PUBLIC COMMENT 10:03:55 AM Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda. Please limit your comments to three minutes. There was no public comment. C. MINUTES – January 27, 2016 10:04:40 AM The minutes from the January 27, 2016 meeting were moved, seconded and approved. D. SPECIAL PRESENTATION Transportation Master Plan Update (Jeff Key – Robert Peccia and Associates (RPA)/Craig Woolard) 10:06:08 AM Jeff Key gave an update on the progress of the Transportation Master Plan update. He spoke about public outreach and mentioned that the next public meeting will take place on May 12. He mentioned the goals and performance measures of the project and explained how his group determined growth rate, population and employment projections. He spoke about different aspects of the project that his team has been working on and also about tasks that they have not yet begun. Jeff plans to have a summary memo available as soon as next week. The last topic he spoke about was the schedule. This project was estimated to take approximately a year. At a year, they plan to present a draft report. A draft should be available to the public in September. E. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of the TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) 1. Transit Committee 11:11:37 AM Dan Martin shared that there has been an increase in use for the SkyLine route to Big Sky. The summer schedule will begin May 9 for Streamline. He shared that there’s been an increase in issues with the homeless and mentally ill. 2. Gallatin County (Commission, Planning Board, Road Department) 11:15:10 AM Steve White mentioned that the County Commission approved a grant application for the Nixon Bridge project. This grant would cover a portion of the costs while the local residents are supportive of an RID. Chris Scott spoke about a report that has been put together for issues with transportation around Big Sky. 3. City of Bozeman (Commission, Planning Board, Engineering Department) 11:17:37 AM Wallace Avenue reconstruction will begin this summer. The City is working on right-of-way acquisition for the Baxter/Davis project. 4. Bicycle Advisory Board 11:18:29 AM BABAB gave a presentation to the Commission related to priorities. They are also renewing their Bicycle Friendly Communities designation. Bike to Work Week planning has been turned over to the Gallatin Valley Bike Club. 5. Pedestrian and Traffic Safety Committee 11:20:09 AM The PTS Committee has been discussing the shared path between Belgrade and Bozeman as well as missing sidewalks on East Koch. 6. Montana Department of Transportation 11:20:51 AM There will be a Kagy Reconstruction public meeting tomorrow. For Rouse Avenue, tree removal has taken place and utility poles are being moved. The reconstruction should begin next year. They are working with the City on coming up with a traffic control plan. MDT is also initiating the Frontage Road Corridor Study. They will be presenting this study to the TCC and have stakeholder and public meetings. 7. Montana State University 11:27:52 AM The Kagy Reconstruction continues to be a high priority. MSU has also contracted with TD & H for design improvements to Garfield on the east side of S. 19th, through the Hedges Complex to 11th. The actual improvements have not been funded at this time. 8. Other TCC Member/Committee Reports 11:29:27 AM None F. OLD BUSINESS 11:29:38 AM There was no old business. G. NEW BUSINESS 11:29:42 AM Amendment of 2007 Bozeman Area Transportation Master Plan – Ralph Zimmer 11:29:48 AM Ralph discussed the separated shared use pathway along the entire stretch of Frontage Road between Belgrade and Bozeman that has received support from various local groups including the Bozeman (Area) Pedestrian and Traffic Safety Committee that Ralph chairs. He mentioned the letter that was received from the Montana Department of Transportation stating that the pathway would not be included in the Slope Flattening Project. The shared use pathway was included in the City’s Parks, Recreation, Open Space and Trails Master Plan (PROST) but not in the 2007 Bozeman Area Transportation Plan. Chairman Lashaway opened up the discussion for public comment. 11:38:34 AM Marilee Brown spoke for Citizens of Safer Bozeman and Gallatin County. They will present a petition calling for the City of Bozeman, Gallatin County and Montana Department of Transportation to work together on this project. She mentioned the inclusion of the shared use pathway in the PROST plan but would like to see the 2007 Bozeman Area Transportation Plan amended to also include the pathway as well. 11:42:45 AM Ralph moved to adopt the statement “The 2007 Bozeman Area Transportation Master Plan shall be amended to show a separated shared-use bicycle/pedestrian path along the frontage road from Bozeman to Belgrade.” Craig seconded the motion. The committee discussed the motion. Jeff Krauss mentioned that if the motion fails, he’d like to see the City and the County write separate letters to the Montana Department of Transportation showing support for the path. 12:33:36 PM Voting was as follows: Yes – Ralph Zimmer and Craig Woolard No – Bob Lashaway, Steve White, Chris Scott, Jeff Krauss, Bill Brownell, Katie Potts, Jennifer Nelson, Dan Martin, Sam Gianfrancisco and Bill Cochran The motion fails. Jeff Krauss moved to hold a special meeting to determine how to move forward and to clean up the intentions of a shared use path. Ralph seconded the motion. Bob Lashaway and Chris Scott would like to see this discussion not be limited to Frontage Road and include other stakeholders, including the City of Belgrade. Jeff stated that the goal of the meeting should be to determine the statement the group would like to make about the path. The motion passed unanimously.
