NURB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Northeast Urban Renewal Board MEETING DATE: May 1, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to five members to the Northeast Urban Renewal Board with the following terms: One business owner position term ending July 31, 2017 (Bobbi Clem) One at-large position term ending July 31, 2020 (John Usher) One resident position term ending July 31, 2017 (Daniel Doehring) Two members to the non-voting positions with terms ending July 31, 2017, and July 31, 2019. BACKGROUND: The Northeast Urban Renewal Board currently has one voting at-large term that ends on July 31, 2020. One voting business-owner term with an expiration date of July 31, 2017 and one voting resident member position with a vacant term of July 31, 2017. Two non- voting vacant positions with terms of July 31, 2017 and 2019 respectfully. There are five applications on file for these positions. This board is established under Section 7-15-4232 of the Montana Code Annotated. It consists of five members who serve staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred composition of the voting members shall be: 2 business owners of businesses within the district; 2 residents from within the district; 1 member at-large. Voting members must reside within city-limits or own property within the district. The board shall be responsible to: 425 (1) develop plans which implement the vision of the district; (2) review on an ongoing basis the operation and processes of all public agencies to assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan. I have a background in design and project 427 management, and I am passionate about sustainability and preservation and adaptive reuse of older buildings and neighborhoods. We now own 3 buildings which we have renovated in the 800 block of N. Wallace, which we have converted from industrial uses to 10 tenants that now are rented to small creative professionals. As the father of a young daughter, I hope to help assist in the guidance of progress that is changing the face of where she herself will grow and flourish. As 435 the founder and president of The Cottonwood Club, a community arts non-profit, I have several years experience in a community-oriented leadership role. As a Navy veteran, I have worked alongside and taught people from all walks of life, allowing me to successfully transcend bias and apathy, which are all too common in community service. In my role as artistic director of the Rialto, I am fortunate to be able to act out many different roles to move along the greater vision of the space and I would like to bring this quality to the NEURB.
