HomeMy WebLinkAbout1956-02-01 Bozeman, Montana February 1, 1956 10:] The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, February 1, 1966 at 1:00 0' clock P. M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Walter Sales, City Attorney Lovelace, City Engineer Waldorf, end the Clerk, when the following proceedings were hadl I Minutes of the last reguLar session were read, and it wa.s moved by Commissioner Erwin, seconded by Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Protest to Closing Lincoln Road G. M. Beatty again appeared before the Commission to protest against proposed vacating of Lincoln Street between 11th and 5th Avenues. His protest was, in effect, repetition of the arguments set forth in the petition, signed by Mr. Beatty and other owners of properties located southwest of Montana State College campus, which was presented at the hearing on this matter held before the Ci~ Commission on January 25, 1956. Proposed Storm Sewer District . Ninth & Tenth Avenues City Engineer Waldorf presented preliminary plans and estimates of cost for installing storm sewers in Ninth and Tenth Avenues. His recommendations were that, if a Special Improvement District is established for making this installation, the district should extend 110 feet in depth from the streets in whioh the proposed sewers are installed and that assessment be on an area basis with the 25 feet of area immediately abutting the improvement to be assessed double. The Commission gave informal I approval to Mr. Waldorf's recommendations. Radar Controlled Signs for North Seventh Avenue and Other Streets The following reports were presented: The Manager reported on investigation of traffic conditions on North Seventh Avenue. From this investigation it does not appear advisable to erect additional school crossing signs on this street at this time but it is recommended that signs be erected on North Seventh, East Main and West College to show that these main entrances to the City are "Radar Patrolled". Assurance has been received from the Montana Highway Patrol that, at times when Patrolmen are operating radar equipment in this area, they will permit the use of such equipment on a co-operative basis with the Bozeman Police Department to check speed of vehicles on these streets. Gas Fitter's Bond .- V. P. Grant The Gas Fitter's Bond of Vincent P. Grant, in the amount of $2,000.00 was presented. The bond was approved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the bond be approved and accepted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Comndssioner Lowe; those voting No, none. Resolution No. 806 . Amending Request for Funds for Preliminary Planning I Resolution No. 805 amending Resolution No. 802, adopted November 14th, 1955, reducing the amount of fUnds requested from $57,000.00 to t12,OOO.00 to cover the cost of preliminary planning only in connection with expansion of the City's water works system was presented, entitled; A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AMENDING THAT CERTAIN APPLICATION FOR ADVANCE FOR PUBLIC WORKS PLANNING DATED NOVEMBER 14, 1955 AND FILED ON THAT DATE BY SAID CITY OF' BOZEMAN WITH THE COMMUNITY FACILITIES ADMINISTRATION OF THE HOUSING AND HOME FINANCE AGl!NCY OF THE UNITED STATES GOVERNMENT. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resolution be passed and adopted and the motion was carried by the following Aye and l'lo vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Reports 1(}'1 F' 0 r J a n u a r y, 1 956 Plumbing & Gas Inspector Building Inspeotor Police Judge Librarian Water Collector Fire Chief Sewage Plant Operator For Dee e m b e r, 1 9 5 6 Cashier Director of Finance It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson. Commissioner Erwin. Commissioner Lowe; those voting No. none. Police Chief to Helena for Civil Defense Meeting A communication from the State Civil Defense Director was read, stating that a meeting of Chiefs of Police will be held in Helena, on the 20th of February, 1966. to formulate a committee of chiefs in regard to civil defense. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that Chief Haas be authorized to attend this meeting and his expenses be paid from the General FUnd. and the motion was carried by the fbllowing ~e and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No. none. Engineer to HelenaRe; Highway Planning An edvisory committee to highway officials on highway planning will hold a meeting in Helena on February 8th, 1966. It was moved by Commissioner Lowe. seconded by Commissioner Erwin. that Engineer Waldorf be authorized to attend this meeting and his expenses be paid from the General Fund. and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson. Commissioner Erwin. Commissioner Lowe; those votLng No. none. Approval of Police Appointments Report was made on a meeting of the Police Commission held on Janu8~ 30, 1966 at which the following men were approved for appointment as members of the Bozeman Police Department; Robert K. Johnson George B. Clausen appointment of these two men to be on 8 temporary basis only until they shall have met the residence requirement for becoming regular members of the Police Department; John H. Bush Kermit L. Peterson appointment of these two men to be contingent on satisfactory reports from their references, on their passing satisfa.ctory physical examinations. and on the same requirements as to temporary employment, where applicable. u a.pplies to Johnson and Clausen. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that approval is hereby given for placing these men on the eligible list for employment in the Bozeman Police Department. subject to the cond itions cited above. and the motion was carried by the following Aye and No vote I those voting Aye being Mayor Swanson. Plan Board Recommendations - Re-zoning A communication from the Plan Board reoommending the zoning of all unzoned area within the city and the rezoning of some areas in the eastern part of the city was presented and read. It was moved by Commissioner Erwin. seconded by Commissioner Lowe, that the recommendation be referred to the Board of Adjustment with a request that they set a date for public hearing on the proposal and the motion was carried by the following Aye and No vote: those votmg Aye being Mayor Swanson, Commissioner Erwin, Commissione r Lowe; 'those voti ng No. none. Vaoating Portions of Lincoln Street and South Sixth Avenue The matter of vaoating portions of Linooln Street and South Sixth Avenue was given Public Rearing before the Commission on January 25, 1956. The County Commissioners of Gallatin County now informed I ,. I I the City Commission that they have on this day vacated that section of county road whioh actually is the south one-half of the portion of Lincoln Street or Road proposed to be v8.cated. It being considered that ample investigation of this proposal has been made and that it is in the public interest to close these portion of streets as petitioned for by Montana State College. it was moved by Commissioner Lowe. seconded by Commissioner Erwin. that the City Attorney be and is hereby I instructed to prepare an ordinance vacating those portions of Lincoln Street and South Sixth Avenue which are described in Commission Resolution No. 804, this ordinance to include those oondi- tions as to public use of other streets on Montana State College campus, opening of additional streets, and improvement of Eleventh Avenue be~een Grant and Lincoln Streets as set forth in the petition of MOntana State College presented to the City Commission on January 11, 1956 and the motion was carried by the following Aye and No vote. those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
