The Commission of the Ci~ of Bozeman met in regular session in the Commission Room, City Hall
Buildingl WednesdaYI December 26, 1956 at 1100 o'clock P. M. Present were Mayor Swanson. Commissioner
Erwin, Commissioner Lowel City Manager Hendersonl Administrative Assistant Sales, City Attorney Lovelace
and the Clerk. The following proceedings were had:

Minutes of the last regular session were read and it was moved by Commissioner Erwin. seconded by
Commissioner Lowe. that the minutes be approved as read and the motion was carried by the following
Aye and No vote; those voting ~e being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those
voting NOI none.
Examination of Depository Bonds & Securities
'ilie Commission proceeded to check the Custodian's Receipts of Depository Bonds to cover the City's
deposits in the various city banks. and found the bonds sufficient to cover deposits. It was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the bonds be approved and list of them be set
out in full in these minutes, and the motion was carried by the following Aye and No vote: those voting
~e being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting NOI none.

This is to certify that we, the Commission of The City of Bozeman. in compliance with
the provisions of Section 16-2618 R. C. M. 1947, have this day examined the receipts of
the Federal Reserve Bank of Minneapolis for the Dp.pository Bonds held by the Director of
Finance as security for the deposit of city funds held by the several banks of Bozeman and
find them to be as above statedl and are hereby accepted and approved.

The Water Collector's report for the month of December, 1956 was presented. It was moved by
Commissioner Erwin, seconded by Commissioner Lowe, that the ref-ort be accepted and ordered filed and
the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson,
Co~~issioner Erwin and Commissioner Lowe; those voting NOI none.
Announcement of Appointment to Education Council
Mayor Swanson announced the appointment of John G. Parkerl Chairman of the City Recreation Board,
to represent the City of Bozeman on the Advisory Board of the Community Adult Education Council.

Request to Transfer City License -- Gallatin Farmers Company
A proposed letter was presented and read to be in answer to the re~uest of the Gallatin Farmers
Company, dated December 12, 19561 to transfer their business license from 125 No. Wallace Avenue to
411 No. Sev~lth Avenue. The proposed letter points out that City Licenses are not transferable and
suggests that the Gallatin Farmers Company apply for e new license, to be effective from January 1,
1957, to conduct business at 411 No. Seventh end that they clearly state in their application whether
they are applying for a wholesale or retail license or both.
It was moved by Commissioner Erwin, seconded by Commissioner Lowel that the letter as presented and
read be sent to the Gallatin Farmers Company and the motion carried by the following Aye and No vote:
those voting Aye being Mayor Swanson, Commissioner Erwin and Commissioner Lowe; those voting No, none.
Appointment of Police Judge -- Robert M. Holter
Police Court Judge Lloyd M. Johnson retires December 31, 1956. After consideration of applications
for this position which have been received, it was moved by Commissioner Lowe, seconded by Commissioner
Erwin I that Robert M. Holterl local attorneYI be appointed Police Judge, effective January 1, 19571 and
the motion carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner
Erwin and Commissioner Lowe; those voting No, none.
Legislative Program Discussed
Senator elect Carl Lehrkind, Jr. and Representatives elect Harrison Reeder and Walter L. Sales and
members of the Gallatin County Board of Commissioners Allan Hargrove, Charles Cramer and George Stucky
and County Commissioner elect Lewis Huffine were present at the invitation of the City Commission to
discuss legislation proposed to come before the 1957 State Legislature. Proposed legislation which
particularly concerns cities and counties was discussed and legislation pointed out that is needed to
aid the City of Bozeman in particular.
Meeting of Legislative Committee
A meeting of the Executive Committee end the Legislative Committee of the Montana Municipal League
will be held in Helenal December 28, 1956. It was moved by Commissioner Lowe, seconded by Commissioner
Erwin, that the City Commissionersl City Manager and City Attorney, or alternates, be authorized to
attend and the motion carried by the following Aye end No vote: those voting Aye being Mayor Swanson,
Commissioner Erwin and Commissioner Lowe; those voting No, none.
Funds for Planning
The City Commission instructed the City Manager to prepare an application without delay to the
Montana State Planning Board, to be presented through them to the Housing and Home Finance Agency, for
a grant of Federal funds to aid in carrying out a planning program and development of a master plan
for this City. The estimated cost of the proposed program is $12,000.00 for the basic master plan plus
$21700.00 per year for two years following completion of the basic plan to implement and put that plan
into operation or a total of $17,400.00. Of this anountl the City proposes to expend ~3,OOO.00 in
cash and $31000.00 in services for development of the master plan and $2,700.00 in cash on implementing
that plan and the application to the Montana State Planning Board will be for a grant of $81700.00
of Federal funds.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn, and the motion was carried
by the following Aye end No vote: those voting; Aye being Mayor Swansonl Commissioner Erwin and
Commissioner Lowe; those voting No, none.
