There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. E. Action Items 06:43:10 PM (00:42:24) Continue Review & Consideration of Draft Article 5 UDC update Presentation and work session to review the draft Article 5 – Project Design. Site design includes block frontage standards, site planning and design elements, and building design. Public hearing on Article 5 is tentatively scheduled for March 14, 2017. (Rogers) 06:44:05 PM (00:43:19) Planner Tom Rogers explained that Article 5 includes the Development Review Zoning requirements integrated with the Design Objectives Plan. 06:45:24 PM (00:44:38) Rogers stated that the city proposing being more permissive for minor improvements to sites without bringing them into full compliance. 06:46:10 PM (00:45:24) Rogers reviewed project design including site planning, design elements and building design. 06:49:05 PM (00:48:19) Rogers emphasized the importance of designs functioning for non-motorized circulation – that pedestrians have easy access to sidewalks, pathways and bicycle facilities. 06:52:52 PM (00:52:06) Rogers reviewed parkland and usable residential open space including common open space, private yards, balconies, and indoor recreation areas. Parkland and open space are separate entities. 06:59:42 PM (00:58:56) Connection between new Urban Design Manual and Article 5 is discussed. Rogers explained that the design manual is a resource and is not regulatory, but a suggestion for improved design. 07:07:08 PM (01:06:22) Rogers reviewed Service Support considerations including screening and mechanical equipment. 07:08:51 PM (01:08:05) Building design including character, building details and materials. 07:10:43 PM (01:09:57) Presentation is paused while board members ask questions and comment on certain areas of Article 5 thus far. Board members Happel, Pape and Morris commented. 07:22:54 PM (01:22:08) Rogers responded to their comments and summarized the departure process and when it is considered. Rogers clarified that departures, when addressed in project submittal, do not add any time or cost to review process. 07:32:30 PM (01:31:44) Board Member Pape commented that there should be a trial period where the new code changes are tested on a number of projects to ensure they can be successfully implemented. Rogers responded that they have been testing the new code on B2-M zoning (Midtown). Rogers continued that they may be able to further testing and that there is still time before the updated code is implemented. Board Members and Rogers continue with discussion on balance between specific requirements and relaxed requirements and the effect that can have on architectural design and the risk of repetition. 07:47:08 PM (01:46:22) Rogers continued with building design portion of presentation for non- residential and mixed use buildings, touching on window design, roofline, entrances and blank wall treatment. 08:03:52 PM (02:03:06) In response to Board Member Neubauer’s request to include acoustic standards in the code, Planner Chris Saunders clarified that they tried to regulate this at one time, but that it was not enforceable and difficult to measure. 08:07:09 PM (02:06:23) Board Member Waterton asked about required building materials for non- residential structures. This prompted a discussion on whether a deviation is possible 08:11:20 PM (02:10:34) Rogers resumed the presentation with the topic of the Design Review Board (DRB) and the projects they participate with. The city is proposing that the DRB be involved in any project that has 20 or more dwelling units, 30K sq. ft. of commercial, parking, large scale PUDs and any structure with more than 4 stories. F.
