The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, January 11, 1956 at 1:00 o'clock P. M. Present were Mayor Swanson,
Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Walter Sales,
City Attorney Lovelace, Ci~ Engineer Waldorf and the Acting Clerk, when the following proceedings

were had:
Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded by
Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the following
Aye and No vote: those voting; Aye being Mayor Swanson, Corrunissioner Erwin, Conmlissioner Lowe; those

The Ma.nager stated that he has audited these claims and finds them to be true and lawful claims
against the City of Bozeman and recommends that warrants be issued for their payment. After examina-
tion of the cIa ims in detail by the Commission and checking against the Claim Register, it was moved
by Commissioner Lowe, seconded by Commissioner Erwin, that the claims be approved and warrants drawn

for their payment and the motion was carried by the following Aye and No vote& those voting Aye being
Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Invitation to Change-over to Dial Telephone System
Frank Mueller, local Manager, Mountain States Telephone and Telegraph Company, an:eared before
the Commission to extend a special invitation to the Mayor, City Commissioners and other Ci ~ officials
to attend and observe the change-over to Dial Telephone System which will be made at midnig;ht,
January 14, 1956.

Meeting with Highway Engineers Regarding West Main Street

Fred ~uinnelL Administrative Engineer, and Tom Ratchford, Division Construction Engineer, of
the Montana Highway Department met with the Commission to discuss widening Main Street between 5th and
11th Avenues, and other matters in connection with the F'roposed relocation of U. S. Highway No. 191.
Mr. ,,"uinnell explained that he had, through error, brought the wrong flans from Helena on that F'art
of' the project between 5th and 8th Avenues end he was therefore unable yet to (,lve en estimate of'cost
AS he h8d agreed to do some time ago. He said that he would secure tLis estimate immediately upon
his return to Helena and send it to Bozeman not later than Saturday, Ja.nuary 14th. He e,lso said that
the City will be expected to Farticipate to the extent of 25~" of the cost of this part of the project.

The matter 01 width between curbs to which Main Street will be built from 5th Avenue to 11th
Avenue was discussed end it lh'8.S again mutually agreed that this IJavement width should be 64 ft.
In the matter of stonn sewer recommended by City Engineer Waldorf to be builtin Main Street
between 9th end lOth Avenues when U. S. Highway 191 is built on this street, Mr. Quinnell stated that
the Montena HiGhway Department will not participate in this cost but that it may be possible to get
participation from the U. S. Bureau of Fublic Roads to the extent of 53% of such cost. He requested
that the city furnish him certain additions 1 information regarding this drainage and stated the t,
ufon receipt of tha t information, he will secure an estimate of cost and a statement from the Bureau
of Fublic Roads as to the amount which the City would be required to pey if this proposed storm sewer
is constructed.
Fetition - Montana State College - To Vacate Portion of Lincoln Street and South 6th Avenue
A pet! tion was presented from Montana State College by R. R. Renne, President, requesting the. t
Lincoln Street from the west Une of the alley between 5th and 6th Avenues to the east 1 ine of 11th
Avenue and that portion of 6th Avenue between the south line of Grant Street and the north line of
Lincoln Street be vacated and closed. The petition set forth extensive reasons in connection with
flenned expansion of !I:. S. C. campus why the vacation of these Fortions of these streets is needed
and should be cons idered of public benefit. It further set forth plans of expans ion of M. S. C.
campus which would provide street facilities for the public in lieu of those which would be vacated
under their proposal.
This matter having been previously discussed with M. S. C. officials and having been extensively
investigated, it was moved by Commissioner Lowe, seconded by Corrnnissioner Erwin, that the City
Attorney be instructed to f'reI>""re a Resolution of Intention to vacate the portions of Lincoln Street
and South 6th Avenue as set forth in the peti tion and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Swanson, Conunissioner Erwin, Commissioner Lowe; those voting
No, none.

Social Security Election Results
Report was made to the Commission on the Referendum Slection held on January 4, 1956, as
authorized by the Governor of The State of Montana, on the question of whether or not employees of
this City shall come under Federal Social Security. There were 55 employees eligible to vote on the
question, all of them voted and the vote showed 51 "for" and 4 "against".
Fire Protection - Gallatin Field
R. H. Howe, local agent, Northwest Airlines, has made inquiry relative to fire protection at
Gallatin Field. Under present policy, the Bozeman fire Department must get permission from the Mayor
or the City Manager before they take city equipment to any fire more than one mile distant from the
city. In view of the City's half ownership in Gallatin Held, it was moved by Commissioner Erwin, seconded
by Commissioner Lowe, that the City Manager be, and is hereby, authorized to instruct the Fire
Department to answer any legitimate call to figh t fire a t or on Gallatin Field and should any such
call prove to be to fight fire on or in I-rivate rroperty which might be on Galla tin Field, a charge
will be lUade agains t the owners of such r:roperty commensurate with the services rendered, and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Swenson, Corrmlissioner
Erwin, Commissioner Lowe; tilose voting No, none.
Housing and Home Finance Agency - Plamling Funds for Waterworks
A letter from Housing and Home finance Agency, L. R. Durkee, Area Representative, Seattle,
Vlashington, was read in which it was recommended that the application of the City of B07.eman for a
loan of funds for llanning of proposed expansion and improvement of its water system be reduced to
cover only that amount needed for l-Teliminary planning. The letter sugLested the. t this could be done

without prejudice to a further request for funds with which to do final [lenninE'
It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that, after the matter has been
co-ordinated end advice on it has been secured from Morrison-Maierle, Inc., who are the City's Consulting
Engineers on this project, the City Manager be and is hereby authorized to amend the application so
that it will cover funds for freliminary planning only Flus such amounts as mey be required for

amendment to the original application to be made without p'e,~udice to a further request for funds with
which to do final planning end the motion was carried bJr the following Aye and 10 vote: those voting
Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Applications for Beer Licenses
The following applications for sale of beer at wholesale were presented:

Cardinal Distributing Company, Livingston
'lhe applications being in proper form and accompanied by the required fee, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin. that they be approved and the licenses ordered issued
and the motion was carried by the following Aye and No vote: those voting; Aye being; Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commjssioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being; Mayor Swenson. Commissioner Erwin,
