The Commission of the City of Bozeman met in regular session Wednesday, September 19, 1956 at 1:00
o'clock P. M. in the Commission Room, City Hall Building. Present were Mayor Swanson, Commissioner Erwin,
Commissioner Lowe, Administrative Assistant Sales, City Attorney Lovelace and the Clerk of the Commission.
Minutes of the last regular session were read, and it was moved by Commissioner Lowe, seconded

by Commissioner Erwin, that they be approved as read, and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting
No, none.
Graveling; in Mnrwyn Addition
Jess Kilgore, representing the Bridger Developement Co., appeared before the Commission to request
that the City complete graveling in the Marwyn Addition as soon as possible. The Commissioners requested
that a check be made with the Street Department to determine when this work may best be done and that the
Bridger Developement Co. be notified as soon as possible when the City may complete the graveling.
Bids for 3-wheel Cycle
This was the time and place set for opening bids on a 3-wheel motorcycle for use in the Police
Department. The affidavit of publication of the Notice to Bidders was presented. No bids having been
received it was directed by the Commission that the Chief of Police and the City Manager make further
inquiry and advise the Commission at the next meeting.
Resolution No. 820 -- Creflting S. 1. L. D. 388
The City Attorney, as instructed, has prepared the resolution creating Special Improvement Lighting
District No. 388 (ornamental lighting on Mendenhall Street from Third Avenue to Church Avenue) entitled:

MENT DISTRICT, TO BE KNOWN AS SPECIAL IMPROVEMENT LIGHTING DISTRICT NO. 388 FOR THE PURPOSE OF
OPERATING AND MAINTAINING A LIGHT]NG SYSTEM TO LIGHT MENDENHALL STREET FROM THE EAST LINE OF
NORTH THIRD AVENUE TO THE WEST LINE OF NORTH CHURCH AVENUE, SAID LIGHTING SYSTEM TO BE INSTALLED
AND PAID FOR BY THE MONTANA POWER COMPANY, ALL UNDER THE AUTHORITY OF AND IN CONFDRMITY WITH
SECTIONS 11-2246 to 11-2257 INCLUSIVE, OF THE REVISED CODES OF MONTANA, 1947, PURSUANT TO AND
IN CONFORMITY WITH COMMISSION RESOLUTION NUMBER 815 OF SAID CITY COMMISSION AS PASSED AND
ADOPTED BY SAID C IrY COMMISS ION ON THE 22nd DAY OF AUGUST, 1956.
It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resolution be passed
and adopted and the motion was carried by the- following Aye and No vote: those voting Aye being Mayor
Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Communication -- Re: Restricting Parking on One Side of East Story Street
A letter from James Nickerson was read requesting the. t parking be restricted on one side of East
Story Street from Tracy Avenue to Church Avenue. Having been informed by Walter Sales that this was
an average width street the Commission did not deem it advisable or necessary to propose restricted
parking at this time.
Report
The report of the Director of Finance for August, 1956 was presented. It was moved by Commissioner
E~in, seconded by Comndssioner Lowe. that the report be accepted and ordered filed and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin,

Communication -- Re: Citizens Committee on Recreation - Baseball
A letter from the Citizens Recreation Committee, Pete Vavich, Chairman, was read outlining objectives
they would like to see accomplished to promote the baseball program for the coming year. The objectives
were as followsl
1. Borrow irrigating equipment from Dr. Williams (we have his pe rmission) and/or from the
County to properly water the field if reseeded.
2. The Formulae for the correct seeding of a baseball park is available from Dr. Williams.

3. Repair and paint the Grandstand.
4. Repair and maintain the latrines.
5. A new backstop of unclimbable galvanized wire.
6. The field watered, mowed and rolled during the playing season.
7. The old light poles now existing to be taken down and new 65' baseball poles be installed.
We feel that checking wi th the County would be advisable as to the using of the poles now
on High School Field as they will not be using them when the new high school field is
ready.

8. Two additional poles are needed in the outfield.
9. Need new transformer to accommodate additional lights--present one is overloaded even
with the lights now in use.
10. Proper lighting should be installed. We feel that 80-100 lights are needed to come close
to the 20 lumens needed in the infield and 15 lumens in the outfield. At the present
time, the lumen count in the infield is between 5-7 lumens and in the outfield the meter
barely registers.
11. WE ALSO FEEL VERY STRONGLY THAT THE CITY SHOULD EXERCISE THE OPTION FOR A~UIRING THE
GALLATIN COUNTY HIGH SCHOOL PRACTICE FIELD JUST TO THE NORTH OF THE PRESENT NORTH SIDE
BASEBALL PARK. The field would make a beautiful park for two Pee Wee Parks and could also
be used in many ways for recreation.
This letter had been presented to the City Recreation Board at a special meeting Tuesday, Sept.
18, 1956. The Recreation Board recommended that items 1 through 6 be considered immediately and such
work begun if the budget will allow. They further recommended that items 7 through 11 be further
investigated by the Citizens Recreation Committee, especially regarding cost, and that more complete
information be presented. The City Commission indicated support of the Recreation Board's recommenda-
tions and requested that the Citizens Committee be notified of work already begun on some of their
objectives.
Resolution No. 821 -- Assessing S. I. D. 383

The Resolution levying the assessment for S. I. D. 383 in the amount of $3,800.00 was presented,

It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resolution be pro-
visionally passed and adopted and September 26th, 1956 be set as the date for hearing protests, and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl Commissioner
Erwin, Commissioner Lowe; those voting NOI none.
Resolution No. 817 -- Final Adoption -- Sprinkling; Assessment
This was the time and place set for hearing protests to levying the assessment for street
sprinkling; for the year 1956. No protests have been filed and no one is present to protest. Resolution
No. 817 was presented, entitled:
A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESS-
MENT OF TAXES UPON ALL THE PROPERTY IN STREET SPRINKLING DISTRICTS OF THE CITY OF' BOZEMAN,
COUNTY OF GALLATIN, STATE OF' MONTANA, TO DEFRAY SEVENTY-FIVE PERCENT OF' THE COST OF SPRINKLING

It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the resolution be finally

Resolution No. 818 -- Final Adoption -- Lighting Assessment
This was the time and place set fDr hearing protests to levying assessment for street lighting
maintenance for the year 1956. No protests have been filed and no one is present to protest. Resolution

Resolution No. 819 -- Final Adoption -- Parking Maintenance
This wes the time and place set for hearing protests to levying assessments for parking maintenance
for the year 1956. There having been no protests filed and no one present to protest, Resolution No.
819 was presentedl entitled:

It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the resolution be finally
passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being

Froposed Plats -- Msrgueri te Kirk and Durston Realty Co.
Two suggested plats for the Durston Realty property located between Babcock Street and Highway #191
and one suggested platting for the Marguerite Kirk property between Babcock Street and Highway #191
were presented. The plats were accompanied by a letter from H. A. Bolinger, Jr., attorney for the two
property owners, questioning whether or not such plats would be approved by the City and, if not,
what changes would be necessary. It was moved by Commissioner Lowe, seconded by Commissioner Erwin,

that these proposed plattings be referred to the City Plan Board for their consideration and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner
Lowe, Commissioner Erwin; those voting NOI none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwinl
Commissioner Lowe; those voting No, none.
