HomeMy WebLinkAbout1956-07-25 170 Bozeman, Montana July 25, 1956 The Commission of the City of Bozeman met in regular session in the Commission Rooml City Hall Building, Wednesday, July 251 1956 at I:OO o'clock P. M. Present were Mayor Swansonl Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Walter Sales, City Attorney Lovelace, and the Clerk, when the fbllowing proceedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwinl Commissioner Lowe; those voting No, none. Hearing - Budget for 1956-57 This was the time and place set for hearing of protests on the budget or appropriation ordinance for the fiscal year ending June 30th, 1957. Affidavit of publication of the Notice of Hearing was presented. No one was present to protest and no protests had been filed. The Appropriation Ordinance was ordered published. Airport - Hearing of Pacific Northwest Service Case Mr. Don Bennett, as a member of Gallatin Field Board, appeared before the Commission to explain a hearing expected to be held in Montana in the near future before the Civil Aeronautics Board on their Docket No. 4192, the "Pacific Northwest Local Service Case". This case deals with existing or proposed air service to all principal points in Montana. Gallatin Field Board recommends strongly that Bozeman and Gallatin County should be represented at this hearing. Mr. Bennett presented a proposed petition for "Permission to Intervene" at this hearing, this petition to be signed by authorized representatives of the City of Bozeman, Gallatin Field Board and the Bozeman Chamber of Commerce. It was moved by Commissioner Lowe, seconded by Commissioner Erwinl that, conditioned on the signature of an authorized representative of Gallatin County also being secured on the petition, the Mayor be and is hereby authorized to sign it for the City of Bozeman and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Bids -- Misc. W & C 1956 It was moved by Commissioner Erwin, seconded by Commissioner Lowel that the Clerk of the Commission be and is hereby authorized to advertise for bids on construction and/or repair of side- walks in accordance with the list prepared by the City Engineer of sidewalks to be repaired, replaced or built as new sidewalk in 1956, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Salary Ordinance Ordinance No. 790 setting the salary of the City Manager, employees of the City Commission, and heads of departments for the fiscal year ending June 30th, 1957, was presented, entitled: AN ORDINANCE OF THE CITY OF BOZEMAN, MONTANA, FIXING THE MONTIlLY SALARY AND OFFICIAL BOND OF TIlE CITY MANAGER, THE HEADS OF D~FARTMENTS, AND THE EMFLOYEES OF THE CITY COMMISSION AS REQUIRED BY LAW. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the ordinance be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Police Car Rentals Continuance of renting cars from the Northern Auto Company for the Police Department discu8sed at the last regular meeting, was further discussed. Police cars now in use were equipped with automa- tic transmissionsl power brakes and power steering. Power steering was later removed from them. The I I I I I I City Manager was instructed to secure quotations from the Northern Auto Co. on monthly rental on cars 171 without these extra features. Widening of North Third Avenue and Installation of Parking Meters County Commissioners of Gallatin County have requested that parking meters be installed on the west side of North Third Avenue between Main and Mendenhall Streets. To make such an installation satisfaotori1y it will be necessary to remove that part of the present pavement extending from the original gutter line up to the level of the sidewalk, to build new curbs or oombination curb and gutter with the outer face of the curb 7i feet from property line and to extend width of present sidewalk or to build new sidewalk to join the new curb. The City Manager was authorized to have the requested parking meters installed provided Gallatin County has the neoessary new curbs installed and the side- walk extended to the new curb line. Meeting with School Board to Discuss Future Planning The Sohool Board of District No. 7 has requested a meeting of representatives of the Plan Board, City Commission and the City Engineer's Office to discuss proposed planning west of the CitYI which will be held July 30, 1956. Purchase of Road Oil from Highway Department The following resolution requesting the purohase of 25,000 gallons of road oil from the State Highway Department was presented: RES 0 L UTI 0 N WHEREAS the City of Bozeman will have need during the fiscal year July 1, 1956 - June 30, 1957 for road oils for use in repairing streets and for sealing certain sections of existing pavement wi thin the City, end WHEREAS the City of Bozeman does not have proper facilities for handling and storing the needed quantities of such oilsl and WHEREAS the Montana State Highway Department does have storage facilities and normally does have quantities of the required types of oils stored in Bozeman from which it can supply the quantities needed by the City of Bozeman, NOW, THEREFORE, BE IT RESOLVED: That an emergency does exist relative to the proourement of road oils by the City of Bozeman and the City Manager is hereby authorized to pur- ohase from the Montana State Highway Departmentl from its stocks in storage in Bozemanl approximately twenty five thousand (25,000) gallons of road oil, this to be purchased from time to time during the fiscal year, July 11 1956 _ June 30, 1957, as needed by the City of Bozeman for repair and sealing of existing pavements, and these quantities of road oils to be purchased at cost plus normal handling charges. One Way Streets In further discussion of possible "One-way" streets and with particular reference to Babcock and Mendenhall Streets, the City Manager was directed to secure all possible data on traffic conditions on these streets which would have bearing on whether or not these streets should be made "One-way".
