Pursuant to call by Mayor Arnold M. Swanson I this emergency special meeting of the City Commission
of the City of Bozeman was held in the Commission Room, City Hall Building at 10:00 o'clock A. M. on
Thursday, August 16, 1956. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City

Manager Henderson, Administrative Assistant Sales, City Attorney Lovelace and L. G. Shadoan, Clerk of
the Commission. Also present were Robert 1. Rampy, Agent of the Teamsters' Union, Ray Marks, Ag;ent
of the Laborers' Union, George Purvis, Representative of the Western Conference of the Teamsters'
Union, and J. H. Morrow, Attorney for Union representatives.
Consideration of Counter Proposal for Settlement of Labor Dispute
The City Commissionl at its regular meeting held yesterday, August 15, 1956, presented a proposal
to the employees of the City who are on strike which proposal is set forth in full in the minutes of
the. t meeting.
Mayor Swanson explained that the purpose of this meeting is to consider a counter proposal to be
presented by Union Agents Rampy and Marks as spokesmen for City employees who are on strike. The
counter proposal was:
1) In paragraph one of the city's proposal of August 15th, where lOt an
hour appears, that figure should be changed to 15t per hour.
2) If the law permits, any pay increase authorized by the proposed
election will be made retroactive to July 1, 1956.
3) That employees on strike receive full pay for time lost during the

strike.
4) Assurance requested that there be no discrimination against employees
for union activities.
5) In the paragraph of the City's proposal which states, "and, if the
propos i tion is defeated, they will continue in their present positions
at the existing wage and salary scale", that that part of said para-
graph be stricken out.
After thorough discussion of each of the five points it was agreed that point No. 1 would be
granted; point No.2 would be granted conditionally as may be permitted by law; point No.3 would not
be granted; point No. 4 would be granted, and that point No. 5 would not be granted.
Based on mutual agreement between Union representatives present and the City Commission, the
Union representatives assured the Commission that all men would return to their regular jobs at 1:00
o'clock F. M. on this date unless they might be absent from the City.
Adjournment
There being no further business to come before the Commission at this time, it wae moved by
Commissioner Erwin, seconded by Commissioner Lowe, that the meeting adjourn and the motion was ca~ried

by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin,
Commissioner Lowe; those voting No, none.
