M. Present were Mayor Swanson, Commissioner Erwin, City Manager Hendersonl Administrative Assistant vValter Sales, City Attorney 10velacel and the Clerk, when the following proceedings were had: I Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded by Mayor Swansonl that these minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Erwin; those voting No, none. Hearing - Special Improvement District No. 385 This was the time and place set for hearing protests to creating Special Improvement District No. 385 (paving on South Black Avenue from Story Street to College Street). The affidavit of Publica- . tion of the Notice was presented to ~ther wi th the Clerk's Mailing Certificate that all property owners have been notified. There were no protests filed and no one was present to protest. It was moved by Commissioner Erwin, seconded by Mayor Swansonl that the City Engineer prepare detailed specifications and the City Attorney prepare the resolution creating the district, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Erwin; those voting NOI none. Hearing - Special Improvement District No. 386 This was the time and place set for hearing protests to creating Special Improvement District No. 386 (paving on South Willson Avenue from Garfield Street to Grant Street). Miscellaneous W & C 1956 -- Postponement of Order to Construct 1957 of the order to construct a sidewalk on the Tracy Street side of t heir football practice field. It was moved by Commissioner Erwin, seconded by Mayor Swanson, that the request be granted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Erwin; those voting NOI none. Commissioner Lowe entered and was noted present Proposed Platting by E. F. Cass A proposed Plat of land in Granite Addition to the City of Bozeman, which is owned by E. F. Cass, was presented. It was directed that the plat be returned to Mr. Cass for fUrther study and possible changes before official action is taken on it. I Additions to Methodist Church - Willson & Olive An appeal from the First Methodist Church to the Board of Adjustment of t he City of Bozeman was heard before that Board on Monday, July 16, 1956. The appeal was to have set aside an order from the Building Inspector to discontinue remodeling and construction of an addition to the Church at Willson Avenue and Olive Street until such construction is made to comply with the yard requirements of the Zoning Ordinance. Layton Thompsonl Rev. Hugh Herbert, Hugo Eck, John Hurst, Ed Chauner, H. C. Cheever and C. V. Henderson represellting members of the Methodist Church appeared before the Commission in connection with the appeal. The appeal had been denied before the Board of Adjustment and these men sta ted that they had additional information which they fel t should be cons ide red and which might It,)8 be grounds for the re-oFening of the hearing on the appeal. Procedure under the Zoning Ordinance was explained to them and it was pointed out that, if they do have new evidence of sufficient importance to warrant a re-opening of the hearing;, that evidence should be presented to the Board of Adjustment with a request for such re-opening. Rentals -- Police Cars Mr. Dean Chaffin of the Northern Auto Company was present to discuss the agreement under which Police cars are now rented from that firm. He pointed out that because of increases in prices of new cars, the cost of maintenance on the cars, and the proportionate lower used car values, it would be impossible to continue at the present rental agreement for longer than one year. The present agreement provides for rental of $124.00 per month on a sedan and $100.00 a month on a Station Wagon. He proposed that the rental should be raised to $125.00 a month on each car and that the Police use two Station Wagons instead of one sedan and one Station Wagon. The matter was taken under advisement. ReFort of Recreation Board Meeting of July 17th An extract of minutes of the meeting of the Recreation Board of July 17, 1956 was read wherein that Board reconunends thatl where a schedule of admission fees has been established for any recreational facility of the City of Bozeman, no person be permitted use of such facilities without the payment of the scheduled fee and that only persons regularly employed by the City should be permitted to conduct organized classes for instruction in any recreational facility operated by the City. The recommenda- tions were concurred in by the City Commission. Report of Street Improvement Investigation City Engineer Waldorf reported to the Commission on information he received in Great Falls regarding their city-wide street improvement program. Budget for 1956-57 The City Manager presented and explained the proposed budget for the fiscal year ending June 301 1957. Ordinance No. 791 was presentedl entitled: .AN ORDINANCE APPROPRIATING MONIES FOR EXPENDITURES DEEMED NECESSARY AND IN ACCORDANCE WITH BUDGETORY REQUIREMENTS FOR MAINTENANCE ETe., OF 'IRE MUNICIPAL GOVERNMENT OF THE CITY OF BOZEMAN, MONTANA FOR THE FISCAL YEAR ENDING JUNE 30, 1957. It was moved by Commissioner Lowe, seconded by Conunissioner Erwin, that the ordinance be provisionally passed and July 25, 1956 be set as the date for public hearing, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. De I ega te to Sta te Fi remen 's Conven ti on The Montana State Firemen's Association will hold their annual meeting in Livingston this year. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that two delegates from the Fire Department be authorized to attend this meetingl the expenses of one delegate to be paid from the General Fund. and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Waldorf to Meeting in Helena A meeting of the City Engineer's Advisory Committee to the Highway Fac! Finding Committee has been called for Wednesday, July 25th, 1956 at Helena, Montana. City Engineer Waldorf is a member of this committee. It was moved by Commissioner Lowel seconded by Commissioner Erwin. that attendance of City Engineer Waldorf at this meeting be authorized and his expenses be paid from the General FundI and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl Commissioner Erwin, Commissioner Lowe; those voting NOI none.
