict No. 386, paving on South Willson from Garfield to Grant Street. Resolution No. I 812 was presentedl entitled; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN DECLARING IT TO BE THE INTENTION TO CREATE A SPECIAL IMPROVEMENT DISTRICT NO. 386 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING A PAVEMENT PROJECT ON SOUTH WILLSON AVENUE FROM GARFIELD STREET TO GRANT STREET, SAID PAVEMENT PROJECT TO INCLUDE THE CONSTRUCTION .AND INSTALLATION OF A STORM SEWER LINE, CONCRETE CURBS AND GUTTERS, GRAVEL BASE COURSE, CRUSHED GRAVEL CUSHION COURSE, AND BITUMINOUS SURFACE COURSE. Purchase of Water Meters In order to expedite an order for water meters for the Faculty Housing at Montana State College, it was recommended that the City purchase these meters and sell them to the college. It was moved by Commissioner Lowe, seconded by Mayor Swanson. that the City Manager be authorized to purchase not to exceed thirty 3/4-inch water meters and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl Commissioner Lowe; those voting No, none. Radio & Policemen on Montana State College Campus I Montana State College has made inquiry regarding equiping cars used by their campus police with radio to operate with the Police-Sheriff radio system in Bozeman, also regarding deputizing or making their Campus Police special police, to permit better cooperation and coordination of the campus police and the City's police department operations. Action in the matter was deferred pending further study and investigation.
