HomeMy WebLinkAbout1956-07-05 If') ~ . )1-oJ Bozeman, Montana July 5, 1956 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Thursday, July 5, 1956 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowel City Manager Henderson, Administrative Assistant Walter Sales, City Attorney Lovelace, and the Clerk, when the following proceedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No. none. Claims for the Month Claims Nos. 5589 to 5843 inclusive were presented on the various funds as follows: Airport Band Cemete ry Cemetery Perm. Care Cemetery Suspense Garbage Gene ral Library Park Parking Meter Police Reserve S.D.S. Revenue Street Water $ 500.00 23.51 31075.72 5,000.00 485.00 3,044.46 13,836.19 1,575.85 4,555.07 1,274.66 86.15 7,002.78 9,324.80 8,524.52 Total $58,308.71 The Manager stated that he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recommends that warrants be drawn for their payment. After examina- tion of the claims in detail and checking against the Claim Register, it was moved by Commissioner Lowe, seconded by Commissioner Erwinl that the claims be approved and warrants issued for their payment, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl commissioner Erwin, Commissioner Lowe; those voting NOI none. Misc. W & C 1956 The request of I. O. Jackson, H. G. Cockrum and H. E. Rodeberg, regarding construction of new sidewalk on the north and south of Block 34. West Park Addi tionl presented at the meeting of June 27, 1956, was again considered. It was moved by Commissioner Lowe. seconded by Commissioner Erwinl that the request for an extension of time for the walk to be constructed be granted but that the request to construct the walk two feet from the property line be denied and the motion was carried by the follow- in€; Aye and No vote: those voting Aye being Mayor Swarison, Commissioner Erwin, Commissioner Lowe; those voting No, none. Charge for Fire Calls Outside City Limits It was reported that the City Fire Department has made two fire calls outside the city limits. Officials of the Fire Department recommend the following charges be made for the- calls: George C. Thompson Ray Hill $47 . 50 56.00 It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that statements be mailed in accordance with the recommendations and the motion was carried by the following ~e and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. City Manager to Attend Meeting at Banff The annual meeting of the International City Managers' Association will be held in Banff, Canada, September 16th to 20th, 1956. The City Manager estimated expense for attendance at this meeting at $125.00 and requested authority to attend. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that attendance at this meeting by the City Manager be authorized and that his expenses be paid I I I I :1 I from the General Fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting NOI none. Parking Stall to Advertise Red Cross Blood Drawing Sam Kaisler, Chairman of the Red Cross Blood Bank Program, has requested permission to place a wrecked car in a parking stall on Main Street in front of the Montana Power Company office during the week of July 6th to 12th, 1956 to advertise their monthly blood drawing. After consideration, it was decided that such a request is in the public interest, and it was moved by Commissioner Lowel seconded by Commissioner Erwin, that the request be grantedl and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Reports The following reports for the month of June, 1956 were presented: Librarian Pol ice Judge Fire Chief Sewage Plant Operator Building Inspector Electrical Inspector Water Collector Police Chief Plumbing & Gas Inspector It was moved by Commissioner Erwinl seconded by Commissioner Lowe, that the reports be accepted and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl Commissioner Erwin, Commissioner Lowe; those voting NOI none. 12-Minute Meters at Two Intersections Need for more frequent turn-over in parking in certain areas in the main business district was discussed. The City Manager was instructed to have the parking meters in the end stalls at the inter- sections of Main Street and Black Avenue and Main Street and Tracy Avenue changed to permit not to exceed 12-minute parking and to have the meters and posts specially painted or otherwise marked to show that they are for short term parking only. This change in parking limits in these locations is to be on a trial basis. Request for Directional Sign for Boy Scout Camp Dr. R. A. West, District Chairman of the Boy Scout Council, has made a request for permission to attach a sign to a lamp post on Main Street between Rouse and Church Avenues to direct visitors to the Boy Scout Camp area.in Bridger Canyon. Because similar requests have been denied in the past, it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that this request be denied and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Manager to Missoula, Engineer to Great Falls It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Manager be authorized to go to Missoula to investigate city affairs, particularly as to operations between cities and state educational units, and that the City Engineer be authorized to go to Great Falls to investigate their project for city-wide construction or reconstruction of streets and that expenses for these trips be paid from the General Fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwinl Commissioner Lowe; those voting No, none. Purchase of Copper Fipe and Fittings It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the City Manager be authorized to purchase 1020 feet of copper pipe and some fittings for use in the Water Department and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting NOI none. Fire Insurance on City Vehicles The schedule of values under which fire insurance is carried on City owned vehicles was discussed. The City Manager recommended thatl on vehicles less than two years old, these values be decreased If.i:J l.f)il approximately 30% and, on vehicles more than two years old, the values be decreased approximately 10%. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the City Manager be and is hereby authorized to renew the fire insurance coverage on City owned vehicles in accordance with his recommended schedule of reduced values and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
